        It is required to develop a rational transmission pricing methodology to ensure the fair participation of the player in the market. There are many methodologies studied in transmission pricing. Specially marginal cost method has been focused recently. Marginal cost method is superior to average cost method in the side of economic efficiency. But it can not use only, because it does not ensure full recovery of Transco's revenue requirements. Therefore, this may be needed to use revenue reconciliation jointly. This paper suggests new reconciliation method to allocating revenue deficit to participants based on individual line's impact on participant's surplus.

      • 게임이론을 적용한 전력시장거래 해석

        Recently, the electric power industries around the world are moving from the conventional monopolistic or vertically integrated environments to privatization, deregulation, and competition environments, where each participant is concerned with the maximization of his/her own profits in the marketplaces rather than system-wide costs minimization. Consequently, the conventional least-cost based approaches for generation resource schedules can not exactly handle real-world situations in these changed competitive electric power marketplaces. Here, we consider the PoolCo system without considering network configurations for the modeling of a competitive energy market. It is expected that game theories based approaches will be powerful tools to analyze power transactions in a competitive electricity marketplaces rather than the conventional mathematics based approaches. Recently, there has been a considerable amount of works on game theory application to power system problems, especially in competitive electricity environments. A systematic tool using game theory for the market participants is presented such that it determines the net profits through the optimal bidding strategies including the strategies for the bidding prices and bidding generations under the complete information and the incomplete information situation. The demand elasticity of the energy price is considered for the realistic modeling of the deregulated marketplace.

        The efficient and rational transmission tariff structure is one of the crucial factors in creation of fair and competitive electricity markets. Transmission charge can be largely categorized into the line usage charge, system reliability charge, access charge and others. Any transmission tariff should be able to reflect these cost components reasonably. This paper suggests an approach to allocating the transmission reliability costs. The proposed method is based on the line usage of market participants under normal state. For the allocation of reliability costs, transmission reliability contributions are calculated and these contributions reflect line sensitivity under contingency condition(n-1 line outage state) and line outage rate simultaneously.

        A Study on Reliability Differentiated Pricing of Firm Capacity

        It is known that Reliability Differentiated Pricing (RDP) can improve the efficiency and benefits of consumers and producers. This paper examines the long-run social welfare maximization problem of the utility and presents a long-term reliability differentiated prices for firm capacity, based on customer outage costs. Then the applicability of the proposed pricing scheme is verified with a case study.

        A Study on Optimal Planning Strategy Based on Customer Outage Costs

        This paper examines the long-run social welfare maximization problems facing public utilities, which includes consideration of the cost of capital or other fixed costs of production, from which it derives optimal investment decisions in a reliability differentiated pricing based market. Reliability differentiated pricing policies lead to straightforward mathematical results on optimal investment decisions in generation and transmission expansion planning. This paper presents the mathematical conditions for optimal investment decisions.

        시변민감도를 이용한 안전도제약 최적조류계산의 On-Line 적용 알고리즘

        규제완화된 경쟁적 전력시장으로의 이행은 전력계통의 운영 및 계획에 있어서 기존의 중앙급전방식과는 다른 새로운 개념을 필요로 하고 있다. 경쟁적 전력시장에서의 전력계통 운영은 경제적 측면을 충분히 고려하여 보다 적은 여유로 운영될 것으로 예상된다. 따라서 SCOPF(Security Constrained Optimal Power Flow)의 역할이 커지면서 실시간 안전도 처리에 대한 중요성이 보다 부각되고 있다. 본 논문은 On-Line 상의 적용을 가능하게 하는 SCOPF의 응용을 다룬다. 전력계통의 안전도 여유는 계통의 조건과 부하상황에 따라 시시각각 변화한다. 따라서 안전도 처리를 위한 민감도 계수 역시 전력계통 상태에 따라 재계산되고 적용 시에 갱신 처리되어야 한다. 본 논문의 목적은 안전도 처리를 위한 민감도 계수의 효율적인 사용을 통해 적정 안전도를 확보하여 이 알고리즘을 계통운영상에 실시간으로 적용 가능토록 하기 위함이다. 사례연구에서는 제안된 메커니즘을 간단한 예제계통에 적용하여, 상정사고에 대한 보다 안정적인 결과가 나타남을 보였다.

        대규모 지능형 전력망의 사이버보안 위험성에 대한 평가 방법론

        A smart grid (SG) is a new paradigm in power systems, which is a high value-added platform through real-time information sharing. However, SGs are exposed to cyber-attacks because of the structural characteristics. In a power system in which a real-time balance of supply and demand is essential, cyber-attacks directly lead to a power outage and cause a complex disaster leading to a secondary subordinate accident simultaneously. In this paper, the concept of cybersecurity risk is defined considering the structural characteristics of Large-Scale SGs and its evaluation method is proposed based on NERC CIP. The evaluation method quantifies the risk of information security by applying the related standards (SGSF-121-1-1) and analyzes the optimal power flow calculation, state of balanced power supply and demand and frequency stability to evaluate the robustness of large-scale intelligent power systems. This study may contribute toward finding the basis for optimal decision-making when establishing a cybersecurity contingency plan

        A Value-Based Real Time Pricing Under Imperfect Information on Consumer Behavior

        One of the major challenges confronting a multiservice electric utility is the establishment of the right prices for its services. The key objectives of particular pricing schemes are reasonableness of company earnings, economic efficiency, the responsiveness of supply and of the allocation of sources to the desires of consumers, and maintenance of some degree of competition. This paper proposes a value-based pricing mechanism amenable to the current deregulation situation in electricity market allowing service differentiation. The proposed pricing mechanism can be implemented in a nodal auction model, and can also be applied to direct load control.
