        The Influencing Factors on SUDAN’S DISPUTE Settlement and Its transition to the Democratic System

        Purpose: In the case of a conflict that today destabilizes a country s system such as a complex civil war, it is quite difficult to resolve it on its own. If disputes are not any more internal problems and threaten international security, efforts by the international community cannot help but be made. The purpose of this study is to analyze how the resolution of disputes in a country and the transition of democratic systems can be achieved through multilateral cooperation among various actors in the international community. Method: To this end, the situation of Darfur in Sudan will be selected as a case study. First, the factors that influenced the resolution of conflict faced by Sudan and the transition of the democratic system will be divided into internal and external factors, then I look at how these factors worked and what the correlation between them is. Results: The two internal factors, the demand for democracy by civil society, which used the coup as an opportunity for change, and the resolution of disputes by the transitional government and the tran-sition to a democratic system, had positive impacts on Sudan. The external factor pushed by the U.S. has affected the will of the interim government for the transition to the democratic system. Efforts by the international community, including the United Nations, served as a positive external factor, too. The creation of a peace-building mission in response to the Sudanese government s willingness to re-solve the problem has served as a practical external factor of the international community. Conclusion: Intra-state conflict is not easy to be settled by the country’s single will. Therefore the Sudan case has meaningful implications to us on how that state and the international community will have to seek more inclusive efforts.

        History and Recent Advances in Microsurgery

        Since the late 19th century, microsurgery has achieved many miracles in history of surgery. With the development of microsurgical instruments and techniques, especially the first operating microscope invented by Carl Zeiss in 1953, the limitations steadily decreased and finally reached a limitless level of today’s supermicrosurgery. The chronological history of microsurgery can be divided into four periods: the beginning period of the late 19th to early 20th century when the essential microsurgical tools and concepts were established; the successful replantation of amputated extremities in the 1960s; the development of various kinds of flap in the 1980s; and the fully-matured period of today. This article reviews the milestones in the history of microsurgery, evaluates the recent advances, as well as microsurgery in Korea.

        The Implementation Strategy of A4P(A4P+) and the Implications for Korean Military’s Participation in UN PKOs

        Purpose: The United Nations recently announced A4P+, a priority for the implementation of A4P following A4P to emphasize the qualitative improvement of peacekeeping operations and the sharing of responsibilities among related actors. In this paper, I will consider the A4P+ priorities to be implemented for UN peacekeeping operations between 2021-2023 and draw implications for the Korean military deployment policy in peacekeeping. Method: To this end, Literature analysis centered on official documents published by the United Nations relat-ed to A4P and A4P+, was conducted, and military-related data were referenced among various data on the United Nations web page. Results: A4P and A4P+ presented areas and tasks to be implemented in peacekeeping operations by the UN, member states, regional organizations, and host governments related to the deployment of UN personnel. Up-holding A4P and A4P+ are WPS(Women, Peace, and Security) and data-driven and advanced technologies. All stakeholders in Peacekeeping must do their commitments in eight areas of A4P and prepare for the materialization of A4P through A4P+ priorities based on the two. Member states providing military and police are responsi-ble for providing their competent peacekeepers to field missions for their safety and security and mandate implementation. Peacekeeping operations emphasize high-tech and information collection systems for effectiveness and efficiency of peacekeeping, TCC/PCC should read and reflect the changes required from the UN into their deployment policy. Conclusion: Korea should do its commitment pledged to the UN to contribute to successful peacekeeping oper-ations. First, Korea shall contemplate its deployment policy, focusing on how and what it can implement A4P+ within a limited period. Second, Korea needs to re-consider the current participation of military and equipment. Qualitative expansion in Korea’s participation rather than quantitative one should be prioritized first.

        Analyzing Input Patterns of Smartphone Applications in Touch Interfaces

        Touch sensor interface has become the most useful input device in a smartphone. Unlike keypad/keyboard interfaces used in electronic dictionaries and feature phones, smartphone’s touch interfaces allow for the recognition of various gestures that represent distinct features of each application’s input. In this paper, we analyze application-specific input patterns that appear in smartphone’s touch interfaces. Specifically, we capture touch input patterns from various Android applications, and analyze them. Based on this analysis, we observe a certain unique characteristics of application’s touch input patterns. This can be utilized in various useful areas like user authentications, prevention of executing application by illegal users, or digital forensic based on logged touch patterns.

        Characterization Studies on Data Access Bias in Mobile Platforms

        Data access bias can be observed in various types of computing systems. In this paper, we characterize the data access bias in modern mobile computing platforms. In particular, we focus on the access bias of data observed at three different subsystems based on our experiences. First, we show the access bias of file data in mobile platforms. Second, we show the access bias of memory data in mobile platforms. Third, we show the access bias of web data and web servers. We expect that the characterization study in this paper will be helpful in the efficient management of mobile computing systems.

        S-N Fatigue Behavior of Fe25Mn Steel and Its Weld at 298 and 110 K

        The S-N fatigue behavior of newly developed Fe25Mn steel, including base metal and butt-welded joint, was investigated at 298 and 110 K, and the results were compared to those of previously reported Fe16Mn2Al and STS304L steels. Fe25Mn steel has quite promising fatigue performance at 298 K and even at 110 K, showing comparable resistance to fatigue to STS304L. The S-N fatigue behavior of Fe25Mn steel was dependent on tensile strength at 298 and 110 K, the trend of which well agreed to that of other austenitic steels. The electron backscatter diffraction and micrographic analyses suggested that transformation induced plasticity and twinning induced plasticity effects did not occur in Fe25Mn steel under fatigue loading at room and cryogenic temperatures. The butt-welded Fe25Mn/Fe25Mn and Fe25Mn/STS304L specimens also showed a satisfactory fatigue behavior which was even comparable to that of STS304L/STS304L specimen at 110 K. The S-N fatigue behavior of Fe25Mn steel and its welds was discussed based on the fractographic and microscopic observations.

        Memory Allocation in Mobile Multitasking Environments with Real-time Constraints

        Due to the rapid performance improvement of smartphones, multitasking on mobile platforms has become an essential feature. Unlike traditional desktop or server environments, mobile applications are mostly interactive jobs where response time is important, and some applications are classified as real-time jobs with deadlines. When interactive and real-time jobs run concurrently, memory allocation between multitasking applications is a challenging issue as they have different time requirements. In this paper, we study how to allocate memory space when real-time and interactive jobs are simultaneously executed in a smartphone to meet the multitasking requirements between heterogeneous jobs. Specifically, we analyze the memory size required to satisfy the constraints of real-time jobs and present a new model for allocating memory space between heterogeneous multitasking jobs. Trace-driven simulations show that the proposed model provides reasonable performance for interactive jobs while guaranteeing the requirement of real-time jobs.

        Application-Adaptive Performance Improvement in Mobile Systems by Using Persistent Memory

        In this article, we present a performance enhancement scheme for mobile applications by adopting persistent memory. The proposed scheme supports the deadline guarantee of real-time applications like a video player, and also provides reasonable performances for non-real-time applications. To do so, we analyze the program execution path of mobile software platforms and find two sources of unpredictable time delays that make the deadline-guarantee of real-time applications difficult. The first is the irregular activation of garbage collection in flash storage and the second is the blocking and time-slice based scheduling used in mobile platforms. We resolve these two issues by adopting high performance persistent memory as the storage of real-time applications. By maintaining real-time applications and their data in persistent memory, I/O latency can become predictable because persistent memory does not need garbage collection. Also, we present a new scheduler that exclusively allocates a processor core to a real-time application. Although processor cycles can be wasted while a real-time application performs I/O, we depict that the processor utilization is not degraded significantly due to the acceleration of I/O by adopting persistent memory. Simulation experiments show that the proposed scheme improves the deadline misses of real-time applications by 90% in comparison with the legacy I/O scheme used in mobile systems.
