경제성장과 더불어 건강에 대한 관심이 고조되면서 건강증진에 대한 국민의 요구가 커지고 있는 가운데 환경이 우리건강에 미치는 영향은 점점 커짐에 따라 환경보건이 사회적으로 중요한 관건으로 대두되고 있다. 환경보건이 중요한 문제로 대두되기 시작하면서 중요성을 인식하지만 체계적인 제도 정비가 마련되지 못한 것이 현실이다. 환경부가 2004년에서야 환경보건 정책과를 신설하고 국립환경연구원의 환경 위해성 연구부에서만이 환경역학이나 환경 위해성 평가 업무를 시행하는 실정이며, 환경보건인력은 여러 분야에서 활동하고 있으나 본 연구에서 정하는 환경보건 전문가적 활동 즉 보건법과 환경보전법들의 집행과 환경보건문제에 대하여 지역사회의 교육을 통한 지역주민의 환경보건의식을 전환시키는 활동과 공중보건을 다루는 규제들의 환경관리를 통해 질 높은 위생과 보건 그리고 환경증진을 위한 환경보건 법령을 조정하고 발전시키고 실행하는 활동 등은 미비한 실정이다. 그러나 미국의 경우에는 주정부에서 환경보건 평가청을 두어 환경보건 업무를 수행하고 있었으며 환경보건 전문 인력은 환경보건 전문가(E.H.S)와 환경보건 행정가(E.H.O), 환경보건 과학자(E.H.S)등 으로 나누었다. 환경보건전문가(E.H.S)는 환경보건의 실무자로 보건법과 환경보전법의 집행 및 지역사회 교육의 업무를 담당하고 환경 보건행정가(E.H.O)는 환경보건 정책마련 및 법 제정 등의 업무를 담당하며, 환경보건과학자(E.H.S)는 환경보건을 생물학적, 화학적, 보건학적 원리를 통한 연구를 담당한다. 우리나라의 환경보건 인력 양성은 기초대학(전문대학)과 대학교 그리고 대학원 및 전문(특수)대학원에서 이루어지고 있다. 본 연구에서는 대학교와 대학원 및 전문(특수)대학원을 중점적으로 연구 한 바 대학교의 환경보건학과에서는 급변하는 여러 환경요인에 대처하여 인간이 건강을 유지하고 지구 환경을 보호하는 역할을 하는 인재 양성에 초점을 맞추고 있었으며 환경과 보건 분야의 다양한 교과과목이 있었으나 환경과목의 비중이 너무 큰 아쉬움이 있었다. 보건대학원의 경우 전문대학원이라기 보다는 특수대학원의 형태이었으며, 학부에 보건학과가 설치된 대학의 대학원의 경우와 교육내용이 차별화 되지 못하고 있는 실정이다. 학제가 갖추어지지 않고 교육 방향이 정립되지 않은 현실에서 환경보건전문인력 양성은 그 내용이나 수준에 있어 매우 미흡한 실정이다. 미국의 경우에는 전문대학원인 보건대학원에서 MS(Master of Science), MPH(Master of Public Health), DrPh(Doctor of Philosophy in Environmental and Occupational Health) 등의 학위를 수여하며 학위과정을 학문적인 부분과 실무적인 부분으로 나누어 운영하고 있었다. 따라서 전문적이고 합리적인 환경보건관리와 환경보건전문가 양성을 위해 정부역할 강화와 인력의 질적인 향상 그리고 인력의 전문성 및 특성화가 필요하다. 환경보건 업무 및 관리를 위하여 중앙 행정기구인 환경부에 환경보건과를 설치하여야 한다. 환경보건과는 유해물질 노출과 질환발생의 인과관계규명, 노출평가 및 역학적 분석, 질환피해 최소화를 중점적으로 추진하며 환경보건 전문 인력을 관리한다. 환경보건인력은 법적으로 전문화시키기 위하여 국가공인자격증 제도를 도입하여야 하며, 업무에 따라 환경보건 실무 전문가(E.H.S)과 환경보건정책 및 법제정을 위한 전문가(E.H.O)로 세분화 되어야 한다. 환경보건 과학자(E.H.S)의 양성은 학문적인 분야의 전문가로 대학교와 대학원의 전면적인 체제 개편을 통해 전문성이 강조되어야 하며 현재 국립환경연구원에의 환경위해성 연구부를 보강하여 환경보건 연구부서로 자리매김으로 해야 한다. 환경보건 전문가 양성은 환경보건 전문가 활용방안과 함께 이루어져야 한다. 환경보건 전문 인력의 합리적인 양성과 환경 보건전문 인력의 효과적인 역할 수행으로 우리나라의 환경보건 정책이 발전해야 할 것이다. Objectives :Environmental health comprises those aspects of human health, including quality of life, that are determined by physical, chemical, biological, social, and psychosocial factors in the environment. Environment health is a filed of public health and should be collaborate on an environment with health due to assessing, correcting, controlling, and preventing those factors in the environment that can potentially affect adversely the health of present and future generations. Korea have been turn out in great numbers of environmental special list but their exact roles are not clearly established. The purpose of this study is to report the organization of governmental agency, human resources and the activity of environmental health special list in the field of environmental health. The final goals of this study have inquired into the current situation of environmental special list supply and demand and role of environmental special list in the KOREA and overcome local illiberalness throughout the foreign country case study and provide a more balanced view of our educactional system. For environmental health special list education, undergraduate and graduate school, having environment health program, curriculum were analyzed. Based on the results of the curriculum analysis, the educational program was compared United State with Korea to create an atmosphere for development of a new environmental health special list training program in Korea. Methods : This work comprises five parts ; The investigation of environmental health to Korea, the investigation of environmental health to United states, Investigation of envrionmental special list to United States, Undergraduate school and graduate school curriculum analysis to Korea and graduate school curriculum analysis to United States. Research data were from literature and web search. Results : : Training for environmental health specialist is comprised of E.H.S ( Environmental Health Specialist) and E.H.O (Environmental Health Officer). 1. New organization of department of environmental health 2. Law establishment for environmental health special list. 3. Introducing Retraining system for continuous worker. 4. Reorganization of undergraduate school and graduate school.
