1. Introduction The purpose of this paper is the clarification of weaknesses of behavioural science from the viewpoint of policy science. Behavioural sciences presume to be dircetly applicable for policymaking improvement. But now we can't wholly rely upon behavioural sciences for policymaking improvement. because policy problems are more complex to solve and now we need to know the weaknesses of the behavioural sciences for improvement of policy-making, in order to use the behavioural sciences for improvement of policy-making. To attain our purpose, at first I'll clarify the perspective of policy science. Secondly I'll explain the characteristic of bebavioural sciences. Thirdly, I'll clarify weaknesses, of behavioural science from the view points of policy science. 2. The general perspectives of policy science Some policy scientists, for example, Lasswell, Dror, Jantsch, Reynolds have proposed some ideas of policy sciences. Through the brief comparison of their proposals for policy sciences, we can find common perspectives which they share. The general perspectives of the policy science are (1) policy-orientation (2) actionorienation (3) unified or multidisplinary approaches to social changes (4) broad time perspectives (5) open system perspectives (6) broad rationality and (7) emphasis on. human meaning of social change. 3. Definition of the Behavioural Science Behavioural science is the scientific study of human behaviour. And we can find the-characteristics of behavioural science as fallow; (1) It refers to the acquisition of basic knowledge of human behaviour. (2) It refers to the scientific approach. (3) It aims to establish generalizations about human behaviour. (4) The validity of such generalizations must be testable, in principle, by reference to relevant behaviour. (5) It refers to techniques as means for acquiring and interpreting data. (6) It attaches great importance to quantification when data should be analyzed. (7) It aims at value-free reseach. (8) It refers to an interdisciplinary approach. 4. Weaknesses of behavioural science from the viewpoint of policy science. The research for help from behavioural science for policymaking is an intensive one, which has been going on for quite a long time. And now as one of the foundations for policy science, behavioural science provide essential inputs into policy science. But it is certain that behavioural science can't help to improve policymaking wholly because they have particular weaknessses from the view-point of policy sciences as follows; (1) apriori commitment to equilibrium and structural-function concepts, which result in do-nothing, or, at best, incremental-change recommendations. (2) a deep feeling of guilt about getting involved in applcations which go beyond "value-free", "pure", and "factual" research. (3) limitation of the subject of study the behavioural aspects. (4) denial of the important roles both of extrarational processes (such as creativity, intuition, charisma, and value judgement) and of irrational processes (such as depth motivation). (5) oscillation between ideographic micro-studies and "grand theory". (6) perfectionism, which 'causes withdrawal from problems with time constraints, that is, all significant policy issues. 5. Conclusion Behavioural science provide essential inputs into policy science owing to an analytic basis for their traditional main areas of concern-descriptions, analysis and understanding of behaviour. But because of the absense- of a methodology for perspective- and policy-oriented study, behavioral science have weaknesses from the view-points of policy sciences.

상판이 없는 직사각형 단면의 미세채널에서 모세관 유동 분석

소형분석시스템에서 미세채널의 상판이 제거되면 상판에 의한 빛 에너지 손실이 대폭 감소되어 광학측정법으로 대상을 분석할 때 장점을 갖는다. 본 연구에서는 상판이 없는 사각단면 미세채널 내 액체유동을 이해하려는 목적으로 실험과 전산유체역학 해석을 수행하였다. 개방형 사각단면 미세채널에서 입자추적기법으로 유속을 측정하였고, 채널의 단면적 변화에 따른 모세관 유동현상을 이론적으로 해석하였다. 단면의 너비와 높이가 각각 20 ㎛로 제작된 미세채널의 주입부에 물을 떨어뜨렸을 때 물은 오직 모세관 힘에 의해 미세채널을 따라 이동하였다. 액체의 젖음현상에 영향을 미치는 중요한 유동 파라미터는 채널의 크기와 표면장력, 점성 등으로 볼 수 있으며, 미세채널에서 액체 유동을 조절하는데 이용될 수 있다. Our study aims to understand the flow of liquid in an open-top rectangular microchannel that can be used in micro total analysis systems (μ-TAS) because it has advantages in terms of light transmission and energy efficiency. We measured the liquid velocity using particle tracking technique and conducted a simulation with computational fluid dynamics by altering the area of channel cross section and channel length for the capillary-driven flow in the open-top rectangular microchannel. When liquid water drops to an entrance of the fabricated microchannel with a height of 20 μm and a width of 20 ㎛, it flows along the microchannel by only capillary force. In the wetting behavior of the liquid, important parameters of this flow are channel size, contact angle and liquid properties such as surface tension and viscosity, which are used to control the flow of liquid in the microchannel.
