Thisarticleseekstocontributetoaglobalhistoryofdisarmamentby arguing for the importance of a largely forgotten moment in the history of arms control, namely, the report on the legality of nuclear testing issued by the Asian African Legal Consultative Committee (AALCC) in 1964. By focusing on the legality of nuclear testing during peacetime, the AALCC report was able to advance its objective of delegitimizing the possession of nuclear weapons without confronting the issue directly, a battle that militarily weak countries could not win. Using international law to compensate for political marginality was a novel anti-nuclear weapons strategy that would be adopted by other campaigns in decades to come. The article offers a critical genealogy of the dominant narrative of international arms control by situating the AALCC report within the historical context of decolonization and pointing out the importance of taking seriously the influence of global public opinion on superpower negotiating tactics. This approach adds a new dimension to our understanding of the global pressures shaping negotiations over the Partial Test Ban Treaty.
A Study on Performance of 3D RC Frames with Masonry in-fill under Dynamic Loading Conditions

This paper enlightens the response or behavior of 3D RC frames with various configurations & amount of masonry in-fill, under dynamic loading conditions. A 1:3 scale, two bay three storey models of a typical office building were constructed with various locations and percentage of masonry in-fill. Components of structure ie, structural sub-assemblages of columns, beams and slabs were casted from the same materials. A series of various ground motion tests were performed on the building model using servo controlled hydraulic actuator. The dynamic characteristics, such as frequency, acceleration and amplitude were identified at each frequency level. The effect of de-bonding of masonry in-fill with RC frames with increase in base acceleration was also observed in this study. Analytical models were developed to predict the natural characteristics and dynamic properties of structure. In modal analysis, masonry in-fill was modeled as equivalent diagonal strut and thickness of strut was taken as equal to in-fill thickness. Material properties and boundary conditions were assigned suitably for in-fill.

A 67-year-old man was referred for fluctuating neuropsychiatric symptoms, featuring depression, delirious episodes, recurrent visual hallucinations and catatonic syndrome associated with cognitive decline. No parkinsonism was found clinically even under neuroleptic treatment. $^{18}F$-FDG PET/CT showed hypometabolism in the posterior associative cortex including the occipital cortex, suggesting Lewy body dementia, but $^{123}I$-FP-CIT SPECT was normal and cardiac $^{123}I$-MIBG imaging showed no signs of sympathetic denervation. Alzheimer's disease was excluded by a normal $^{18}F$-florbetaben PET/CT. This report suggests a rare case of ${\alpha}$-synucleinopathy without brainstem involvement, referred to as "cerebral type" of Lewy body disease.
FDG-PET/CT Brain Findings in a Patient With Macrophagic Myofasciitis

Brain Positron Emission Tomography/Computed Tomography with $^{18}F$-fluorodeoxyglucose (FDG PET/CT) was performed in a 44-year-old woman with marked cognitive impairment, diffuse myalgias, sensory, memory and visual disorders, and chronic fatigue, presenting with histopathological features of macrophagic myofasciitis (MMF) at deltoid muscle biopsy. Cerebromedullary Magnetic Resonance Imaging (MRI), electromyography, ophthalmic examination, and cerebrospinal fluid analysis were normal. Visual analysis of FDG PET/CT images showed an atypical pattern of hypometabolism, involving symmetrically the occipital cortex, temporal lobes, and limbic system (including in particular amygdalo-hippocampal complexes), and the cerebellum. Posterior cingulate cortex and parietal areas were preserved. This pattern was confirmed by a voxel-based procedure using Statistical Parametric Mapping (SPM12) that compared a patient's images to normal reference samples from six healthy subjects with adjustment to age obtained using the same PET/CT camera. These results provide a glucose metabolism substrate for cognitive complaints in patients with long-lasting aluminium hydroxide-induced MMF.
