지방정부 시책 및 행정서비스에 대한 주민평가와 영향요인 분석

본 연구의 목적은 지방정부 역점시책과 행정서비스 공급수준에 대한 주민만족도 조사를 통해 성과를 평가해보고, 행정기관의 영향요인을 분석함으로써 향후 지방정부 시책 및 행정서비스 개선전략과 발전의 기초자료로 활용하고자 하는데 있다. 분석결과, 현 횡성군 역점시책의 성과 및 행정서비스의 만족도 수준은 비교적 양호한 수준에 있는 것으로 나타났다. 그러나 구체적으로 살펴보면, 첫째, 시책의 인지도가 관심도에 비해 상대적으로 낮아 시책에 대한 주민 홍보 전략이 요구된다. 둘째, 주민의 참여도와 의식변화도가 비교적 낮은 지역(5개 지역)에서는 마을별 실천과제를 자체적으로 선정하여 추진하고, 정기적으로 점검할 수 있는 추진체계가 필요하다. 셋째, 공무원의 시책추진 전달도가 비교적 낮아 공무원의 역량을 높일 수 있는 학습 장치와 개인 및 부서별 성과에 대한 인센티브를 제공할 수 있는 객관적이고 공정한 인사 및 평가관리가 마련되어야 한다. 넷째, 5대 추진과제에 대한 실천의지와 변화도 분석결과 ‘책임과 의무를 다하는 실천과제’와 ‘건전한 생활양식의 실천과제’가 모두 낮아 두 과제에 대한 집중적인 시책 홍보 및 관리개선이 요구된다. 다섯째, 행정기관의 전반적 만족도의 영향요인은 5개 요인으로 축약되었고, 이 요인들 중 시책의 성과요인이 가장 중요한 영향요인으로 나타났다. 특히 행정기관의 평가나 만족도는 행정서비스 질 뿐만이 아닌 역점시책 및 이를 추진하는 주체들의 역량과 같은 변수들에 의해 영향을 받을 수 있다는 시사점을 제공해주고 있다. The purpose of this study is to evaluating regional's public service provision level and to analysis the Determinants factor of Government agency and Citizen Satisfaction. The findings from the analysis are as follow. Hoengseong-Gun's performance of policy and public service satisfaction is shown to be hight level. look into the concretely, first, compared with policy's understanding, interesting is better. Second, Citizen's participation and consciousness change of five region(include Hoengseong-Up) is shown to be hight level. The third, a practice a theme of Responsibility and duty, a practice a theme of be health life are shown to be low level. Citizen Satisfaction of Public Service's influence factors are summarized into five element. and policy performance is turn out to be most important factor compare to the level of other factor. With this study, the satisfaction of public service or government agency is effected not only service quality but also several other factor are quite critical to citizen satisfaction. Accordingly, to facilitate increase performance of Government agency and provide the substantial system of administrative organization and personnel. and for the improve Citizen Satisfaction of Public Service, additional plans of personnel management and evaluation system should be considered.

지역사회권력구조와 지방정치의 역동성 - 원주시 시청사 건립을 둘러싼 행위자들의 영향을 중심으로 -

본 논문은 원주시 시청사건립위치 선정을 둘러싼 핵심 행위자들의 상호작용과 영향력을 통해 지역사회 권력구조와 원주시 지방정치의 역동성을 반영하고 있다. 한 정책이 약 10여년 동안 표류한 일련의 정책결정과정 속에서 공식적ㆍ비공식 행위자들의 이해와 갈등을 분석한 결과 시장지배적인 통치구조가 이루어지고 있음을 발견할 수 있었다. 지방정부를 견제할 수 있는 집단들이 미약한 상황에서 공식정부를 대표하는 시장은 지방권력의 중심에서 지역사회를 통치하고 있다. 특히 시장은 비교적 토착성이 강한 지역적 기반과 제도적 통치기제의 활용을 통해 지방의 정책결정과정에 결정적인 영향력을 행사하고 있는 특징을 보여 주고 있다. 한편 지방정치의 참여주체가 공식적 행위자에서 비공식적 행위자 등으로 다양해지고 있음을 논증함으로써 향후 지역사회의 권력구조의 변화를 기대할 수 있고, 다양한 이익주체들의 참여 확대는 지방정치의 발전과 민주적 다원주의에 기여할 수 있다는 시사점을 제공하고 있다. This study shows the structure of local community power and dynamic movement of local politics by interaction and influence among leading-actors in selection of location for building Wonju City Hall. From the result of especial analysis of official and unofficial actors interest and conflict in sequence of processes in making a policy decision which one policy has been drifted for 10 years, it is found that there is a government structure controlled by only its mayor. Also, a mayor, who is represented by the central government, is controlling local society in the center of local power in insignificant circumstances of group which enable to restrain local government. It is especially distinctive that a mayor makes a decisive influence in deciding local policy through use of comparatively more native regional base and systematic government method. It suggests by proving that main participation of local administration is diversified from official actors to unofficial one that we expect to change power structure of regional society in future and spread of opportunity in participation of diverse interest bodies can advance a local administration and contribute to democratic pluralism.

민선자치시대 주민정책참여의 성과평가와 과제 : 민선 10년의 성과를 중심으로

본 논문은 민선자치 주민정책참여의 실태와 성과평가를 통해 향후 발전방안을 제시하고 있다. 주민정책 참여의 효과성을 평가하기 위해 민선 10년간 각종 참여제도의 실적을 분석하였고, 대응성 평가는 공무원과 교수 및 NGO의 인식조사를 통해 이루어졌다. 민선이후 주민참여의 실적이 증대되고 있음을 볼 때, 주민정책참여의 효과는 긍정적이라 할 수 있다. 대응성 차원에서도 주민정책참여 정도가 보다 확대 및 활발해 졌다는 인식이 지배적이어서 주민정책참여의 성과가 높아졌다고 평가된다. 그러나 현 주민정책참여 상태에 대하여 불만족하고 있으며, 소극적 수준이라는 인식경향이 높게 나타남으로써 정책참여의 한계를 드러내고 있다. 본 논문에서는 주민의 정책참여를 보다 활성화 시킬 수 있는 방안을 제시하였는데, ① 민ㆍ관 파트너십의 강화, ② 행정정보공개의 강화, ③ 행정기관과 NGO를 중심으로 한 주민들 간의 불신감 해소, ④ 지방자치단체의 유명무실한 위원회의 정비, 그리고 주민의 적극적인 참여의식과 성숙된 시민정신 등이 그것이다. The main purpose of this study is to analysis Actual Condition and to improve in the citizen participation of local policy, particularly. This study has two main evaluation standard - effectiveness and responsiveness - for performance evaluation. The findings from the analysis are as follow, the actual results of the citizen participation and consciousness on the citizen participation of local policy are grew higher ago ten-year, but evaluation on the current status of the citizen participation is show negative or dissatisfaction, strategies to revitalize the citizen participation of local policy include 1) partnership of private and public 2) enhance to public information opening 3) solution conflict and distrust between the citizen 4) maintenance and improve unnecessary committee, finally, growth on consciousness and participation of citizen.

지방정부 행정서비스 품질의 고객만족도 평가

본 연구는 문화체육 행정서비스의 품질에 대한 만족도 조사와 함께 만족도의 영향요인을 분석함으로써 행정서비스 개선전략의 기초자료로 활용하고자 수행되었다. 분석결과, 첫째, 조사대상자들은 문화체육 관련 시설의 부족과 함께 접근성 부족을 지적하고 있어 시설물 확충과 접근성에 대한 계획이 필요하다. 특히 체육시설이나 프로그램에 대한 관심도가 높게 나타남에 따라 향후 주민들의 건강관리를 위한 시설구비 및 건강프로그램 운영이 요구된다. 둘째, 인제군 6개 읍면의 문화체육서비스의 전반적 만족도에서는 남면과 서화면의 만족도가 낮아 이 지역에 대한 특별한 개선전략이 요구된다. 셋째, 신속정확성 차원의 만족도가 가장 높았으나, 결과성 차원의 만족도가 가장 낮아 이 서비스 질에 대한 개선관리가 필요하다. 넷째, 행정서비스 만족도의 영향요인은 5개 요인으로 축약되었고, 이 요인들 중 서비스 질적 차원이 중요한 요인으로 나타나고 있으나, 서비스의 대인관계와 직원의 태도요인 역시 중요한 영향요인으로 작용하고 있다. 따라서 행정서비스 만족도 제고를 위해서는 서비스 품질 차원은 물론 서비스 대인관계와 서비스 담당직원의 태도변수 역시 중요하게 고려해야 한다. Second, the satisfaction of public service quality is generally satisfied, but some of regional's service satisfaction level has been very low; that is, Nam Mean and Seha Mean is very low satisfaction. Third, Citizen Satisfaction of Public Service's influence factors are summarized into five element. and service's quality is turn out to be most important factor compare to the level of other factor. but service's personal relation and officer's behavior is important factor. With this study, the satisfaction of public service is effected not only service quality but also several other factor are quite critical to citizen satisfaction.
