우리나라의 전자참여 수준과 발전방향에 관한 연구 -여론수렴을 통한 국가정책수립 중심으로

정보통신기술과 인터넷의 발달로 전자참여를 통한 민주주의 실현이 가능하게 되었다. 본 논문에서는 국내외 전자참여 사례 및 기존연구를 바탕으로 새로운 전자정부 참여모델을 제시하였고 이 전자참여모델을 적용하여 일부 웹사이트를 점검하였다. 점검결과 우리나라의 전자참여수준은 e-Participation수준이며 최상위 단계인 e-Prediction으로 진입하기 위해서는 국민의견을 수렴할 수 있는 텍스트마이닝과 같은 최신 정보기술과 수렴된 국민의견을 정책에 반영할 수 있는 국가정책수립과정에 대한 혁신적이고 구조적인 변화가 필요하다. 인터넷의 사용이 보편화되면서 국민들이 정부정책에 대한 자신의 견해를 인터넷에 개진하는 상황임을 고려하면 인터넷에 수렴된 국민의 의견을 정책을 반영하는 것이 당연하며 이를 실현하기 위한 국민의견수렴시스템구축이 필요한 시기이다. 우리나라의 전자정부와 전자참여의 수준은 높은 수준이다. 국민의견수렴시스템이 구축되고 시스템을 통해 분석된 결과가 국가정책에 반영 될 수 있는 체계가 마련된다면 전자민주주의 완성에 일조할 것으로 기대한다. The advancement of ICT and the Internet enabled ordinary citizens to participate in the process of policy making. It means that direct democracy seems to be practicable if state-of-art technology and the Internet are used properly. This paper presents a new electronic participation model based on previous cases and studies over electronic participation both in Korea and the world and applies the model to some of public web sites. According to the result, the status of Korea`s electronic participation is electronic participation level; however, it has to keep working on the adoption of emerging technologies like text-mining and the structural innovation to enter the next level of electronic participation, so-called "e-Prediction." Since the use of the Internet becomes universal and citizens express their opinions over government`s policies online frequently, the government has to review opinions online. If reasonable and practicable, it needs to reflect them to its policies. For doing this, the government has to establish a system to collect public opinions online. The level of Korea`s e-government and e-participation is well recognized world wide. If the system by which public opinions are collected and analyzed is established and the analyzed results can be used for making policies, it will help realize electronic direct democracy.
