A Study on Export Credit Guarantee (Negotiation for Multiple Buyers)

수출신용보증은 중소중견기업의 매입외환 대출 상환을 보증하여 유동성 공급을 지원하는 정 책금융이다. 본 연구는 한국무역보험공사가 2020년 9월 도입한 포괄매입보증 제도를 분석하였 다. 연구방법은 기존 약관과의 비교분석 방식을 채택하여 수출신용보증 제도를 심층분석하고 제도개선 방안을 모색하였다. 포괄매입보증은 한 장의 통합보증서로 다수 수입자에 대한 매출 채권을 유동화 할 수 있고 보증의 독립성 및 운영기준의 투명성을 강화되었기 때문에 기존 보증제도 보다 담보력이 강화되었다고 평가하였다. 본 연구는 수출채권 조기 현금화 지원제도의 선진화 및 정책이용자 친화적 제도발전을 위해 세가지 제도개선 방안을 제안하였다. 첫째, 수입자의 대금결제 지연 발생 1개월 이내에는 신규 대출이 실행될 수 있도록 부도유예기간의 도입이 필요하다. 둘째, 보증한도 산출시 간접 수출 실적에 대해서도 수출실적으로 인정할 필요가 있다. 셋째, 수출기업별 신용보증 최대한도의 확대가 요구된다. 본 연구가 수출신용보증 제도의 시장친화적 개선에 활용되어 중소중견수출 기업의 수출경쟁력 강화에 기여하길 기대한다. Purpose : This study analyzes the export credit guarantee(negotiation for multiple buyers) policy of KSURE and suggests how to improve the policy in a market-friendly way. Research design, data, methodology : This study applies a qualitative comparative analysis on the export credit guarantee programs. Results : Export credit guarantee of KSURE is a policy financial instrument that supports the liquidity supply for SMEs by enhancing their weak credit with excellent national credit. This study proposes three suggestions for its improvement. First, it is appropriate to provide a grace period for default so that new loans can be executed within one month of delay in payment by the importer. Second, it is necessary to recognize the indirect export volume as export performance when calculating the guarantee limit. Third, the maximum credit guarantees is required to be increased for companies, especially medium-sized hidden champions. Conclusions : This study is expected to contribute to strengthening the export competitiveness of small and medium-sized exporters by proposing the three suggestions for the market-friendly advance of the export credit guarantee system.

Usefulness of Simple Rod Rotation to Correct Curve of Adolescent Idiopathic Scoliosis

Objective : To correct apical vertebral rotation for adolescent idiopathic scoliosis (AIS), direct vertebral derotation (DVD) or simple rod rotation (SRR) might be considered. The aim of the present study is to introduce the surgical experiences of AIS by a Korean neurosurgeon and to evaluate the effectiveness of SRR for apical vertebral rotation. Methods : A total of 9 patients (1 male and 8 females) underwent scoliosis surgery by a neurosurgeon of our hospital. The Lenke classifications of the patients were 1 of 1B, 2 of 1C, 1 of 2A, 1 of 2C, 3 of 5C and 1 of 6C. Surgery was done by manner of simple rod rotation on the concave side and in situ coronal bending. Coronal Cobb's angles, vertebral rotation angles and SRS-22 were measured on a plain standing X-ray and CT before and after surgery. Results : The mean follow up period was 25.7 months (range : 5-52). The mean number of screw positioning level was nine (6-12). The mean age was 16.4 years (range : 13-25) at surgery. The mean Risser grade was $3.7{\pm}0.9$. The apical vertebral rotation measured from the CT scans was $25.8{\pm}8.5^{\circ}$ vs. $9.3{\pm}6.7^{\circ}$ (p<0.001) and the Coronal Cobb's angle was $53.7{\pm}10.4^{\circ}$ vs. $15.4{\pm}6.5^{\circ}$ (p<0.001) preoperatively and postoperative, respectively. The SRS-22 improved from 71.9 preoperatively to 90.3 postoperatively. There were no complications related with the operations. Conclusion : SRR with pedicle screw instrumentation could be corrected successfully by axial rotation without complications. SRR might serve as a good option to correct AIS deformed curves of AIS.

The Educational Implications of Kindergarten Teachers’ Experience in Distance Class in 2020

The purpose of this study was to determine the experiences of kindergarten teachers who conducted distance classes in 2020 in order to derive their meanings and problems as well as explore the direction of kindergarten distance education in the future. To this end, four public kindergartens teachers in the D area who conducted distance education in 2020 were interviewed. The results of the study showed that, first, in 2020, distance education served as a fill-in for education rather than fulfilling the role of face-to-face education. Second, through distance education experiences, teachers recognized that support from families, cooperative communities, and supervising ministries was necessary. Third, teachers organized the meaning that it is necessary to expand face-to-face education, reduce the percentage of infants, and find the mainstream of early childhood education in order for distance education to go from filling to true education. This study was meaningful in that it suggested needs at the kindergarten level as well as a potential direction for kindergarten distance education in the future.

The Effect of Interpersonal Relationships in the Workplace of Early Childhood Teachers in China on Job Burnout : Focusing on the Emotional Intelligence Modulating Effect

The purpose of this study is to explore the effect of interpersonal relationships in the workplace on job burnout of Chinese early childhood teachers with modulating effect of emotional intelligence. To this purpose, a survey was conducted on 168 early childhood teachers in Jilin Province, China. The analysis was performed by descriptive statistics, Pearson’s correlation coefficients and PROCESS with SPSS 22. The results of this study are as follows. First, the general situation of job burnout for Chinese early childhood teachers is not severe. Second, both interpersonal relationships in the workplace and emotional intelligence are negatively related to job burnout. Third, interpersonal relationships in the workplace directly affect job burnout, and emotional intelligence can ease job burnout through interaction with interpersonal relations in the workplace. According to the research results, in order to prevent and reduce the job burnout of Chinese early childhood teachers, external environments such as interpersonal relationships and internal factors such as emotional intelligence of early childhood teachers should be improved.

A Study on Special Terms and Conditions of SME Plus Export Credit Insurance

중소플러스 수출보험은 가입절차 및 계약운영 방식을 대폭 간소화하여 중소기업이 손쉽게 이 용할 수 있도록 2008년 도입된 무역보험 제도로서 2019년말 현재 수출기업 15,663개사가 이용 하고 있는 대표적 중소기업 수출지원제도이다. 본 연구는 수입자위험을 약관상 기본 담보대상 으로 제공하고, 수입국위험을 특약상 담보대상으로 추가 선택할 수 있도록 설계된 모듈형 약 관의 구조적 문제점을 살펴본다. 본 연구는 정책금융 소비자 중심의 개선방안으로서 약관과 특약을 통합하여 수입국 및 수입자위험을 모두 보상할 수 있도록 담보위험을 포괄적으로 확대 할 것을 제안한다. 이러한 분석과 제안이 수출보험 약관 개선시 참고자료로 활용되어, 우리나 라의 대표적 중소기업 수출지원제도의 선진화에 도움이 되기를 기대한다. Purpose : SME Plus Export Credit Insurance is an export credit insurance program newly launched in 2008. Its simplified contract and operation process enables a lot of SMEs to get access to the program. This study examines the structural problems of the insurance policy contract whose indemnifiable losses are comprised of buyer risks and country risks. Research design, data, methodology : This study analyzes both General Terms and Conditions and Special Terms and Conditions of SME Plus Export Credit Insurance. Results : While buyer risks are basic risks to be covered on default, exporters need to additionally buy Special Terms and Conditions to cover country risks. However, in economic crises, country risks evolve into buyer risks. Therefore, the scope of indemnifiable losses are not clear when the exporter holds country risks uncovered. This study proposes to comprehensively integrate both General Terms and Conditions and Special Terms and Conditions to cover both the buyer and country risks altogether, which is a consumer-oriented improvement solution. Conclusions : These analyses are expected to help improvement of terms and conditions of export credit insurance.

A Study on Country Cover Policy

무보의 국별신용조사 체계는 신용조사, 등급평가, 인수제한조치 수립으로 구성되어 있다. 무보 는 무역 및 해외투자 대상국별 비상위험 정도에 따라 국별인수방침을 수립하여 제한조치를 실행한다. 본 연구는 무역보험공사의 국가리스크 조사 체계 중 하나인 국별인수방침 제도를 분석하고 개선방안을 제시하여 수출기업이 국가리스크 모니터링 체계 구축에 활용할 수 있도 록 제안한다. 국가리스크 관리체계는 무역리스크관리에 유용한 수단으로 활용될 수 있다. 수 출기업은 무역 및 해외투자 리스크 관리를 지원하는 정책기관인 무보의 신용조사 및 평가 기 능을 활용하여 자체 국가리스크 관리 역량을 보완할 수 있다. 무보는 국별신용조사 체계를 수 출기업에 공유․보급하여 공공재로서 활용할 필요가 있다. 무보가 기업의 국가리스크 모니터링 체계 구축을 지원하는 것은 무역리스크 예방적 관리수준 향상에 기여할 것으로 기대된다. Purpose : This study analyzes the country cover policy of KSURE and suggests how to improve the policy. This study also propose that exporting companies could use the country cover policy to establish a country risk monitoring system. Research design, data, methodology : This study applies a qualitative comparative analysis on the country credit research system of KSURE. Results : The country credit research system of KSURE consists of three steps: credit search, credit rating, and country cover policy. KSURE establishes its country cover policy to impose underwriting restrictions on exports to certain countries according to the level of country risk. The country risk management system is considered as a useful tool for trade risk management. Exporters can supplement their country risk management capabilities by utilizing the credit research and evaluation functions of KSURE, a government agency that supports trade and overseas investment risk management. KSURE needs to share and distribute its country research system credit as public goods for exporting companies to benefit from. Conclusions : This study is expected to contribute to the improvement of preemptive trade risk management system at the national level by proposing KSURE’s initiative to nudge exporting firms to establish a country risk monitoring system.

본 연구는 미래의 교사들이 가지는 교육의 질과 교사로서의 전문성 향상을 위해 예비유아교사의 사고양식과 자아존중감, 의사결정능력에 관심을 가지고 연구하였다. 예비유아교사의 사고양식과 자아존중감과 의사결정능력과의 관계를 알아보고 각각에 미치는 영향에 대해 알아보고자 하였다. 연구대상은 현재 대학교 유아교육과에 재학 중인 예비유아교사 180명을 대상으로 선정하였다. 연구대상인 예비유아교사들은 3년제 대학의 1학년, 2학년, 3학년 학생이다. 연구대상인 예비유아교사들을 대상으로 사고양식과 자아존중감, 의사결정능력에 대한 설문을 실시하였다. 본 연구의 통계처리는 SPSS WIN 21.0v 프로그램을 사용하여 분석하였다. 연구결과는 첫째, 사고양식과 자아존중감, 그리고 의사결정능력은 유의한 상관관계가 있는 것으로 나타났다. 둘째, 예비유아교사의 사고양식은 의사결정능력에 유의한 영향을 미치는 것으로 나타났다. 셋째, 예비유아교사의 자아존중감의 의사결정능력에 유의한 영향을 미치는 것으로 나타났다. The purpose of this study was to investigate the pre - service teacher s thinking style, self-esteem and decision-making ability in order to improve the quality of education and professionalism of future teachers. The purpose of this study was to investigate the relationship between pre - kindergarten teacher s thinking style, self - esteem and decision - making ability and to examine the effect of thinking style and self-esteem on decision making ability. The subjects of this study were 180 preschool teachers who are currently attending the University Early Childhood Education Department. Statistical analysis of this study was performed using the SPSS WIN 21.0v program. First, there was a significant correlation between thinking style, self-esteem and decision-making ability. Second, the pre-kindergarten teacher s thinking style had significant influence on decision-making ability. Third, pre-service early childhood teachers self-esteem had a significant influence on decision - making ability.
