中國 소수민족지역의 고등교육기관 싱크탱크 발전 환경에 관한 연구

이 논문에서는 싱크탱크 관련 이론을 토대로, 중국 소수민족지역 고등교육기관의 싱크탱크를 연구대상으로 삼아, 국가 정책 등 거시적 환경, 지역경제와 사회 등 일반 환경, 그리고 싱크탱크사이의 협동과 경쟁 등 미시적 환경이라는 세 가지 측면에서 소수민족 지역의 고등교육기관 싱크탱크의 발전을 살피고, 나아가 현재 중국 소수민족지역 고등교육기관 싱크탱크 발전에 영향을 미치는 여러 요소들을 짚어, 당면한 발전 기회와 위협에 대해 알아보았다. 복잡한 외부환경 변화와 중국의 행정 의결 시스템이 점차 체계화됨에 따라 중국의 당과 정부 지도자들이 관련 정책 입안에 많은 관심과 후원을 보내고 있다. 이 같은 거시적 환경 변화는 고등교육기관 싱크탱크의 발전에 양호한 발전 기회를 제공해주고 있다. 소수민족지역의 독특한 사회, 경제, 인문, 지리, 문화는 해당 지역 고등교육기관 싱크탱크에 나름대로의 독특한 성격을 부여해주고 있다. 그러나 고도로 중앙집권화된 중국특색의 행정의결 시스템, 공공 의결 체계의 부재 및 법률제도의 미비, 인근 국가들과의 복잡하게 엮여 있는 국제관계 등 거시적 환경은 소수민족지역 고등교육기관의 싱크탱크에서 산출해낸 콘텐츠에 대한 이용률을 떨어뜨리고 있다. 또 상위 고등교육기관 싱크탱크의 적극 개입 내지는 그들의 콘텐츠는 소수민족지역 고등교육기관 싱크탱크에 큰 위협이 되고 있다. 그러므로 이 같은 문제 해결을 위해서는 각자 나름의 대응책을 수립하여 차별화 발전 전략을 모색해나갈 필요가 있다. In fact colleges and universities think tanks in nationality areas are a kind of research organization or research institution consisted of experts and specialists from multidisciplinary research fields, facing with the complex and changing political, social and economic environment from internal and external, propose thoughts and theories for public policymakers from governments at all levels, provide decision-making consultation plan and specific policy recommendations or social civilization service. In Chinese scenario, how can colleges and universities" think tanks in nationality areas determine their development pattern and path in the external environment of national macro management mode, policies, systems, regional economy, Geo-social relation, cooperation and competition between colleges and universities" think tanks? On the case of colleges and universities" think tanks in nationality areas, its development environment is analyzed from three levels in this paper, the first level is from national governance mode to policies and systems and other macro-environment. The second level is from regional economy and Geo-social relation and other medium-environment. The third level is from cooperation and competition between think tanks and other micro-environment, which aims to provide reference for strategic positioning and options of colleges and universities" think tanks in nationality areas to discuss the essential influence factor of the development of colleges and universities" think tanks, which means opportunity and threaten. The macro-environment such as the complex and changing external environment, the scientification of Chinese administrative decision model, the high value payed by China"s national party leaders, and the relative supportive polices has given the colleges and universities" think tanks great development opportunities. The development of new science and technology sustain the scientific and reality of think tanks" function. The specificity of society, economy, humanity, geography and culture in nationality areas provides the differential development practical possibility. At the same time, the macro factors such as high degree of centralism of administrative decision-making power with Chinese characteristics, the imperfect public decision-making mechanism and legal system, complex international relations between neighbors, the low applying frequency and service efficiency of think tanks" products, the intervene of trans-regional and high level think tanks, and the difference between different research fields, thus the corresponding and differential development strategy shall be taken. The research results will provide reference for strategic positioning and choice of colleges and universities" think tanks in nationality areas.
