        OPEC's successful offensive on oil prices has led the countries in possession of recources to move toward "Nationalism". The phenomena attracting our special attention resulting from such trend such trend are : nationalization, establishment of joint organization, and an inclination to a claim for a permanenet sovereignty over natural resources, etc. Looking into the cause of such tendency, we can cite as a direct incentive the success OPEC gained in its oil offensive and the recent competition among rations for acquisition of resources. Other responsible factors are such exterior elements as the improvement of position of developing nations in the international society due to the changes of international politics and economic situation, the relatively-low prices of the primary products as opposed to those by the manufaceturing industry, distrust of the bulky international resources industry in the economy of developing nations, the necessity for dissolution of the dual economic structure, improvement of techniques in resources development and diversification of export markets, etc. In assessing such trends, we come up with the following in terms of future prospect: (1) On nationalization: Taking into consideration the current situation of international resources, alignment of developing nations, and the schemes of the communist-bloc countries, we anticipate the nationalization measure will continue to gain strength. (2) On the establishment of joint organizations: In the light of such elements as uneven distribution of resources in different countries, the fluctuation of prices in demand, possibility of developing alternative energy and the relations among related countries, we expect a certain success in developing Balksite, iron ore, raw wool, and natural rubber. But more peril is expected when the organizations have a better cooperative relationship. (3) On the claim for permanent sovereignty over natural resources: Though the advanced countries in the West seem to make a certain concession to the tough claim by the resources-possessing countries, the advanced countries are basically not expected to be in the position for cooperation. Finally, here is the background of the resources strategy. Ever since the 17th century, the West strove for further progress beginning with its accumulation and growth of wealth. Such a high growth had continued about 4 centuries, when in the 1970's, the West felt a shockpartly due to the limited resources and partly due to the increase in the social spending arising from the destruction of natural environment and the growing estrangement felt by workers. One more remarkable aspect is that the underdeveloped countries supplying resources to the Western countries moved toward the policy of economic self-sufficiency in an attempt to minimize the ever-widening economic gap between the East and the West. This has come into light especially since the 1970's. They are trying to find their own way for self progress by refusing the unconditional supply of resources. Such movement of the third would forces the suspension of the Bretton Woods and GATT systems that have been enforced since the conclusion of World War Ⅱ, further intersifying the competition among the industrially advanced countries. Consequently, the order of international economy is certainly in a deep chaos. Under the present situation, both the industrialized and the third world countries appear to develop an independent movement toward yet another world order.

        Due to the expansion and growth of the World Economy and increase of popul-ation, we are witnessing a sharp rise in the demand of natral resources. On the other hand the supply of resource is constantly running out, and recently the nations possessing natural resources, including OPEC, have been placing restrictions on the supply of their resources. Thus, the situation of the world-wide resources supply has become a serious problem. The issues on the demand side of this situation are : (1) The growth rate of the demand for resources is rising in proportion to the worldwide economic growth. (2) The developing nations are gradually taking up more percentage in the demand for natural resources. (3) As people are more concerned about the environmental pollution, the pre-ference for non-pollution material is more in demand. On the supply side, the problems are as follows : (1) The system of resources supply has become rigid due to the limitation, uneven location, long term requirement for developing, instability and the dominance of resources by the big international capital establishments. (2) Nations seem to move to strengthen their power of supply through efforts for independent development with an input of national capital for a stable security of resources. Recently, however, nations, especially the developing nations, abounding in natural resources appear to taken out resources nationalism, strengthening their influence on the resources markets. Besides, the decrease in the overwhelming U.S. power in the international politics and economy has brought about changes in the balance of international power, which in turn will affect the situation of natural resources. Under such situation, the issues over the natural resources have come to be factors of instability not only of the simple supply and demand system, but also of politics, economy and general-over-all social affairs. Efforts are required for basic corrections of such elements with enough flexibility to deal with rapidly changing resources situations. Also urgently needed is a study for a long-range measure for material development. Finally, unlike the manufacturing industry, the plan for resources development has no choice for location; thus the plan should be preceded by the establishment of such basic structures as road and sea-port. Therefore, the revulsion of the capital takes a longer term, and the extent of instability and the risk involved is far greater than that of the manufacturing industry. Such problems concerning resources development not only obscure the prospect of short and long term supply system, but also serve as a factor for the emerbence of mammoth enterprises through the highly advanced technology, huge amount of capital and the high degree of risk involved in the development. The control by the huge international capital creates an uncertainty of the prospect of supply owing to the difficulty of development; it is also likely to form an artificial supply & demand system in the international capital markets. This study attempts to investigate the situation of natural resources in connec-tion with the rapidly changing economic condition.

        생활체육지도자 자격제도 개선방안에 관한 연구

        This study evaluated the current states of the existing national coaching certification program and aimed to examine any perspectives in upgrading the system. The results of this study were as follows. First, when it comes to the current coaching certification program, the objectivity and compatibility of practical and oral tests are generally revealed to be on a satisfactory level??regardless of the events of sports. Second, hardware and software elements of the qualification system have been well recognized by and large. However, there is room for improvement in facilities and equipments of coach training centers, expenditures and the duration for trainingprograms. Third, variations partly remain in understanding the national coaching certification program among various sports groups. And finally, some elements of training programs for certification are shown to have a positive effect on each item.
