The study analyzes relations between regional integration and the Korean peninsula. APEC is based on the sprit of openness and partnership, but its problem lies in disparities of economic development among sub regions. APEC supports sub regionalism, applying regionalism for member states and multilateralism for non-member states. Recently, Asian Free Trade Areas have been a concern of Europe and America because they will benefit Asian member states at the cost of the EU and NAFTA. The benefits of regional integration are helpful for inter-Korean economic cooperation if North Korea is able to reach them directly or through South Korea. The main problems of inter-Korean economic cooperation lie in that North Korea is not ready to capitalize foreign aid for its economic development, while South Korea does not have proper capabilities to help the North. Therefore, Pyongyang should improve its environment toward economic openness and democratization with reciprocity and transparency. Meanwhile, Seoul should enhance its capabilities to help the North by pursuing more competition in politics and economy. The North-South Korean Free Trade Area will benefit them together when North Korea joins APEC by providing proper conditions.
