        경찰에게 조직이 가지는 의미 - 중년 경찰관을 중심으로 -

        본 연구의 목적은 중년 경찰관을 중심으로 경찰에게 조직이 가지는 의미를 찾아보고자 하였다. 이를 위하여 40대와 50대 중년 남성 경찰에 대한 인터뷰를 통하여 조직이 지니는 의미에 관하여 근거이론을 통하여 살펴보았다. 이에 따라 경찰행정이라는 조직의 특성이 조직이해에 영향을 미치고 있으며, 이것이 직무의 특성에서 기인하고 있는 것으로 나타났다. 특히 구성원간의 관계 역시 조직의 특성을 결정하는 중요한 요인이 될 수 있으며, 구성원의 직무에 대하여 특수한 상황을 지속하는 요인으로 시간의 공유 뿐 아니라 사명감이나 책임감에 비중이 큰 것으로 나타났다. 본 연구의 결과를 다음과 같이 정리하여 제시할 수 있다. 첫째 조직에 있어서의 시간의 공유 뿐 아니라 조직에 종사하는 사명감과 책임감이 경찰행정에 있어 중요하다는 것을 확인할 수 있었다. 그 밖에도 공동체의 특수성을 이해하는 정도가 조직의 긍정적 인식에 도움이 되는 것으로 분석되었다. 둘째, 조직 구성원간의 불화는 상사나 동료의 일방적인 지시나 의사소통에서 기인할 가능성이 크다는 것을 알 수 있었다. 이는 다른 조직에서도 나타날 수 있는 현상이나 특히 협조적인 구도에서 긴밀히 연결되는 작업이 많은 만큼 신뢰와 책임이 중요하다는 것이 인터뷰 곳곳에서 나타나고 있었다. 그렇지 않은 경우에는 조직에 무관심하거나 부정적으로 조직을 인식하게 될 가능성이 많다는 것을 알 수 있었다. 셋째, 조직 내에서 경험하는 일등이 조직의 결속력이나 관계성을 구성하는 요인이 될 수 있음을 알 수 있었다. 이와 같은 것은, 경찰의 조직에 대한 인식에 영향을 미치며 특히 가족의 지지와 지원이 중요한 부분임도 인터뷰를 통하여 나타났다. 이와 같이 조직의 성격은 조직의 질을 구성하는 것에 있어서 다양한 영역이 반영되고 있음을 알 수 있었고 개인이 조직을 인식하는 것에 특히 영향을 주고 있음을 알 수 있었다. 넷째, 조직에서 조직 구성원간의 긍정성과 유대감에 있어서는 시간의 공유와 관계성 및 의사소통적인 측면이 중요하며 이러한 것은 조직의 공통적인 모습과 크게 다르지 않았다. 다만 특징적인 것은 업무의 특성에서 오는 어려움을 극복해 나가는 것에 있어서 중심현상으로 책임감과 사명감이 중요하게 언급되고 있다는 것이었다. 이와 같은 본 연구의 결과는 이러한 결과는 경찰행정의 복지의 차원에서 직무의 분위기 쇄신에 있어서 조직구성원의 관계성이나 시간공유와 같은 정서적 개입도 필요함을 알 수 있었다. 또한 경찰들의 업무의 특성이 가족의 지지나 지원 혹은 희생이 필요한 것으로 인식하는 부분이나 특히 불규칙하거나 긴박한 업무가 많다는 것은 조직에 부정적인 영향을 미칠 수 있는 요인들을 개선하는 노력이 조직적 측면에서 필요하다는 것을 알 수 있었다. The results of this study can be summarized as follows presented.         警察組織의 中間管理者 리더십에 關한 硏究

        우리 사회에서 경찰의 역할은 광범위한 성격을 지니고 있기 때문에 다양한 환경 변화에 능동 적으로 대처해야 할 뿐만 아니라 적극적인 사회 안정을 위한 역할이 요구되고 있어 사회가 급변 할수록 경찰 역할의 중요성이 커지고 있다. 특히 경찰 조직에서의 리더십은 이러한 변화에 능동 적으로 대응해야 하는 도약의 시기에 도달하였고, 성공적인 리더십 발휘로 경찰 조직의 성장을 위해 중간 관리자인 현장의 리더들이 새로운 자세와 마음가짐을 지녀야할 필요가 있다. 따라서 이러한 사회적 흐름에 효율적으로 대처하며 사회 질서를 보다 굳건하게 확립하고 범죄의 발생을 억제하면서 국민의 안전한 삶을 확보하기 위해서는 기존의 현장 대응 사고방식과 대응체제로는 그 한계가 있음을 깨닫고 국민의 삶의 현장 속에서 경찰 조직을 지혜롭게 이끌어 나가는 현장리 더의 비중이 증가하고 있다. 조직의 중추이고 핵심역할을 하고 있으며 소통의 매개자이고 조직혁신의 견인차 역할을 담당 하고 있는 중간 관리자인 경찰의 현장 리더라고 하면 팀장, 지구대장, 파출소장, 계장 등 사건 현 장이나 범죄 현장에서 실질적으로 진두지휘하는 책임자라고 말할 수 있다. 이들은 사건발생에서 부터 수사과정을 거쳐 사건을 마무리할 때까지 실질적인 리더의 위치에 있다. 따라서 이들 현장 리더는 경찰 조직의 전반적인 활동 및 업무의 총괄 지휘자이로서 리더십 발휘 여부에 따라 소속 부하 경찰관의 근무태도 및 직무만족에 큰 변화를 가져올 것이다. 결국 중간 관리자의 리더십은 경찰 조직 활동의 전반적인 성패는 물론 대내외적으로 인정받고, 존경받는 경찰로의 변화로 이어 지는 중요한 열쇠이다. 소속 경찰관의 만족은 경찰 조직의 목표 즉, 국민의 치안 서비스 향상에 긍정적인 영향을 주기 때문에 현장 리더의 구체적인 임무와 역할이 매우 중요하다 할 것이다. 따라서 경찰 조직의 비전을 제시하는 것도 중간관리자인 현장리더의 몫이다. Because the role of the police in our society has a comprehensive character, positive countermeasure to diverse environmental changes and the role to actively stabilize a society are required and the importance of the police becomes huge as a society changes with a run. Particularly, the leadership in the police organization reached a take-off to actively cope with these changes, and the field leaders of middle managers need to have new attitudes and mind for the growth of the police organization with a successful leadership demonstration. Accordingly, in order to efficiently deal with this social flow, more firmly establish the social order, suppress the occurrence of crimes and secure the safe life of the nation, it is required to realize the limitations of the way of the existing field coping thinking and response system, and the importance of the field leaders who wisely lead the police organization in the field of the national life is increasing. The field leaders of the police as middle managers who play the core and pivotal role of the organization and are in charge of the role to lead organizational reforms as mediators of communication can be heads of teams, captains of patrol divisions and police boxes and section chiefs who practically lead the scenes of cases or crimes. They are standing at a substantial leader‘s position from case occurrence to investigation and case completion. Therefore, the field leaders as the general commanders of the whole activities and businesses of the police organization will bring about big changes to the working attitudes and job satisfaction of their subordinate police officers according to their leadership demonstration. In the end, the leadership of the middle managers is the important key not only to the whole success of the police organization activities but also to internal and external recognition and the change to the respected police. Since the satisfaction of police officers give positive influences on the improvement of the goal of the police organization, namely, the national police service, the detailed duties and roles of the field leaders can be considered quite important. Consequently, providing the vision of the police organization is also the duty of the field leaders of middle managers.

        경찰조직의 현장리더에 관한 고찰

The roles and duties of the police in the past were limited to the roles as the law enforcer and the protection and properties of the people. However, the police is performing the roles of social workers who protect the underprivileged as well as mediate conflicts for integrating communities in the modern society. The police plays diverse roles in comprehensive fields but the ultimate goals of the police activities can be summarized as the protection of the precious life of the people, prevention and suppression of crimes, peace of the public society and maintenance of the public order. Accordingly, the police administration needs to be efficient and effective with a direction to customer satisfaction under the goals of the above. The achievement of the goals should minimize personal and physical damage as much as possible and recover the public order within a short time with proper countermeasures to the situations of the field. Therefore, the duty allocated to field leaders is to efficiently manage work by government office and individual by specialization and professionalization. Furthermore, they are requested to wisely use granted sufficient power as leaders to make the members of the organization concentrated and operated thoroughly. As a result, the general roles as leaders in the field should overcome each state of risk and conflicts by displaying their appropriate leadership and lead to the success of the group and organization, and amplify the changes and performance of the police organization. Particularly, the leadership in the police organization reached a take-off to actively cope with these changes, and the field leaders need to have new attitudes and mind for the growth of the police organization with a successful leadership demonstration. Accordingly, in order to efficiently deal with this social flow, more firmly establish the social order, suppress the occurrence of crimes and secure the safe life of the nation, it is required to realize the limitations of the way of the existing field coping thinking and response system, and the importance of the field leaders who wisely lead the police organization in the field of the national life is increasing.         경찰 학습조직의 운영실태 및 발전방안 연구 : 정보경찰의 학습조직 활동에 대한 인식을 중심으로

        This study is focused on the effect of Learning Organization Activities on Job Performance of Korean Intelligence Police Officers. That is to say, the purpose of this study is to assess current status such as participation level, learning satisfaction and practical application of Police Learning Organization and to find the relation between Learning Organization and Job Performance based on intelligence police officers’ perception as users. In the study, several relevant policy suggestions were proposed through the analysis of the perception of the Intelligence Police Officers on Learning Organization. Learning satisfaction and practical application from learning organization were measured as independent variables. Dependent variables were divided into ‘Self-esteem for Job Performance’ and ‘Duty Performing Ability’ for an in-depth analysis. Survey results were summarized as following. Intelligence police officers were participated in learning organization moderately or lower(2.92). Overall satisfaction and practical application of learning organization was less than medium. Specifically satisfaction of learning organization was 2.72 and practical application of learning organization was 2.71. Meanwhile, self-reported job performance of intelligence police was relatively high. That is, self-esteem for job performance was 3.91 and duty performing ability was 3.59. Practical application of learning organization had a positively, significant effects on self esteem for job performance while learning satisfaction had no effect on job performance statistically. Based on these implications, policy alternatives are as following. First, regarding intelligence police officers, learning environment needs to be set for ‘real’ case studies and on-the-job training through activating learning organization. Second, doing more active promotion about the system of learning organization and supporting more budget and incentives are necessary. Third, promoting learning contents and providing more incentives to active learning are needed. In addition, strengthening the supporting system for learning organization is needed. 이 연구는 사용자인 경찰관들의 인식조사를 통해 경찰의 학습조직 활동 수준과 만족도, 그리고 이러한 학습조직 활동을 통한 업무활용도를 진단하고, 이를 바탕으로 학습조직 활동을 통한 지식활용 정도가 직무성과에 미치는 영향을 분석하고, 이를 토대로 경찰의 학습조직 활동에 있어서의 문제점을 도출한 후 보다 발전적 대안을 제시하기 위해 진행되었다. 학습조직 활동의 만족도와 업무활용도를 독립변수로, 직무성과를 종속변수로 하여 연구를 진행하였는데, 연구목적 상 보다 면밀한 분석을 위해 직무성과를 직무효능감과 직무수행능력으로 구분하여 측정하였다. 연구결과, 학습조직의 활성화 수준은 평균 2.9점으로 보통 이하의 수준으로 나타났고, 전반적인 만족도나 업무 활용도 역시 각 2.72점과 2.71점으로 보통 이하의 수준을 보였다. 이에 반해 정보경찰의 직무효능감과 직무수행능력은 각 3.91점과 3.59점으로 보통 이상의 수준을 보였다. 정보경찰의 학습조직 활동과 직무성과의 관계에 있어서 만족도의 경우에는 직무효능감이나 직무수행능력 모두에 대해 통계적으로 유의한 영향을 미치지 않는 것으로 나타났으나 활용도에 있어서는 직무효능감에 대해 통계적으로 유의한 정(+)의 영향을 미치고 있었다. 이러한 연구결과를 토대로 몇 가지 정책적 대안을 제시할 수 있었는데, 첫째, 학습조직 활성화를 통해 실제 현장에서 빈발하는 사례에 대해 적극적으로 학습할 수 있는 여건을 조성할 필요가 있다. 둘째, 이를 위해서는 실질적이고도 효과적인 인센티브 제공방안이 모색되어야 한다. 셋째, 적극적인 홍보와 예산 지원체계도 강화해야 할 것이다.

        우리나라 정부에서는 부정・부패 척결을 위해 “원 스트라이크 아웃”제도를 시행하고 있다. “원 스트라이크 아웃”제도는 삼진 아웃제와는 달린 위법한 행위를 범했을 경우 경고 없이 바로 처벌하는 것으로써 무관용주의를 취하고 있다. 이 같은 제도는 서울시가 청렴도 향상을 위행 2009년 처음 도입하여 시행하고 있으며, 감사기관, 학교, 군대 등에서 순차적으로 시행하고 있다. 경찰청에서는 2012년 경찰유착비리 사건인 일명 ‘이경백 사건’을 계기로 경찰의 부정・부패를 근절하고자 같은 해 “원 스트라이크 아웃”제도 도입에 대하여 논의한 뒤 2013년도부터 “부정・부패 원 스트라이크 아웃”제도를 실시하였다. 또한 여성경찰의 인원이 증가하면서 경찰 조직 내 성범죄 사건의 증가를 방지하고자 2015년 8월 “성범죄 원 스트라이크 아웃”제도를 도입하였다. 경찰은 국민과 밀접한 관계를 맺고 있어 경찰윤리는 예전부터 논의 되고 있었으나 경찰의 총수부터 신임경찰에 이르기까지 부정・부패는 끊이지 않고 있다. 이에 본 연구는 경찰 조직 내 “원 스트라이크 아웃”제도의 시행으로 다음과 같은 효과를 거두고자 한다. 첫째, 경찰 조직 내 부정・부패 근절, 둘째, 경찰 조직 내 성범죄 완화, 셋째, 경찰 조직 내 청렴도 개선, 넷째, 경찰 조직 내 계도이다. 이상의 연구에서 고찰한 것을 비춰보면, 경찰 조직 내 부정・부패 근절을 위해서는 경찰관 개인의 윤리의식이 선행되어야 할 것이며, 보수 및 처우의 향상, 국민과 제일 밀접한 파출소・지구대에도 외부로부터 감사를 받는 제도가 필요하다. “원 스트라이크 아웃” 제도를 시행함으로써 경찰조직이 국민으로부터 하루빨리 신뢰받을 수 있는 조직으로 성장하길 바라며, 관계기관에서는 보다 청렴한 조직으로 신뢰받을 수 있는 방법을 고찰하길 바란다. The Korean government has implemented "One Strike Out" system to stop illegality and corruption. Unlike "Three Strike Out" system, "One Strike Out" system has adopted a zero tolerance by punishing immediately without warning in a case of crime. Such systems are introduced and implemented in 2009 to improve the integrity of Seoul, and auditing agencies, schools, troops, etc. are performing methodically. In order to against the police's illegality and corruption with so-called "Lee Gyeong Baek case", Adhesion of police corruption case in 2012, through a discussion about the introduction of "One Strike Out" system same year, The National Police Agency has carried out "Illegality and Corruption One Strike Out" system from 2013. And by the increasing the number of female police, to prevent an increase in sexual crimes in the police organization, "Sexual Crimes One Strike Out" system was introduced in August 2015. The police is closely linked to the people, and the police ethics is being discussed from the past. However, there is no end to the illegality and corruption from a commander-in-chief to a new appointment of the police. Accordingly, through the implement "One Strike Out" system in the police organization, this study seeks the following effects: First, effect of the illegality and corruption eradication. Second, effect of the sexual crimes mitigation. Third, effect of integrity improvement. Fourth, effect of guidance. In light as a consideration in this study, in order to eradicate the illegality and corruption in the police organization, individual ethics of police officer, improvement of reward and treatment, and even in a brach office and police patrol unit that most closely related to the people, monitoring system from the outside are needed. It is expected implementing the "One Strike Out" system to grow up the police organization that can be trusted from the people quickly, and to consider the ways that can be trusted as incorruptible organization in the organs concerned.

        경찰조직의 레드테이프가 주도적 행동에 미치는 요인 - 공공서비스 동기를 중심으로 -

        This study aimed to confirm how red tape, a pathological phenomenon of bureaucracy in police organizations, affects the leading behavior of police officers. In addition, we tried to empirically verify the moderating effect of public service motives on the red tape and initiative behavior of police organizations. To achieve the purpose of this study, a survey was conducted targeting police officers belonging to the National Police Agency. As a result of the study, first, it was investigated that the red tape of the police organization affects the proactive behavior of police officers. Second, it was confirmed that the police's public service motives influence the leading behavior of police officers. Third, it was confirmed that public service motives had a moderating effect in the red tape and leading actions of the police organization. Therefore, public service motives have a buffering effect in the red tape and initiative of the police organization.Based on these research results, I would like to make policy recommendations for the development of the police organization. 이 연구는 경찰조직의 관료제 병리현상인 레드테이프가 경찰공무원의 주도적 행동에 어떠한 영향을 미치는가를 확인하고자하였다. 또한 경찰조직의 레드테이프와 주도적 행동에 있어서 공공서비스 동기가 어떠한 조절효과를 가지는지를 실증적으로 검증하고자 하였다. 연구의 목적을 달성하고자 경찰청 소속의 경찰공무원을 대상으로 설문조사를 진행하였다. 연구결과, 첫째, 남성 경찰공무원이 여성 경찰공무원보다 주도적 행동에 영향을 미치는 것으로 조사되었다. 둘째, 경찰조직의 레드테이프는 경찰공무원의 주도적 행동에 영향을 미치는 것으로 조사되었다. 셋째, 경찰조직의 레드 테이트와 공공서비스 동기의 조절효과는 경찰공무원의 주도적 행동에 영향을 미치는 것을 확인하였다. 따라서 경찰조직의 레드테이프에도 불구하고 공공서비스 동기는 경찰공무원의 주도적 행동을 증가시키는 것을 알 수 있었다. 이러한 연구결과를 토대로 경찰조직의 발전에 있어서 정책적 제언을 하였다.

        한국경찰체제의 역사적 특성

        In this dissertation, certain fundamental problems are identified. First, Police organizations are structured so uniformly that they neglect differentials between main office and branches, as well as peculiar differences among units and regions. It seems originated from their pseudo-military organizational features regarding citizens as objects of police control rather than consumers of police service. Under authoritarian regimes, military organizational principles were not only efficient but also effective, since practical goals of police policies were not the provision of pubic service but social control and political stability by coercion. They are too anachronistic to adapt to recent democratic social development. Organizing principles according to historical contingencies should be superceded by ones abiding by fundamental organizational goals. Second, police organizations are so focused on the repressive one that disproportionate development among major police functions is incurred. Partial utilization constrains the general development of police functions including prevention and service. Third, the public image of police as a perpetrator for illegitimate political regimes is so firmly established that authority itself is often affronted not to say deteriorated morale. Past authoritarian leaders usually mobilized police force to meet their political needs without any consideration on the future status of police organization. Securing political neutrality is necessary to free from ill fame in the past and restore public authority. To solve problems stated above, this dissertation recommends certain policy prescriptions for the fundamental reform of police organizations. First, Police organizations should be restructured flexibly and responsively to accommodate rapidly changing administrative environment; organizational reform focusing on practical business, enlargement of lower practitioners discretion in the line, decrease of the number of rank and order, simplification of the entering path and procedure into police career and so on. Second, it is needed to activate departments for crime prevention and public service not to say the fulfillment of primary duties and principles. Third, distributive priority should be changed more practically and efficiently. Korean police organizations should be advanced governmental agencies, ultimate goal of which is the production of police service for the citizen and the public welfare.

        전투경찰제도의 운영실태와 개선방안에 대한 연구

        The aim of this study is to improve combat police system.         Korea Provisional Government Police Organization and Activities

        Purpose: The modern police of the Republic of Korea today were established in Shanghai on April 11, 1919 by the Provisional Government of the Republic of Korea, and moved to various areas of China for 27 years until the liberation of the country in 1945 for independence movement. In the face of such hardship, the Provisional Government of the Republic of Korea needs to be aware of the police organization and activities of the Provisional Government of the Republic of Korea, which belongs to the Ministry of Interior as head of administration. Method: The Civil Affairs Bureau of the Ministry of Home Affairs, the head of the administration of the Provisional Government of the Republic of Korea, confirmed through literature evidence that Kim Gu was the apex and tried to change the organization while breaking through the crisis. The police organization of the Provisional Government of the Republic of Korea was active in 1919 with the Police Department and Yeong-Tong-je, 1923 with the Police Department, 1941 with the Guards, and with the 1943 with the Police Department, referring to the Baekbeom Ilji, the National History Compilation Committee, the National Police Agency documents, and the Provisional Government of the Republic of Korea data book. Results: The focus of this study is to give the meaning of finding the issue of Police Day and the legitimacy of the police. The result suggested by this study was an opportunity to overcome the dark period of loss of the country signed by the Eulsa Treaty in 1910 by examining the organizational structure of the Police Department of the Korean Empire and the Police Department of the Provisional Government of the Provisional Government in the Joseon Dynasty. Conclusion: It was judged that it could affect the continuity of the current Korean police, and research was conducted. Also, in response to the common truth that 'as long as there is a state, there is a police', the police organization of the Provisional Government did not change its name even during the Japanese imperialism period.
