The housing problem has indispensable relations to the growth of a nation, and especially to the ts stability of life in the cities. To establish' housing policy for the cities, fair considerations must be paid not to build bad dwellings or short-lived ones, that is, not to establish short-sighted policy of laying stress only on quantity to cover the housing shortage in a short period. The policy as this dose not fail to be criticised as a planless one, and its execution will of no value. From a long-range point of of view, more stress must be laid on the quality of the housing than on its quantity, which I believe will be a far-sighted plan for far-reaching state policy. The solution of the residential quarter problem is to be carried first to solve the housing shortage of the cities, because our cities have been dave beveloped in abnormally dense patterns with their residential, and in-dustrial quarters crowded together. Industrial quarters, I think, must be separated into new patterns of satellite cities to be smoothly connected with the main city, and at the same time resident ial quarters must be secured for the city to keep the fair view of a normal city. The cultivation of residential quarters and the policy to stabilize the real estate price must be put into force first, to solve this problem. To carry the urban construction plan out with good results, the organic mutual cooperation of every governmental authorities in charge is urgently needed. The proper modification of the tax rates and the impartial tax-ation will be necessary to drive the indiscreet real estatc speculators out. These will be the effective housing administration, I believe.
