Critical Review on IT Governance Literature for IT Services and Related Research Fields

연구목적: 본 연구는 IT 거버넌스 연구의 핵심 연구 동향을 파악하고, 바람직한 IT 의사결정을 보장하기 위한 활동으로 정의된 IT의 본질을 이해하기 위해, IT 거버넌스 문헌 연구 및 관련 연구에 대한 문헌 연구를 수행한다. 논문구성/논리: IT 거버넌스에 대한 8개의 정의 및 7개의 문헌 연구를 도출하고 메타 분석을 수행함으로써 기존의 IT 연구동향에 대해 파악하였다. 또한 기존 문헌 연구에서는 다뤄지지 않았던 최근의 IT 거버넌스 연구의 문헌 연구를 추가로 수행함으로써 주요 연구 동향 및 향후 연구 방향을도출한다. 결과: 기존의 문헌 연구에 따르면 IT 거버넌스는 구조/프로세스, 상황/제도 관점으로 이해될 수 있다. 그러나 최근 논문에 대한 추가 문헌 연구 결과, 우리는 4개의 핵심 영역으로 구분할 수 있다고 주장한다. 성과, 의사결정에 영향을 주는 상황요인, 의사결정에 따른 성과, 그리고 IT 통제 메커니즘이다. 독창성/가치: 효과적인 전자무역 활동을 지원하기 위한, 핵심에 집중한 보다 발전적인 IT 거버넌스 연구를 위한 초석을 제공한다. Purpose: We perform a critical review on IT governance literature in order to elicit which are the IT governance research streams as well as to state why they are useful for ensuring desirable behavior for IT activities. Composition/Logic: We list eight definitions of IT governance and seven IT governance literature review papers and conduct meta analysis. We find key literature and main research streams in the previous literature review. We conduct a new literature review focusing on recent studies on IT governance. Findings: IT governance has been viewed under two dimensions which are structural/process and contingency/institution perspectives. We added newly studied research to the list of IT governance and found the main research streams may fall into 4 main issues which are performance, locus of decision making influenced by contingency factor, locus of decision making to lead performance, and IT control mechanism Originality/Value: This study may shed light on the ongoing and developed governance research, especially for E-trade and related area.

정보시스템개발 아웃소싱 성과에 있어 계약적 거버넌스와 관계적 거버넌스는 기본적 두 거버넌스 방법론으로, 두 가지 거버넌스를 동시에 사용하는 양손잡이 거버넌스도 많이 채택되고 있다. 양손잡이 거버넌스의 경우 둘 간의 적절한 균형점을 찾는 것이 필수적으로 요구된다. 선행연구에서도 강조되었듯 두 거버넌스 간 조율을 통해 최적의 거버넌스 형태를 찾기 위한 과학적 분석이 필요하다. 우리는 두 거버넌스를 모두 채택하는 양손잡이 전략하에서 균형과 불균형 거버넌스를 개념화하고 이러한 거버넌스 형태가 정보시스템개발 성과에 미치는 영향을 다항회귀모델(polynomial regression)과 반응표면분석(response surface analysis)을 통하여 고찰하였다. 발주사와 수주사가 서로 쌍을 이룬 107건의 데이터를 수집, 분석하여 다음의 결과를 얻었다. (1) 두 거버넌스 간 균형은 정보시스템개발 성과에 긍정적이다. (2) 두 거버넌스 간 불균형은 정보시스템개발 성과에 부정적이다. (3) 두 거버넌스 간 최적의 균형점은 계약적 거버넌스에서 관계적 거버넌스로 점점 이동하며 발견된다. 이상의 결론을 바탕으로 3차원 반응표면분석을 기반의 본 연구는 그 간의 IT거버넌스 및 정보시스템개발관리 연구에 새로운 함의를 제공한다. Two basic modes of IT governance—contractual and relational, the combination of which shapes ambidextrous governance—are equally important in information systems development (ISD) outsourcing performance; thus, managing an appropriate balance between them is necessary. Past literature also argues that the governance mode should be adjusted through a systematic process; therefore, tuning for an optimal balance is critical. We set up an ambidexterity process model and conceptualize balanced and imbalanced governance. We then test the association between ambidextrous governance and ISD performance using polynomial regression and response surface methodology. Data from both client and vendor—107 dyadic matched outsourced ISD projects—show that (1) balance between the two modes is beneficial to ISD performance, (2) imbalance between the two modes is hazardous to ISD performance, and (3) the optimal balance point is found by gradually moving from contract-weighted to relation-weighted governance through a systematic process. We contribute to the research on extant IT governance and ISD project control literature by adopting three-dimensional response surface methodology and analyzing the ambidextrous nature of governance from the perspective of this novel approach.

지식정보 구축 대가의 개발 : 국가직무표준(National Competency Standards)과의 통합 방안을 중심으로

The reference guide for the cost of establishing the digital documents has been used as a basis for establishing the budget for the construction of the knowledge information resource. However, due to the abolition of the nominal unit price notification in terms of IT projects, it is necessary to conduct research to convert the standard of the current labor force grade standard to the national incompetency standard (NCS). In this study, we investigate and revise the system and contents of the current knowledge information cost estimation model. In specific, i) we conducted gap analysis of cost estimation model and existing NCS model. As the contents conforming for the construction of the knowledge information resource were not adoptable, we define the description of the construction of the knowledge information resource and to identify the core elements of NCS prior to the improvement of the cost model. ⅱ) then we proposed improve the cost model considering integration with newly proposed NCS model for knowledge information construction job. In order to ensure the validity of the application of NCS development and cost estimation model, the experts reviewed relevant contents and made plans for improvement by using experts from supply and demand groups of various fields of national knowledge informatization projects.
