This study is to analyze development needs of residents necessary for making regional development policy in the Gun areas adjacent to the metropolitan area The findings of the study are summarized as follows: In general, the residents of the Chilgok-gun neighboring to Taegu metropolitan city wish that the region they live be environmentally enjoyable as rural area and be functionally convenient as urban area. Specically, they want the region to be developed via the following detailed programs: inducement of pollution-free factories; reinforcement of educational function; establishment of social welfare function; agricultural development and establishment of the agricultural infrastructure; and tourism development.

This article attempts to describe processes and principles relating to Saemaul(New Community) Movement policy which is regarded as one of the most successful policies in Korean history, to evaluate the achievements which the policy has made up until now, to analyze the successful factors behind the policy, and to suggest how the Saemaul Movement policy can be transplanted into other developing countries suffering from poverty. disease, famine, and other problems. In doing so, it employs documentary study and comparative method. It is found that the major factors affecting the success of the Saemaul Movement policy are strong leadership on the part of president and government officials, effective resource allocation method, competitiveness-led motivation, ordinary people’s strong willingness to live better, village leader’s role, good governance in which ordinary people could effectively participate.
지방자치와 지역발전 : 지역이기주의 극복방안을 중심으로 with a special reference to arrangements to overcome regional egoism

This study is to explore alternatives to regional egoism prevailing across the country and to utilize eufunctional regionalism as a major cause to regional development in the age of local autonomy. We are living in the age of local autonomy capable, of achieving regional development based on regional characteristics. Residents are gushing their needs having been restrained until recent times, favoring rather equity than efficiency. We, however, have seen the signs that private interests forced out pubic interests through regional egoism. Contray to common perceptions of necessities of faclities for daily lives, residents contend that facilities such as refuse disposal spot must not be located in their backyard. In this context, this study points out some problems to solve, based on national consensus to cpoe with regional egoism. They include lack of institutional arrangements to deal successfully with regional egoism, immature political and administrative environment in relation to compromise, and inadequacy of role of local councillor and specialists concerned as a mediator.
地域綜合開發計劃의 背景과 實際 : 경산지역을 중심으로 A Case of Kyongsan Region

The purpose of this study is to examine background and characteristics of integrated rural development policy facing localization ages and to find out the effective ways for integrated rural development planning responding local settlement development and local autonomy. For this study, the case of Kyongsan region development planning was adopted. Policy issues were summarized as follows : 1. Endeavours for self-reliant regional development should be region-wide. Especially, residents, local government, local council, and local group concerned should be integrated through mutual cooperation. 2. Policy processes, including policy agend setting, policy making, policy implementation, policy evalution, should be opened to the public and should be institutionalized with the arrangement of participation of residents and experts. 3. Institutional arrangement should be made to compensate for scarce resources for regional development.
