Division 70 years, the new direction of unification discourses and unification education contents is to actually spread ‘a shared yearning toward a reunified country’, not only the integration of existing political, economic and institutional Unification profit, but also through the cultural and emotional approach of ‘integration between people’. This paper aims to research ways how to develop new contents discovering the cultural heritage associated with local cultural property in terms of the division from ‘Unification cultural security’ point of view. So in this article, we first define the concept of unification cultural security. And this article attempts to reconstruct through storytelling about the area of the division, war-related sites related to unification-culture. Through this point of view, this research reified the concept of ‘experiential-cognitive work-study program for local unification education’ and suggested ‘the experiential-cognitive storytelling contents’ in Gamcheon Culture Village.

This paper discusses the method of heading error correction autonomous vehicles using 3D LiDAR and lane feature map. The Localization of the autonomous vehicle can be performed using GPS, V2X and Map matching. However, If uncertain GPS information or disconnection in communication happens, this Localization becomes uncertain. Although the autonomous vehicle can localize through the vehicle information without depending on the external sensor, the Localization based only on the vehicle information has a cumulative error. This paper describe a feature detection and feature extraction for corners in the environment, and performance of the proposed EKF Localization using motion model and vehicle information.

남북통합시 북한 양강도의 관광자원 개발 방안: 백두권역 인프라 실태를 중심으로

통일 전 남북한 통합과정에서 북한 지역의 개발 및 관광은 필수적으로 요청되는 사항이다. 남북한 지자체간 연계를 위해서는 먼저 북한 지역에 대한 실태와 특징에 대한 분석이 우선적으로 이루어져야 한다. 본 연구는 먼저 백두권역을 대표하는 양강도와 주변도시의 현황과 실태를 살펴보고, 남북통합 관광브랜드 창출이라는 인식 아래 북한 양강도 관광개발 방안을 제시하는데 목적을 두었다. 백두권역은 양강도 삼지연시를 중심으로 남서쪽의 혜산시와 북동쪽의 대흥 단군, 남쪽의 보천군을 아우르는 일대의 지역이다. 양강도 지역의 관광자원 개발에서 가장 중요하게 다루어야 할 부분은 접근성 강화를 위한 교통 인프라 확충으로 나타났다. 특히, 양강도의 대표적 도시인 혜산시는 백암령이라는 고갯길로 막혀 향후 이 부분에 대한 논의가 더욱 필요하다. 한라-백두 공동브랜드 시범 상품으로 백두산들쭉 개발을 꼽을 수 있으며 제주삼다수와 백두산 백산수의 공동개발 방안이 제시되었다. 또한 겨울철 북한에서 삼지연 얼음축전이 제주에서는 들불축제가 개최되는데, 불과 얼음이라는 다소 이질적인 요소를 같은 시즌에 각기 다른 장소에서 관광한다는 컨셉으로 연계하는 관광상품 아이디어도 살펴봤다. The development and tourism of North Korean regions are essential requests in the integration process of North and South Korea. The North Korean regions should be analyzed for their real conditions and characteristics before any links are established between local governments of North and South Korea. This study aims to examine the current state and actual condition of Yanggang Province and its surrounding cities representing the Mt. Baekdu zone and propose plans to develop tourism in the province under the idea of creating a tourism brand based on the integration of North and South Korea. The Mt. Baekdu zone spans from Samjiyeon City of Yanggang Province through Hyesan City in southwest and Daeheung Dangun in northeast to Bocheon-gun in south. The expansion of transportation infrastructure to reinforce accessibility turned out to be the most important element in the development of tourist resources in Yanggang Province. Access to Hyesan City, which is one of the biggest cities in the province, is blocked by an uphill path called Baekamryeong, which raises a further need to discuss it. The study proposed the development of Mt. Baekdu bog bilberry as a pilot product under a joint brand of Halla-Baekdu and the joint development of Jeju Samdasu and Mt. Baedu Baeksansu. In winter, Samjiyeon holds an ice festival in North Korea, and Jeju holds a bush fire festive in South Korea. The study examined a tourist product idea to connect two heterogeneous elements, fire and ice, via sightseeing at different places during the same season.

Formed by the direct order of Kim Jung Eun in July, 2012, the Moranbong Band has put on celebratory performances at the significant anniversaries and major events of North Korea without fail. The Band has sung songs fit for the nature of each event and announced new songs with political intentions at each performance. In the North Korean regime represented by "musical politics," the Band is another window to represent the era of Kim Jung Eun. The performances of the Band serve as a yardstick to estimate the internal political situations of North Korea and the political discourse of North Korean regime at the time of performance. The "Commemorative Performance for the Participants of the Fifth Training Workers" Convention" clearly contained the political messages that the North Korean regime wanted to spread through songs. This study set out to analyze the "Commemorative Performance for the Participants of the Fifth Training Workers" Convention," which was the 21st performance of the Band since its pilot performance, and find the political intentions and implications of the North Korean regime in it. The political situations and intentions of North Korean regime can be analyzed through many different factors. It is very significant, however, to figure out the political intentions through the Moranbong Band since the propaganda and agitation through performance are emphasized so much that they are expressed as "musical politics."

북한의 ‘반(비)사회주의 현상’ 인식과 대응 전략 연구

본 논문은 현재 북한 사회에 확산되고 있는 반(비)사회주의 현상에 대한 북한지도부의 인식, 확산 정도와 유형, 확산 차단을 위한 대응 전략과 정책을 연구한 것이다. 북한은 반(비)사회주의 현상을 ‘미제와 적대 세력의 압살 책동’ 못지않게 북한 체제를 위협하는 핵심요인으로 받아들이고 있다. 반(비)사회주의 현상은 접경 지역을 중심으로 북한 사회 전반에 나타나고 있고, 북한의 신세대를 중심으로 전 연령과 모든 계층에서 나타나고 있다. 유형 역시 사회주의 체제 위협형, 사회주의 미풍양속과 사회안정 저해형, 생계형, 관료의 부정부패 등 체제와 상관없이 세계 모든 국가에서 일어나고 있는 범죄유형으로 보편성을 뛰고 있다. 김정은은 반(비)사회주의 현상을 북한 전체주의 특징인 ‘수령-당-인민대중이 일체화된 사회정치적생명체’에 근본적 위협을 가할 수 있는 핵심요인으로 인식하고, 당·정·군을 동원해 총력 대응을 하고 있다. 하지만 노동당과 국가 차원의 총력 대응도 세습수령제가 안고 있는 모순, 관료들의 부정부패, 고질적인 경제·식량난, 지속 반복되는 통제 위주 단속의 부작용 등으로 장기적인 면에서 근본적 해결책이 될 수 없음도 알 수 있었다. 따라서 대북정책 수립과 비핵화 협상 대안 모색 시 김정은을 비롯한 북한지도부가 ‘핵 무력’에 집착하는 듯한 행위(핵실험, 미사일 시험도발, 무력도발 등)와 언어폭력에 가까운 담화 등도 북한지도부의 반(비)사회주의 현상에 대한 인식과 연계시킬 필요가 있다. This study set out to investigate the perceptions of the anti-socialist(non-socialist) phenomena spreading in the North Korean society in the North Korean leadership, the degree and types of their spread, and responsive strategies and policies to prevent them from spreading. In conclusion, the fundamental causes threatening “our own socialist system based on the hereditary Suryeong system” of North Korea were anti-socialist(non-socialist) phenomena spreading among the “general public” rather than the “scheme of killing by pressing by the U.S.A. and other enemies.” The anti-socialist (non-socialist) phenomena were happening around the nation with a focus on the border areas and spreading to all age groups and occupational groups with a focus on the Generation MZ(“Generation Jangmada”) in North Korea. The types of the anti-socialist (non-socialist) phenomena were universal including the one threatening the socialist system, the one disrupting the beautiful and fine socialist customs and social stability, the one to ensure livelihood, and the one involving crimes committed in every nation in the world regardless of the system including the corruption and graft of government officials. Kim Jong-un is making all-out responses mobilizing the government, the party, and the military to the anti- socialist(non-socialist) phenomena, regarding them as core factors to bring a fundamental threat to the “social and political organism based on the unification of Suryeong, the Party and the General Public” as one of the characteristics of totalitarianism in North Korea. The all-out responses at the levels of Workers' Party and the government, however, offered no fundamental long-term solutions due to the contradictions of the hereditary Suryeong system, the corruption and graft of government officials, chronic economic and food shortage, and the side effects of consistently repeating control- based responses. There is a need to connect all kinds of acts(nuclear tests, missile test provocations, and armed provocations) seemingly obsessed with “nuclear force” and talks close to verbal violence by the North Korean leadership including Kim Jong-un to their perceptions of the anti-socialist(non-socialist) phenomena in order to find more realistic policies to deal with North Korea and alternatives to denuclearization negotiations.

중국 체류 북한 주민을 통해서 본 외래문화 접촉실태와 정책방안

본 연구는 북한주민의 외래문화 접촉 실태에 따른 북한사회 변화를 살펴보기 위해 현재 북한주민 신분으로 북중국경에 체류하는 사람들을 대상으로 인터뷰를 진행한다. 사사방문자나 무역일꾼들은 중국 체류 중 외래문화를 접하면서 직간접적으로 남한의 모습을 경험한다. 폐쇄된 북한 사회에서 일방적으로 주입된 정보가 아니라 개인이 직접 영상물이나 남한 사람을 통해 새로운 정보를 알아간다. 북한당국은 외래문화를 ‘제국주의사상문화침투’로 간주하며 엄격히 단속한다. 본 연구는 북한 주민으로 규정할 수 있는 사람들을 대상으로 현재 북한에서 확산하는 외래문화 실태를 살펴보고 이러한 현상이 북한사회에 어떠한 영향을 미치는지 분석한다. 아울러 북한주민이 외래문화 접촉을 통해 외부세계를 경험하며 개인의 의식변화는 물론 폐쇄된 북한 사회 변화의 주요한 동력으로 작용하고 있다는 점을 바탕으로 북한 내 외부정보 활용방안을 모색한다. This study conducted interviews with North Koreans currently residing in North Korea and China border areas in order to explore changes in North Korean society according to the residents’ access to foreign culture. Visitors for personal business or trade workers experience South Korean society directly and indirectly through foreign culture they encounter while staying in China. They obtain new information by watching videos or meeting South Koreans in person rather than receiving one-way information provided by the closed North Korean society. The North Korean authorities regard foreign culture as “the invasion of imperialistic ideology and culture” and strictly crack down on it. This study investigates the current status of the spread of foreign culture in North Korea by surveying those who can be defined as North Koreans and analyzes how this phenomenon affects North Korean society. In addition, based on the fact that North Koreans experience the outside world through foreign culture that acts as a major driver in the changes of not only individual perceptions but also the closed North Korean society, this study explores how to introduce external information into North Korea.
