. Essential oils derived from an oriental medicine composition from Donguibogam were applied for study of the development of formulations with an anti-viral effect in humans. Herbal materials, including Coptis japonica, Scutellaria baicalensis, Phellodendron amurense, Gardenia Jasminoides, Ledebouriella seseloides, Astragalus membranaceus, Atractylodes japonica, Platycodon grandiflorus, Camellia Sinensis, Hovenia dulcis, Ulmus macrocarpa, and Pinus densiflora; fermentation materials, including Aspergillus oryzae and Lactobacillus plantarum, and formulation materials, such as MCT oil were used. A distillation method was used for extraction of essential oils from the herbal materials. The antiviral effect was tested using the prepared oil-phase formulation, and a reducing effect of 82.22–92.06% was confirmed at 1% of the standard content of the essential oil. The results of GC-MS analysis showed that the herbal composition contained pinene, limonene, terpinolene, and p-cymene, which are indicator components of pine trees. The antioxidant effect of P-cymene was positive for stability. The difference in retention time between the herbal composition and the fermented herbal composition was 32.60 min. Below that, the peak for the herbal composition was slightly higher, and above that, the peak for the fermented herbal composition was higher. In addition, the fermented herbal medicine composition included vetiverol, estragole, and alloocimene. Because essential oils extracted from materials used in oriental medicine have the same properties as organic solvents, skin corrosion tests were performed to confirm that the level of corrosive properties was low. Cytotoxicity testing was also performed, and the results showed that essential oil formulations containing less than 10% had no cytotoxicity. Herbal materials including essential oils will be helpful in development of antiviral products such as medicinal cosmetics, medical devices, etc
