        지방정부 신뢰에 영향을 미치는 요인에 관한 연구: 수도권과 비수도권 비교를 중심으로

        본 연구는 지방정부 신뢰에 영향을 미치는 요인 중 공정성과 삶의 만족도, 대인 신뢰 변수를 활용하여 영향 관계를 분석하였다. 아울러, 지방정부 신뢰 인식에 관한 영향 요인분석에 있어 지역 간(수도권과 비수도권) 차이가 존재하는지에 대한 실증 분석을 진행하였다. 분석 결과, 전체 모형에서는 중앙정부의 절차 공정성 인식을 제외한 모든 변수가 지방정부 신뢰에 유의미한 결과를 보였으며, 그중 지방정부의 절차 공정성 인식이 매우 강한 영향력을 보였다. 수도권과 비수도권 간의 차이에서는 일선 행정기관의 절차 공정성 인식과 삶의 만족도 그리고 통제변수 중 연령과 소득, 국가 경제 사정 평가 변수에서 차이를 보였다. 중앙정부의 절차 공정성 인식은 전체 모형과 마찬가지로 수도권과 비수도권 모두 지방정부 신뢰에 유의미하지 않은 결과가 나타났다. 분석을 통해, 본 연구는 다음과 같은 정책적 함의를 제시한다. 첫째, 정책과 행정서비스 시행에 있어 형평성의 가치를 좀 더 고려하여 시민의 공정성 인식을 높일 필요가 있다. 둘째, 심리적·물리적 거리에 따른 공정성 인식이 지방정부 신뢰에 영향을 미친다는 해석에 주목하여, 현재 지방자치법 전부 개정에 따른 지방정부의 자생능력을 키울 필요가 있다. 셋째, 시민과의 직접적인 교류를 통해 시민의 욕구와 기대를 충족하고, 사회 문제를 적절하게 대처할 수 있도록 주민과 소통할 수 있는 매체 활용이 필요하다. This study investigates how much the perception of fairness and life satisfaction affects local government trust in Korea. This research divides fairness into perception of fairness at the individual level and perception of fairness at the institutional level (central and local government, front-line administrative agency). In addition, we divide the region into the metropolitan area and the non-metropolitan area, and empirically examine whether there are regional differences in the perception of trust of local governments. The results reveal that the perception of fairness influences individuals’ perception of local government trust in both metropolitan and non-metropolitan areas. Unlike the non-metropolitan model, there is no relation between the fairness perception to central government trust and local government trust. Based on these results, we suggest the need for fair distribution policies and administrative services to prevent social polarization.

        Regulatory Sandbox in the Singaporean Healthcare Sector and Its Implications to Korea

        Regulatory sandbox has attracted the regulators’ attention worldwide as a critical strategy for regulatory reforms in the healthcare sector. Korea also initiated its version of a regulatory sandbox in emerging industries, including the healthcare sector, which has been tightly restricted due to ambiguity in service classification and the existence of legislative gaps. Utilizing regulatory sandbox as an effective strategy to promote innovation in emerging industries requires a more considerable administrative effort beyond the initiative’s implementation. Regulatory sandbox itself is merely a testbed for granting interim authorization or a temporary waiver from the current positive-list system. Regulators thus need to know that the ultimate goal of implementing regulatory sandbox is to revise relevant legislation and to support the soft landing of selected projects in the market by eliminating regulatory risks. In such a context, accurately evaluating the performance and improvement direction of regulatory sandbox requires more than quantitative measures such as several applications and approvals. The structure of the regulatory sandbox initiated by Singapore’s Ministry of Health is different from that of Korea, but its unique, project-supportive, and closely-monitored nature can still be quite thought-provoking. This paper aims to investigate regulatory sandboxes in the Singaporean healthcare sector and provide valuable insights into the Korean regulatory sandbox, which is still in its early years.

        Collusion and Discrimination\\in Organizations: Comment

        Ishiguro(2004) shows that discriminatory wage schemes are optimal among collusion-proof contracts under relative performance evaluation when agents collude. However, that analysis depends on the assumption that the agents cannot observe their performances. We investigate how optimal contracts should be modified when the agents observe the realized firm value. We show that the optimal collusion-proof contract can be a low-powered incentive scheme with buy-out options under some circumstances. Also, this suggests the frequent use of options in wage scheme as an optimal response to collusion.

      • A battery lifetime guarantee scheme for selective applications in smart mobile devices

        <P>Unpredictable battery lifetime arising from multitasking can have a significant negative effect on availability for mobile devices. In practice, some applications are prioritized and required to remain in operation for certain duration. This paper suggests a battery lifetime guaranteeing scheme for prioritized applications in multitasking mobile systems. The proposed approach profiles and analyzes the battery usage pattern of each task dynamically, and preserves the energy budget for operation of prioritized tasks for a guaranteed time. In addition, this paper proposes an energyconstrained scheduler that limits the energy consumption of tasks while preserving scheduling patterns, which translates to the QoS. The suggested scheme is implemented in a commercial smartphone and evaluated. The evaluation showed that the proposed scheme successfully provides guaranteed operation time for prioritized tasks.</P>

        Improving Efficiency and Effectiveness of Infrastructure Spending by Enhancing the Public Investment Management System in Indonesia

        This paper discusses issues such as infrastructure demand and supply, prioritization of infrastructure projects, and key infrastructure projects in Indonesia. This paper also provides policy recommendations on budget allocation and management on infrastructure, as well as the selection of financing methods among various resources on a specific project by sharing institutional arrangements with Korea. First, it is necessary to introduce a unified public investment management system by enhancing the role of the budget ministry on the selection of projects and their type of financing. Given the budget constraints and infrastructure gaps in Indonesia, improving efficiency and effectiveness of infrastructure spending are recognized as critical issues for the budget ministry. Second, strict and rigorous economic analysis is a crucial component to objectively and transparently select a project. It is recommended to conduct pilot studies on the actual infrastructure investment project, as well as to provide capacity building programs for officials in relevant ministries. Lastly, while both public-private partnership (PPP) projects and stateowned enterprise (SOE) invested projects can contribute to infrastructure implementation, it is necessary to assess the bankability and viability of a project. Rigorous and objective assessment for a candidate project is essential in deciding the best financial solution. In the long term, we recommend tax reform or the establishment of special accounts for infrastructure. A special or earmarked tax can be utilized to establish special accounts for infrastructure financing.

        Transcriptome analysis to understand the effects of the toxoflavin and tropolone produced by phytopathogenic Burkholderia on Escherichia coli

        The phytopathogenic Burkholderia species B. glumae and B. plantarii are the causal agents of bacterial wilt, grain rot, and seedling blight, which threaten the rice industry globally. Toxoflavin and tropolone are produced by these phytopathogens and are considered the most hostile biohazards with a broad spectrum of target organisms. However, despite their nonspecific toxicity, the effects of toxoflavin and tropolone on bacteria remain unknown. RNA-seq based transcriptome analysis was employed to determine the genome-wide expression patterns under phytotoxin treatment. Expression of 2327 and 830 genes was differentially changed by toxoflavin and tropolone, respectively. Enriched biological pathways reflected the down-regulation of oxidative phosphorylation and ribosome function, beginning with the inhibition of membrane biosynthesis and nitrogen metabolism under oxidative stress or iron starvation. Conversely, several systems such as bacterial chemotaxis, flagellar assembly, biofilm formation, and sulfur/taurine transporters were highly expressed as countermeasures against the phytotoxins. In addition, our findings revealed that three hub genes commonly induced by both phytotoxins function as the siderophore enterobactin, an ironchelator. Our study provides new insights into the effects of phytotoxins on bacteria for better understanding of the interactions between phytopathogens and other microorganisms. These data will also be applied as a valuable source in subsequent applications against phytotoxins, the major virulence factor.

        Regional Patterns of the Effect from Environmental Regulation: CO2 Emissions across Developed and Developing Countries

        Against climate change, global cooperation has been actively pursued to decrease air pollution emissions. However, pollution haven may be formulated due to differences in environmental regulation among countries. By comparing developed countries with developing ones, the current paper tries to validate the pollution haven hypothesis and analyzes industrial structure changes and pollution outcomes. It is revealed that foreign direct investment (FDI) into developing countries tends to increase the quantity of pollution material. Value-added energy-intensive manufacturing in developed countries is negatively related to pollution quantity, while non-energy-intensive manufacturing contributes to a decrease in pollution quantity in developing countries. This result implies that innovative activity in developed countries is apparent in developed countries to reduce pollution, while the developing countries shift from energy-intensive toward non-energy-intensive manufacturing. According to the results obtained, international effort on environmental policies is required for non-energy-intensive manufacturing, developing countries to achieve pollution reduction by technological development.
