맥내어 건국대학교 법학회 1961 建大法學 Vol.4 No.-
本人은 國際關係에 있어서의 裁判의 地位에 關해서 이야기했다. 그러나 法의 地位에 關해서는 많이 이야기하지 않았다. 各國政府는 종종 公共利益이 될 만한 外交文書를 發行하는데 그것은 法的 論爭에 關聯된 文書인 것은 아니다. 그럼에도 不拘하고 어떤 政府活動이 法的 理由로 말미암아 挑戰을 받고 있거나 또 어떤 政府가 그 活動에 對한 法的 正當性을 發見할 수 있다고 생각할 때는 언제나 두 紛爭 當事國의 論議는 法에 그 基礎를 두고 있다는 것은 諸政府가 發行한 文書로부터 아주 明白하다. 이것은 一八一五年부터 始作된 「英國 및 外國文書 (British and Foreign)와 같은 一聯의 文書나 「美國外交通信」(Diplomatic Correspondence of the United States)으로 알려져 있는 叢書 및 여러 가지 類似 刊行物로부터 아주 明白하다. 더구나 와싱톤에서 나오는 二種의 刊行物이 있는데 그것은 비록 公的인 것은 아니지마는 現職 또는 前職國務省 官吏들에 依하여 編輯된 것으로 美國歷史의 始初에서 一九○○年頃까지의 記錄을 收錄한 「무어」의 「國際法摘要」(Moore’s Digest of International Law)와 一九○○年頃에서 一九四○年頃까지의 記錄을 收錄한 「핵워어스」의「國際法摘要」(Hackworth’s Digest of International Law)가 있다. 各各 일곱 卷으로 構成되어 있으며 한 卷씩의 索引을 갖고 있고 뒤에 든 이들 두 刊行物은 美合衆國과 美合衆國과 外交關係를 갖고 있는 거의 모든 國家間의 關係에서 惹起된 바 있는 豊富한 法的 資料를 包含하고 있다. 우리 나라에 關한 限 아직까지 國際法摘要에 類似한 刊行物은 없으나 그러나 數年內로 그와 같은 缺如가 充足될 相當한 希望이 있다. 어쨋든 外國關係에 있어 이 나라가 國際法에 依하여 한 役割에 對해 證據가 要請된다면 그것은 「國際法意見」(International Law Opinions)이라는 題目下에 本人이 最近 出版한 三卷의 冊가운데서 發見될 것이다. 「國際法意見」은 技術的으로는「報告」(Reports)로 알려진 意見에 註釋을 달아 編輯한 것으로 지난 두 世紀 또는 그 以上에 걸쳐 檢察總長, 檢察次長 其他 法律顧問官들을 通하여 獲得된 것이다. 이 冊은 우리의 外國關係가 國際法의 背景下에 如何히 進行되었는가를 보여 주고 있다. 그리고 이들 意見의 一部가 그것이 基하고 있는 文書와 對照될 때 法律官吏의 意見(Opinions of the Law Officers)이 얼마나 嚴密하게 遵守되었는가를 알 수 있으며 이것을 안다는 것은 대단히 有益한 것이다. 이 冊은 또한 英國皇室의 法律顧問이 國際法體系에 對해 이룩한 크나큰 貢獻을 보여 주고 있다.

Deep reinforcement learning (RL) significantly influences autonomous vehicle development by optimizing decision-making and adaptation to complex driving environments through simulation-based training. In deep RL, an activation function is used, and various activation functions have been proposed, but their performance varies greatly depending on the application environment. Therefore, finding the optimal activation function according to the environment is important for effective learning. In this paper, we analyzed nine commonly used activation functions for RL to compare and evaluate which activation function is most effective when using deep RL for autonomous vehicles to learn highway merging. To do this, we built a performance evaluation environment and compared the average reward of each activation function. The results showed that the highest reward was achieved using Mish, and the lowest using SELU. The difference in reward between the two activation functions was 10.3%.

Security risks were raised during the handover of Mobile Nodes (MNs) in the Mobile Internet Protocol version 6 (MIPv6), which were demonstrated in the instigation of route optimization between the MN and its Correspondent Node (CN). The return routability procedure provides a basic security measure for the communication between the MN and CN, but this security scheme still suffers from various weaknesses and loopholes. Thus, various methodologies in securing the handovers for MIPv6 were incorporated in line with the security agreement with authentication, authorization, and accounting (AAA) infrastructure. This paper proposes an establishment of the Integration Security Authentication System based on the AAA infrastructure to maintain the security level of the fast handover mobility management to provide an improved Quality of Service.

<P>At least half of all stroke survivors experience fatigue; thus, it is a common cause of concern for patients, caregivers, and clinicians after stroke. This scientific statement provides an international perspective on the emerging evidence surrounding the incidence, prevalence, quality of life, and complex pathogenesis of poststroke fatigue. Evidence for pharmacological and nonpharmacological interventions for management are reviewed, as well as the effects of poststroke fatigue on both stroke survivors and caregivers.</P>
