      • Evolution of Bureaucratic Administration in the Uganda`s Polity: De-colonising the Civil Service Mindset

        The paper set out to analyze the evolution of bureaucratic administration in the Ugandan civil service. It examined and explained the major milestones regarding the development of the bureaucratic administration in the country. The paper reveals that bureaucratic administration is traced from the pre-colonial Uganda in both centralized and fragmented states. Under the British colonial government, Kings’ powers in centralized states and powers of elders in fragmented states were reduced. Colonial governors headed the bureaucracy. The interest of the colonialists was to exploit the African natural resources using Africans. Therefore, little effort was made to develop the managerial capacity of the local bureaucrats. This explains why they were not prepared to manage public service in future. The years following independence saw anarchism caused by the ill- equipped bureaucrats and the ethnic conflicts orchestrated by the colloquial departure of white bureaucrats. Hope started drizzling on the bureaucracy when programmes for the reorganization of civil service were initiated in the late 1980s and early 1990s. However, the maladministration tendencies left behind by the white bureaucrats have made it difficult to create and sustain a sound bureaucratic administration. The paper recommends introduction and support of a strong policy and legal in order for the bureaucracy to thrive.
