평생교육 관점에서 바라본 지방자치단체 교육복지 기준선의 특징과 한계

본 연구는 지방자치단체의 교육복지 기준선 전략사업을 평생교육 관점에서 분석하여 그 특징과 한계를 밝히고, 지방 수준에서 교육복지 기준선 설정의 방향을 제시하고자 하였다. 연구목적 달성을 위해 교육복지 차원에 따른 분석 틀과 평생교육 원리에 따른 분석 틀을 고안하였고 Elo와 Kyngas의 연역적 질적 방법을 중심으로 하되 양적 방법을 병행하여 지방자치단체 교육복지 기준선 전략사업에 대한 내용 분석을 수행하였다. 교육복지 차원에 따른 분석 결과 10개 지방자치단체의 교육복지 기준선은 교육과정이나 결과보다는 투입단계의 사업, 재정적 결핍 해소지원 사업, 교육감이 아닌 도지사(시장)이 주체가 되는 사업, 학령기 학생 대상 사업 등을 공통적으로 보여주고 있다. 평생교육 원리에 따른 분석 결과, 3개 지방자치단체의 교육복지 기준선 전략사업은 확장성, 혁신성, 통합성 원리에 대응되는 정도가 지역에 따라 상당한 차이를 보였다. 특히 지방자치단체의 교육복지 기준선이 사회보장적 시각에서 설정되었기 때문에 평생교육 원리를 충분히 반영하지 못했다. 향후 교육복지 기준선 전략사업에서 교육 내용과 형식의 확장, 학습자에게 진정으로 유용한 학습과 상호교육적 관계로의 혁신, 교육자원 및 학습 단계의 통합 등을 고려해야 할 것이다. This study attempts to analyze the educational welfare baseline strategic projects of local governments from the perspective of lifelong education to clarify their characteristics and limitations, and to suggest the direction of setting the educational welfare baseline at the local level. In order to achieve the research purpose, an analysis frame according to the educational welfare level and an analysis frame according to the principle of lifelong education were devised, focusing on the deductive qualitative method of Elo and Kyngas, but the content analysis was conducted on the local government's educational welfare baseline strategy project. As a result of analysis based on education welfare, the educational welfare standards of ten local governments show projects at the input stage, financial shortage support projects, projects led by provincial governors (mayors), not superintendents, and projects for school-age students. As a result of the analysis according to the principles of lifelong education, the degree of correspondence to the principles of scalability, innovation, and integration of the educational welfare baseline strategic projects of the three local governments differed significantly depending on the region. In particular, since the educational welfare standard of local governments was set from a social security perspective, the principle of lifelong education was not sufficiently reflected. In the future, the expansion of educational content and form in the educational welfare baseline strategy project, innovation into practical useful learning and mutual educational relationships, and integration of educational resources and learning stages should be considered.

무선 인터넷 기반의 효율적인 주차 관리 시스템의 설계 및 구현

최근 차량의 급증으로 인한 주차 관리가 많이 힘들어지고 있다. 특히 몇 년 사이 엄청난 차량증가로 인해 주차 시설 부족 및 관리원들의 단속을 피한 다양한 위법행위가 발생하게 되었다. 본 논문에서는 이러한 변화에 따라 효율적인 주차 관리를 하기 위한 무선 단말기를 이용한 효과적인 주차 관리 시스템을 설계하고 구현한다. 이 시스템은 서버와 관리자, 무선 인터넷 단말기(PDA) 세 부분으로 구성되어 있으며, 주차 관리원들은 주차단속 및 차량관리 등을 무선 인터넷 단말기를 통해 서버에 접속하여 신속하게 서비스를 받을 수 있다. Recently, a parking administration are more difficult because the number of cars is rapidly increasing. In particular, the number of cars, grows rapidly for years, it has arisen that a variety of violation avoids the officers' observation and that a parking place is not enough. In this paper, we design and implement a parking administration system using wireless Internet in order to efficiently control parking and administration. The implemented parking administration system consists of a server and PDA clients. The officers in charge of parking managements can receive the services promptly.
