북한 나선 경제무역구와 황금평 경제특구 개방의 경제적 의미

2011년 6월 초, 중국과 북한은 나선특구와 황금평특구의 공동개발을 위한 착공식을 가졌다. 이 소식은 북한의 경제개혁과 발전을 기대하는 학자들에게 매우 고무적인 것이었다. 북한의 특구개방은 중국이 30여년 전 개혁개방정책을 시작했던 것처럼 정권안정이라는 전제에서 시행한 일종의 실험적인 것이라 할 수 있다. 중국의 특구개방은 중국의 경제적 급속발전과 전면적인 개방정책에 따른 것으로 많은 영향을 미쳤다. 이와 같은 경제특구의 역할은 북한의 개혁개방 과정에서도 큰 역할을 발휘할 것이다. 나아가 북한 경제특구의 개방과 개발은 한반도 남북통일 후의 경제통합에도 적극적 역할을 할 것이다. 또한 특구개방을 통해 앞으로 북한은 동북아지역 경제성장의 중요한 또 하나의 성장극(growth pole) 역할을 할 것으로 기대할 수 있다. At the beginning of June, 2011, China and North Korea declared together that they will join effort sin developing Nasun and Hwangkumpyeong Special Economic Zone of North Korea. This news encouraged many scholars who look forward to North Korea`s economic reform and development. As the situation In China 30 years ago, North Korea`s open in Special Economic Zone is also a test of reform which under the precondition of no damage to its political power. China`s open in Special Economic Zone played a decisive role in China`s rapid economic development and its all-round opening up. The effects will also take place in North Korea. Furthermore North Korea`s open and development in Special Economic Zone will take an active role in the Economic integration after the unification of north and south part of Korea Island. And it also has a possibility to make North Korea into a growth pole in Northeast Asia.

개혁개방 이래, 각 시기의 지역경제발전 상황에 따라 중국은 서로 다른 지역계획정책을 제시하였다. 이와 같은 지역계획정책은 정부의 직접적인 자금이전과 건설투자, 투자환경 개선 등을 통해 계획지역에게 강력한 투자촉진 효과를 가져왔을 뿐만 아니라, 경제발전에도 큰 도움이 되었다. 본 연구는 중국의 거시적 지역계획전략의 변화 추이를 분석하고, 개혁개방 이래 지역계획정책의 실시 효과를 고찰하며, 지난 몇 년간 새로 제시하고 통과된 지역계획을 분석함으로써 지역계획이 지역투자에게 어떠한 촉진 효과를 가져왔는지를 찾아내고자 한다. 본 연구의 결과, 지역계획이 지역투자에게 현저한 촉진 효과를 가져오는 것이 검증되었고, 그 효과는 지역계획정책이 제시된 시기에 가장 현저하였음을 알 수 있었다. 改革開放以來,中國針對不同時期的地區經濟發展狀況,提出了不同的區域規劃政策。這些區域規劃政策通過政府的直接財政轉移,直接建設投資或者投資環境的優化政策,爲規劃地區提供了有力的投資拉動支持,幷進而推動了經濟建設。本文通過分析中國宏觀區域規劃戰略的演變趨勢,幷回顧了改革開放以來的區域規劃政策的實施效果,以及通過分析近幾年新提出和通過的區域規劃,來總結區域規劃對於地區投資的拉動作用。經過分析,區域規劃對於地區投資的拉動作用顯著存在,幷且在區域規劃政策提出時最爲顯著。

중국의 사립대학은 고등교육 가운데 새로운 시스템으로 사회에 수많은 인재를 양성하여 정부와 사회 각계의 주목을 받게 되었다. 중국의 사립대학은 고등교육이 대중화 단계에 들어가는 과정에서 큰 공헌을 하고 있으며, 다양한 경영 형식으로 중요한 역할을 발휘하고 있다. 본 연구에서는 우선 중국의 사립대학이 어 떤 사회적 배경에서 생겼는가에 대해 고찰하고, 이어서 사립대학의 영리(營利) 적 역할에 대해 논술하고 끝으로 사립대학 영리에 대한 경영 방안과 개선 방식을 제시하고자 한다. With the popularization of higher education in China, the private university, as a fresh troop has brought up a large number of talents for our society, and thus attracted more and more attentions from the government and various circles of the society. Private universities have made great contributions to the diversification of the managements of higher education. With the development of economy and the advent of the society, higher education, as a standard public product, has been highly valued and supported by the nation. In particular, private university education is paving a good way for the solution to the lack of funds in Chinese higher education. The chance for private university to make profits can help to increase the possibilities of active investments in education from companies, enterprises and individuals, to enlarge the scale of private education, and to achieve fairness and equality of education and finally to promote the prosperity of economy and stability of the society. This article aims to demonstrate that in order to guarantee their education quality, private universities should improve their financial system, consult the management system of the businesses, adopt modernized teaching techniques and perfect teaching capacities of the professors, and thus it can exert a great influence on China.
