The problem of functional distribution to the city governments in Korea is a matter of great urgency and burning necessity for the favourable local autonomy. And the most rational way of distribution is to assign the functions to each city government according to the capacity and size of each city. The purpose of this study is to classify the cities in Korea (excluding Seoul and our super cities) according to their capacity and size. This study adopted a multivariated classification approach, examining 41 variables(social, physical, and environmental factors, have been incorporated along with economic indication) simultaneously, and got the results that the cities in Korea were classified by their capacity and size as of Marginal Cities (Z-Score -10.00~-20.00), Rudimental Cities(Z-Score : -1.00~9.99) Mature Cities(Z-Score : 10.00~19.99), and Division of Ward Cities(Z-Score : 20.00~40.00).

The main purpose of this paper is effect and evaluation of city-county consolidation, by newly established local government area based on the urban-rural consolidation. The central government of Korea in 1994 promote the consolidation of city(Shi) and county(Gun) which are separate local government district up to 1994 in Korea, if Eup(town) located in county has 50,000 inhabitants, it is raised to the status of city as a local government to be separated from Gun. But the Central Government has established new 40 consolidation cities as to consolidated 41 cities and 39 countries from 1995. The consolidation of such local government district has a profound effect upon daily life of residents, equity of administration, regional balanced development. From this point of view, this paper examines the consolidation of city and county from the perspective of related urban and regional development such as growth center, optimal size of city as well as urban and regional sustainable development, and discusses its reasonable alternative. The paper suggests that the newly established local governments should reshape the existing organization by redundant personnel and unnecessary functions as a short term policy. The paper also suggests that the new local government should develop direction to achieve a balanced regional development between city and county areas. The paper indicates that appropriate methods and process for location and allocation of public facility, especially noxious facility should be devised to reduce conflict between city and county residents.
