대학 행정조직개편에 영향을 미치는 요인에 관한 연구 : 사립대학 행정조직개편 사례를 중심으로

급변하는 사회 및 교육환경 그리고 정책환경의 압박은 개혁을 각 대학의 선택이 아닌 생존의 필수사항으로 만들고 있으며, 이에 대응하기 위해 이미 각 대학은 다양한 방식으로 개혁에 나선 상태이며 개혁의 일환으로 행정조직의 개편을 단행하고 있다. 즉 국제화, 정보화, 지방화, 교육구조변화 등 급격히 달라진 대내외 환경변화에 능동적으로 대처하고, 전략적 경영을 실천하기 위한 효율적, 개방적이며 유연한 행정조직의 필요성이 강력히 대두하게 된 것이다. 그러나 지금까지 우리나라 대학의 행정조직개편을 살펴보면 각 대학이 처하고 있는 상황적 여건을 종합적이고 전략적으로 고려하지 못한 채 단편적인 문제 해결위주나 전술적 측면을 많이 고려하여 조직개편을 단행하였다. 즉, 조직개편을 단행하기 전에 대학이 처하고 있는 상황에 대한 면밀하고 전반적인 고려 요인을 무시한 채 조직개편을 시행함으로써, 조직 개편 이후에 또 다른 문제점을 노정시키는 주요한 원인이 되었다. 본 연구는 이러한 문제의식 속에서 사립대학 행정조직을 중심으로 대학 행정조직개편에 영향을 미치는 요인을 살펴보고 영향요인에 따른 행정조직개편의 결과를 분석함으로써 향후 사립대학 행정조직개편의 발전적 개선방향을 제시하고자 하는데 연구의 목적이 있다. 본 연구의 개요를 살펴보면 다음과 같다. 먼저 제1장에서는 사립대학 행정조직개편 사례를 중심으로 대학 행정조직개편에 영향을 미치는 요인에 관해서 연구하고자 하는 목적 및 방법 등에 대해서 밝혔다. 제2장에서는 사립대학 행정조직개편에 영향을 미치는 요인에 관한 연구에 앞서 선행연구 차원에서 우리나라 대학행정조직에 관한 이론적 배경, 조직개편 에 관한 이론적 배경과 연구분석틀을 제시하였다. 대학행정조직의 본질적 특성, 구성 및 운영원리와 조직개편에 관한 개념, 특징을 정리한 후, 조직개편에 영향을 주는 요인들을 살펴보고 사립대학 행정조직개편에 영향을 미치는 요인들을 선정하였다. 선정한 내외부적 영향요인이 사립대학 행정조직개편에 미치는 영향을 조직개편의 양상과 결과 측면을 중심으로 분석틀을 구성하였다. 제3장에서는 사립대학 행정조직개편의 영향요인을 분석하기 위해 사례대학의 내부적 영향요인과 조직개편의 내용을 수도권 소재 사립대학과 지방 소재 사립대학으로 구분하여 살펴보았다. 연구의 분석틀에 따라 내외부적 영향요인이 사립대학 행정조직개편에 어떻게 영향을 미치는가를 각각의 요인에 따라 분석, 정리하였다. 제4장에서는 2∼3장까지의 내용을 바탕으로 하여 사립대학 행정조직개편 사례를 중심으로 대학 행정조직개편에 영향을 미치는 요인과 사립대학의 행정조직개편의 관계에 대해서 종합적인 평가와 한계를 살펴보았다. 그리고 사립대학의 행정조직이 향후 어떠한 방향으로 개편되어야 하는지에 대해서 기본적인 방향과 내외부적 영향요인을 고려한 개별구체적인 방향을 제언하였다. 제5장에서는 본 연구를 다시 한번 살펴보았고 본 연구가 가지는 한계에 대해서 살펴보았다. 이상의 연구를 통해 제시한 대학 행정조직개편의 내외부적 영향요인 분석과 사립대학 행정조직의 개편 방향이 향후 대학 행정조직개편에 조금이나마 도움이 되었으면 한다. Drastic changes in society and the educational environment along with changes in government policy, have made reform a necessity not a choice for each university. To cope with this, the schools have already begun reforms in various ways, and in result to this, administrative reorganization is being implemented. Thus, to actively deal with the drastic changes of external and internal impact factors, such as internationalization, informationlization, localization and changes in educational infrastructure, a strong need for an efficient, open and flexible administration that can execute strategic management decisions, has come about. However, till now administrative reorganization of universities in Korea have not been implemented on consideration of the over-all and strategic situations of each university, but emphasized on immediate problem solving and short-term results. Thus, the reason for new problems occurring after reforms have been made, are greatly due to the result of implementation of reform without a thorough and over-all consideration of the school's situation. Based on this awareness, the objective of this study is to take a look at the factors influencing administrative reorganization of private schools and, by analysing the results of the impact factors on administrative reorganization, present a improvement plan for future administrative reorganization of private schools. The abstract for this study is as follows. Chapter 1 explains the objective and methods of studying the impact factors of the administrative reform made in private universities. As a preceding study for understanding the impact factors influencing organizational reform in private schools, chapter 2 presents the theological basis for reorganizing Korean university administration, and the theological background and an analyzing frame for organizational reform. After stating the essential characteristics and operating principles of the university administrative organization, along with the concepts and characteristics of organizational reform, the selection of the impact factors was made by investigating the major factors effecting administrative reorganization. Based on the selected internal and external impact factors influencing the private school''s administrative reorganization, an analyzing frame was made centered on the form and result of reorganization. In order to analyse the impact factors influencing administrative reorganization, in chapter 3, the private universities subjected for this study were divided between universities located in seoul and those located else where, and the internal impact factors and the form of the reorganization were investigated separately. According to the analyzing frame the impact factors were analysed and organized to show how they influence administrative reorganization in private schools. Based on the findings of chapter 2 and 3, chapter 4 makes a comprehensive evaluation, and presents the limitations, of the co-relation between the impact factors and the reorganization of private school administration. And presents a general plan as well as a individual and specific improvement plan for future reorganizations of private schools. In chapter 5 a comprehensive view is looked over again and the limitations of the study is given. Through this study of analyzing the suggested internal and external impact factors and the presented improvement plan, it is my intention to aid in the future improvement of administrative reorganization of private universities.
