본 연구의 목적은 전국 공사립 유치원 교사의 근무 여건과 전문성 향상 요구를 조사 비교하여 정책적 개선 방안을 모색하는 것이다. 이를 위하여 2004년 현재 8.246개 유치원 전체를 대상으로 온라인 조사를 실시하고, 이들 유치원을 전집으로 다단계 유층 비율 표집 한 885개 유치원과 교사를 대상으로 관찰 및 면담 조사를 실시하였다. 조사결과, 유치원 교사들의 근무 여건을 나타내주는 대표적인 지표인 업무시간, 연수시간, 급여, 수당지급, 건강검진 등에서 사립유치원 교사들이 공립유치원 교사들보다 매우 열악한 것으로 나타났다. 또 사립유치원 교사들이 공립유치원 교사들보다 유치원근무에 대해서 더 부정적으로 인식하였다. 그러나 교사들의 요구는 공사립별 차이 없이 매우 유사하였다. 이와 같은 결과를 토대로 본 연구에서는 특히 사립유치원 교사들의 직무만족도를 높이기 위하여 근무 시간과 급여 개선, 고학력, 경력 교사들의 사립유치원 근무 기반 마련 등을 제안하였다. The aims of this research was to examine the actual condition of the Kindergarten teachers' welfare and work based on establishment types, in order to enhance expertise and working conditions. Subjects for the survey were teachers of 885 kindergartens of the 10% of the total group, 8,246 kindergartens. The survey was conducted by online questiosn, observation checklist and visits. Spss 12.0 was used for statistical analysis. The working conditions of teachers between private kindergarten and public were different from each other: by working time, education time, salary, allowance, and health check. The welfare level of private kindergartens' teachers was not so good in contrast with public's. The perception of private kindergartens' teachers working as a kindergarten teacher was not as good as the public'. But the needs of public and private kindergartens' teachers were similar. Accordingly, the level of private kindergarten teachers' working time and salary needs improvement in order to enhance their satisfaction on teaching job. And the working condition for teachers with higher level scholarship and career as a teacher needs provisions should be approved.
