      • Health Sector Decentralization and Its Performance : Cross Country Evidence

        Recently scholars and practitioners around the globe have started to view decentralization as an integral part of broader health reforms. This study makes an attempt to address this issue by examining decentralization impact on health outcomes with panel dataset of 22 countries from 1990 to 2005. Our findings indicate healthcare decentralization is beneficial in improving health status of population until it reaches certain level of decentralization. Considering institutional background of healthcare, the most privatized institutional setting is a precondition where the decentralization reform can further enjoy its positive impact.

        멀티스트링 태양광 인버터용 인터리브드 부스트 컨버터의 설계 및 제어

        In this paper, design and control of an interleaved boost converter for multi-string PV Inverter are discussed. Interleaved Boost converter can reduce current ripples at input and output side by cancelling an each phase of inductor currents. Therefore, it contributes to increase efficiency and downsize the whole system volume, cost. One of the advantages of the multi-string system is easy to expand power capacity by connecting the converter modules in parallel. In order to reduce current ripples, the inductor currents on each phase are controlled independently in the converter module, and communication between the converter modules is required for further ripple current reduction. Current control algorithm for the balance of the each phase ripple currents and synchronization of the converter modules based on communication are proposed and implemented in the DSP programming. 10㎾ prototype of the multi-string converter module is assembled and experimental results are presented to verify the proposed ripple current reduction methods.

        This article analyzes a three phase interleaved boost converter for photovoltaic pes, and compares with a single phase boost converter. The advantage of this approach, such as higher efficiency and reduced input and output ripple, are demonstrated by a three phase boost converter simulation.

        체제전환에 따른 국민건강 위기분석

        At present, we possess an incomplete understanding of the various implications of economic transition.Thus, this study makes an attempt to address the causes of health crisis in transition countries by examiningeffect of privatization on health status in post-socialist states. We employed two regression models: the firstmodel focuses on the differences in health status between post-socialist states in Western Europe and OECDmember states; the second model analyzes the different causes of the health crisis. Our econometric evidenceprovides that the population health in the transition countries was worsening in the transition period: lifeexpectancy dropped and mortality rate increased; the impact of the transition on population health was muchsensie among males. As to the causes of the crisis, factors such as national income, nutritional status andhealth system access are found to be related to health status, while unemployment rate and Gini index do notshow statistically significant relationships with population health. The result of this study has led us to theconclusion that 'social shock' from a rapid transition can bring a huge negative impact on population health;therefore, we should consider appropriate speed and path to minimize social cost of transition process.However, the lack of uniform data clearly constrained our ability to do a more thorough statistical analysis,and, consequently, there is a call for future studies to test this relationship empirically with a wider range of data and variables.

      • 3㎾ 3상 인터리브드 부스트 컨버터 구현 및 실험

        본 논문은 태양광 PCS 발전 시스템을 위한 3㎾ 3상 인터리브드 부스트 컨버터의 동작과 제작을 위한 기반사항에 대해 서술하였으며, 컨버터의 희망 출력전압을 얻기 위한 제어부의 구성과 비례전류 제어를 사용한 동작알고리즘을 포함해 실제 PCB 제작을 위해 선정한 부품 및 배치의 구성에 대해 다루었다. 제어부는 아날로그가 아닌 디지털 제어를 채택하여 컨버터 각 부의 센서를 통해 전류, 전압 값을 취득하고, 이를 DSP에서 처리하여, 기준값과 피드백 값과의 오차 보상을 위한 PWM 신호를 생성, 컨버터를 동작시킨다.
