주민조직 참여의 편익과 비용에 관한 연구 - 주민자치센터를 중심으로

본 연구의 목적은 지역사회 주민조직으로서의 주민자치센터 참여여부 및 참여정도의 영향요인을 편익과 비용 관점에서 파악하는 것이다. 그러한 목적을 위하여 대전광역시 10개 행정동을 대상으로 설문조사를 실시하고, 814부의 설문응답결과를 최종자료로 사용하여 요인분석, 로지스틱분석, 일반다중회귀분석을 수행하였다. 결과적으로 주민자치센터의 참여와 관련해서 편익요인으로 ‘개인적 편익’과 ‘사회적 규범적 편익’을 확인하였고, 비용요인으로는 ‘개인적 비용’과 ‘사회적조직적 비용’을 확인하였다. 일반주민의 주민자치센터 참여여부의 영향요인으로는 개인적 비용과 사회적 규범적 비용이 유의미한 것으로 나타났고, 참여정도에 영향을 미치는 요인으로는 개인적 편익과 개인적 비용이 중요한 것으로 나타났다. 주민자치위원으로서의 참여여부에 영향을 미치는 요인으로는 개인적 편익이 중요한 것으로 나타났고, 참여정도에 영향을 미치는 요인으로는 개인적 편익과 개인적 비용이 통계적으로 유의미한 것으로 나타났다. 결론에서는 이러한 분석결과의 시사점을 제시하였다. This study aims to identify benefit-cost factors of membership and participation in the Resident Autonomy Center. For this purpose, it conducts a questionnaire survey of 10 administrative Dongs" residents in the Daejeon Metropolitan City. The final 814 data are used for factor analysis, logistic regression analysis and general multiple regression analysis. As a result of factor analysis, this study identifies two sub-factors respectively for the benefit and cost sides of Resident Autonomy Center participation: ‘personal’ and ‘social-normative’ ones for the benefit side, and ‘personal’ and ‘social-organizational’ ones for the cost side. The regression result also shows that personal cost and social-organizational cost factors have significant influence on membership in the Resident Autonomy Center. The level of participation appears to be significantly influenced by personal benefit and cost factors. Only the individual benefit factor turns out to be significantly influential for becoming a Resident Autonomy Center Board member, while the participatory level of board members is affected by personal benefit and cost factors. The conclusion summarizes the research results and provides their policy implications.
