      • The final report for CCM.M-K7: key comparison of 5 kg, 100 g, 10 g, 5 g and 500 mg stainless steel mass standards

        <P></P> <P>In order to show equivalence in mass standards calibration among National Metrology Institutes (NMIs) of member countries of the 'Comité international des poids et mesures' (CIPM), key comparisons (KC) of mass standards have been carried out under the auspices of the '<I>Comité Consultatif pour la Masse et les Grandeurs Apparentées</I>' (CCM). This key comparison of 5 kg, 100 g, 10 g, 5 g and 500 mg stainless steel mass standards was based on the decision of the CCM during the 12<SUP>th</SUP> meeting held in 2010 at the Bureau International des Poids et Mesures (BIPM). KRISS (Republic of Korea) and PTB (Germany) acted as pilot laboratory and co-pilot laboratory, respectively. The results were evaluated with the Monte Carlo method using measurement values based on participants' reference standards calculated following the recent BIPM amendments in 2015. Regarding participant results, VNIIM (100 g and 5 g) were not consistent with the key comparison reference values within their expanded uncertainties with the coverage factor, <I>k</I> = 2.</P> <P></P> <H2>Main text</H2> <P> To reach the main text of this paper, click on <A HREF='http://www.bipm.org/utils/common/pdf/final_reports/M/M-K7/CCM.M-K7.pdf'>Final Report</A>.         Swirl 타입 노즐 적용 수소 전소 연소기 연구

        A hydrogen combustor for applying to 5MWe-class small gas turbines was designed and experimentally investigated in this study. A swirl type, not a multi-tube type, which is widely used in the recently developed hydrogen combustor, was applied to this hydrogen combustor. The test was conducted at the inlet temperature of 410°C which is derived from cycle analysis and at atmospheric pressure (1.35 barA). First, the ignition test was performed while switching from NG flame to hydrogen flame. Flame structures (from direct photo and OH* chemiluminescence), NOX emission and dynamic pressure were observed with varying adiabatic flame temperatures and fuel splits of FC1 and FC2. Lean blowout and flashback characteristics were investigated with varying equivalence ratio and flow velocity. Flame was converted from V-shaped flame to M-shaped flame as equivalence ratio increases and M-shaped one has higher NOX emissions. NOX emission is under 3 ppm (@15% O2) at 1860 K of flame temperature which is equivalent or even lower level of NG combustors. It was found that the operating range from lean blowout to flashback is very wide.

      • Enrichment of molecular antenna triplets amplifies upconverting nanoparticle emission

        <P>Efficient photon upconversion at low light intensities promises major advances in technologies spanning solar energy harvesting to deep-tissue biophotonics. Here, we discover the critical mechanisms that enable near-infrared dye antennas to significantly enhance performance in lanthanide-doped upconverting nanoparticle (UCNP) systems, and leverage these findings to design dye-UCNP hybrids with a 33,000-fold increase in brightness and a 100-fold increase in efficiency over bare UCNPs. We show that increasing the lanthanide content in the UCNPs shifts the primary energy donor from the dye singlet to its triplet, and the resultant triplet states then mediate energy transfer into the nanocrystals. Time-gated phosphorescence, density functional theory, singlet lifetimes and triplet-quenching experiments support these findings. This interplay between the excited-state populations in organic antennas and the composition of UCNPs presents new design rules that overcome the limitations of previous upconverting materials, enabling performances now relevant for photovoltaics, biophotonics and infrared detection.</P>

        Ensuring the economic security of agro-industrial complexes of Ukrainian regions has become a top-priority task of state regional policy, as their stable functioning is an essential element of economic security of the whole country. It is overcoming threats to the development of the agro-industrial complex that ensures its further effective functioning and has a significant impact on the economic security of our state. Methods: logical method; methods of system analysis; synthesis; economic and statistical method; method of expert assessment; SWOT analysis; economic and mathematical modelling and planning. Results. Characteristic features of economic security have been given. The essence and significance of the agro-industrial complex in improving the economic security of the state have been determined. It has been noted that in recent years, the agro-industrial complex, which acts as a driver of the domestic economy and has a direct impact on the development of the country, has been growing (in 2019 the cereal and legume harvest exceeded 75 million tons, 20,269 thousand tons of potatoes were dug, more than 15 million tons of sunflower, 9,688 thousand tons of vegetables and 2,119 thousand tons of fruits and berries were harvested, meat and egg production increased by 137.5 thousand tons (or 5.8%) and 545.5 million pieces (or 3.4%), respectively, the number of employed population in agriculture increased by 139.8 thousand people (or 4.9%), the labour productivity in crop production increased by UAH 294.4 thousand (or 44.6%), in livestock production - by UAH 311.3 thousand (or 61.8%)). Based on the system of production and economic indicators, the analysis of the state of the agro-industrial complex has been carried out. Taking into account the results of the obtained data and using SWOT-analysis, the major threats to the development of the agro-industrial complex have been identified. Ways of overcoming threats enhancing the economic security of Ukraine have been proposed.

        Agrobacterium tumefaciens-mediated genetic transformation of Digitalis purpurea L.

        Genetic transformation is a tool of specialinterest for developing new biotechnological strategies forthe production of bio-active compounds such as cardenolides,which are exclusively obtained from plants. To date,Digitalis plants are the main economically viable source ofcardenolides for the pharmaceutical industry. This studydescribes the development of efficient plant regenerationand Agrobacterium-mediated genetic transformation protocolsfor Digitalis purpurea L. First, a plant regenerationprocedure starting from leaf segments of in vitro-cultivatedplants was established and the minimal inhibitory concentrationof G-418 (geneticin) for callus induction wasdetermined. Both leaf segments and callus tissue weresensitive to G-418 70 mg l-1. Afterwards, two Agrobacteriumstrains were used to test their T-DNA transferability on D. purpurea leaf tissues, EHA105 andC58C1RifR (pMP90), both harboring the binary vectorpTJK136. Strain C58C1RifR (pMP90) yielded a highernumber of transformed plants than EHA105. Successfultransformation was confirmed by histochemical b-glucuronidase(GUS) assays of the putative transgenic tissuesand PCR analyses using b-glucuronidase (uidA)- andneomycin phosphotransferase II (nptII)-specific primers. Southern blot hybridization confirmed the stable integrationof the nptII gene in the transgenic plants. In total, 518independent transgenic lines were regenerated with anaverage of 6.91 transgenic lines per initial leaf segmentinfected with A. tumefaciens strain C58C1RifR (pMP90). To date, only a few studies have been published on thegenetic transformation of Digitalis species. The protocolsfor plant regeneration and genetic transformation describedin this paper will contribute to functional studies for abetter understanding of cardenolide biosynthetic pathwaysand the metabolic engineering of cardenolides to develophigh-yielding improved genotypes.

        The main purpose of the study is to determine the main aspects of information support for anti-crisis management in the context of ensuring national security. In modern conditions, under the influence of COVID-19, it becomes important to develop a modern paradigm for the transformation of anti-crisis management, based on the determination of the laws of state development on the basis of the imperative of national interests and territorial integrity. These are, firstly, the patterns of development of the state system of public administration, secondly, the patterns of development of a complex of state interests, and thirdly, patterns of development of the modern model of the country's territorial integrity. As a result of the study, the key aspects of the anti-crisis management system were identified in the context of ensuring the security of national interests.
