Tourism development policy at the governmental level have focused the inland development for many years. But under the background of appointment of Namhaean tourism belt(NTB) and Jeju Free Trading Zone, propelling of 2010 Marine Expo, governmental tourism policy converts to the marine tourism now. In the case of Jeonbuk, Saemangum estuary which will be opened at 2004, assist to invite the foreign and domestic tourists considerably. This study is aimed to give the several ideas in the tourism development of Gogunsan Islands under the philosophy of sustainable development. Conclusively, this study recommends the master marine tourism development plan of such islands, the urgent commencement of Gunsan international marine tourism complex, creation of an all-weather fishing park, the building of marine health center, restoration of 'Gogunsanjin', enactment of sustainable tourism ethic, etc.

이 연구노트는 코로나19의 엔데믹에 따라 관광수요가 급증할 것으로 예상되고 있는 가운데, 그중 관광시장에서소비를 주도하고 있는 액티브 시니어의 프로파일을 규명하고 그들의 행동특성을 파악하는데 목적이 있다. 액티브 시니어는 50대에서 60대의 세대 중에서 시간적, 경제적인 여유를 기반으로 사회활동에 적극적으로 참여하는 계층을 말한다. 그렇다고 연령만으로 규정하기에는 한계가 있다. 바로 시간적, 경제적, 그리고 정보활용 능력을 동시에 지녀야 하는 것으로나타났다. 액티브 시니어는 기존 시니어층과 달리 여가에 가치를 두며 다양한 취미, 타문화 및 타 세대와의 교류에 관심을가지고 있다. 국내외 분석을 기초로 할 때, 액티브 시니어는 전체 시니어 시장에서 20.6~32.0%를 차지하고 있는 것으로나타났다. 향후 액티브 시니어 관광자는 양적으로 확대되고, 질적으로 시장을 주도할 것으로 예상된다. 그리고 스마트, 크리에이티브적, 인터엑티브적 행동특성을 보일 것으로 예상된다. 이에 따라 시니어 시프트에 대응한 관광산업계의 액티브 시니어 비즈니스 체계를 구축하는 것이 중요하다. The purpose of this study is to identify the profile of active seniors who drive the tourism market and to analyse the behavioural attributes of active seniors in the tourism market. In this study, active seniors are defined as people in the 50s and 60s who participate in social activities based on time and economic conditions. They are mainly interested in leisure rather than work, pursue various hobbies, and interact with other cultures and generations. Many studies have shown that active seniors account for 20.6% to 32.0% of the total tourism market. In the future, the scale of active senior tourism will continue to increase and will drive the overall tourism market. In addition, the tourism behaviour of active seniors is expected to be smart, creative and interactive. In conclusion, the tourism industry needs to build a business system 2.0 for active seniors.
