Administrative Refrom - Korea, Japan, the UK, and the US : A Comparative Perspective

이 논문은 한국정부가 향후 어떻게 행정개혁을 추진하는 것이 바람직한가에 대한 하나의 대답을 얻고자 제도론적 분석틀에 입각하여 4개국(한극, 일본, 영국, 미국)의 행정개혁의 주요 특징과 성과들을 비교분석하였으며, 이를 토대로 향후 한국정부의 행정개혁 추진을 위한 합의를 제시하고자 하였다. 본 연구의 연구결과를 요약하면 다음과 같다. 한국과 일본은 관료주도형 정책결정을 하는 오랜 전동을 갖고 있는 반면 영국과 미국은 반관료제적, 기업지향적인 전통을 갖고 있다. 한묵의 행정개혁은 관료들의 저항에도 불구하고 대통령이 국민들의 정치적 요구를 활용하며 추진하여 왔다. 이에 반해, 일본의 행정개혁은 강한 관료들과 정치인들이 기업들의 개혁요구에 대해 협상과 타협을 통해 진행되어 왔다. 영국의 행정개혁은 관료조직의 파워를 악화시키는 방향으로 진행되어 왔고, 미국의 행정개혁은 정부를 기업과 같이 운영하는 것을 목표로 진행되어 왔다. 본 연구의 연구결과를 토대로 향후 한국정부의 행정개혁 추진을 위한 몇 가지 합의를 제시하면 다음과 같다. 첫째, 대부분의 행정개혁의 과정은 정치인과 관료조직의 갈등의 산물이었다. 둘째, 최근 들어 행정개혁에 있어서 시민들의 영향력이 증가하고 있다. 셋째 행정개혁 추진에도 세계적 철학적 흐름이 있다. 넷째, 비서구 국가들이 행정개혁을 추진할 때는 서구식 행정개혁 모델의 부작용을 고려하여야 한다. 마지막으로, 행정개혁의 세계적 흐름에도 불구하고, 모든 국가에게 적용될 수 있는 행정개혁의 모델은 존재하지 않는다. This paper examines the administrative reform of four countries based upon the framework of institutionalism-Korea, Japan, the United Kingdom, and the United States-in order to figure out the major features of administrative reform and its implications. The findings of this study are as follows Korea and Japan have been a long history of bureaucracy-dominated policy making, while the United Kingdom and the United States administrative reforms has been a long tradition of anti-bureaucratic or bureaucracy-skeptic slants. More specifically, in the case of Korea, administrative reform focused on the utilization of the public or citizens'support despite sometimes the strong resistance of the bureaucracy, while, Japanese administrative reform has been a process of compromising with political demands. British administrative reform has been a process of making the power of bureaucracy weak while, US administrative reform has aimed for the government operation like a business. This paper suggests implications for Korean administrative reform from now on. First, historically the process of administrative reform was an endless conflicting process between politicians and bureaucrats. Second, citizens and civic organizations tend to increase their influence on administrative reform. Third, there is a global trend of administrative reform. Fourth, reformers should consider the side-effects of the administrative reform of Western countries. Finally, despite the global trend of administrative reform, there is no single complete model for all reform and there are no off-the-shelf solutions.
