최근 우리나라의 교육현장에서는 다문화·언어적 배경을 가진 학생들의 수가 지속적으로 증가하고 있는 추세이다. 하지만 이러한 학생들이 보이는 학습 및 행동 적응 문제 등에 대한 교사들 및 관련 교육자들의 이해 부족으로 학생들을 특수교육 대상자로 판별하거나(과잉판별) 혹은 특수교육 대상에서 제외시키는(과소판별) 등의 오류가 발생하기도 한다. 본 논문은 다문화·언어적 배경을 가진 학생들을 특수교육 대상자로 판별하는 데에 영향을 미치는 원인들을 다각적인 관점에서 살펴보고 이로 인해 발생 가능한 학생 평가 및 특수교육 대상자 판별 과정 등의 문제에 대해 살펴본다. 또한, 중재반응(Response to Intervention) 체제에 근거하여 각 단계별로 ESL 교사를 비롯한 일반교사와 특수교사의 협력적 역할에 대해 논의 한다. 끝으로, 다문화·언어적 배경을 가진 학생들을 이해하고 정확히 판별하는 데에 필요한 학교 현장에서 쓰일 수 있는 구체적 접근에 대해 제시한다. The achievement of students from culturally and linguistically diverse (CLD) backgrounds has received close attention lately due to their languishing language and academic performance in the Korean school system. While nationwide data show a significant increase in this student population in Korea, the numbers reported are likely to either underestimate or overestimate the true population due to significant variations in the definitions and criteria used to identify students who are eligible for special education support. This paper aimed to explore the causes and impacts of misidentification made by general education teachers and to provide specific directions for educators on how to effectively collaborate to help these students in school settings. A conceptual review based on critical perspectives was presented for classroom teachers with the aim of reducing inappropriate referral of CLD students to special education in the Korean context. Useful tips were discussed based on the utilization of Response to Intervention (RtI) and classroom level checklists.
