케어팜 거버넌스에 대한 탐색적 연구: 네덜란드와 벨기에 사례를 중심으로

최근 치매환자의 돌봄 치료 및 농촌지역 혁신의 일환으로 케어팜(care farm) 활용에 대한 사회적 관심이 커지고 있다. 건강복지관점의 치료와 농촌혁신관점의 농사가 결합된 케어팜은 다른 배경을 가진 다양한 이해관계자들의 상호 협의를 위한 거버넌스(governance) 구축이 중요하다. 하지만 아직 이에 대한 연구가 부족하다. 따라서 본 연구는 케어팜 거버넌스 프레임워크를 설계하여 주요 케어팜 성공 사례인 네덜란드 파라다이스 케어팜과 벨기에 푸른 농장의 거버넌스를 비교분석했다. 분석결과, 네덜란드와 벨기에 케어팜 거버넌스 체계는 제도적, 재정적 지원, 지역특성, 구조, 운영방식과 전략에서 다른 특징을 보였다. 네덜란드 케어팜 거버넌스는 치료중심 정부주도형으로써 사회 지원법 하에 보건복지부 중심으로 환자들을 위한 치료에 집중되어있다. 반면, 벨기에 케어팜 거버넌스는 지자체주도의 농업중심 참여촉진형으로써 지역 내 농업 협동조합, 의료기관들의 자발적 참여를 촉진하는 특징을 보였다. 이러한 케어팜 거버넌스 체계 및 유형 규명은 케어팜 연구에 대한 이론적 토대를 제공하고, 한국처럼 케어팜 활성화에 관심 있는 정부 및 지자체에 케어팜 거버넌스 설계방향의 가이드라인을 제공할 것이다. Recently, there has been growing social interest in the use of care farms as part of therapy for neurological or mental patients and regional innovation for rural areas. Care farm, which combines the health treatment and rural innovation perspectives, is important to establish a proper governance system for mutual collaboration with various stakeholders. However, there is still a lack of research on this. Therefore, this study designed the care farm governance framework and comparatively analyzed the governance between Netherlands paradise care farm and Belgium blue farm, which are major successful care farm cases. The results showed different governance system between Netherlands and Belgium care farm in terms of institutional and financial support, regional characteristics, structure, operation, and strategy. In Netherlands, as the central government-initiated therapy-centric, care farm governance is concentrated in treatment of patient mainly supported by Ministry of Health, Welfare and Sports under the law on social support. Whereas, in Belgium, as local government-initiated agriculture-centric, care farm governance is mainly focused to lead voluntary participation of agricultural cooperatives and medical institutions in regional area. This study provides a theoretical foundation of governance type and system for the care farm research and suggests guidelines of care farm governance for the governments like South Korea consider activating care farm.

소셜 네트워크분석을 활용한 한중 4차 산업혁명 기술 교류 분석

최근 인공지능, IoT, 빅데이터 등 제4차 산업혁명 관련 기술의 비약적인 발전을 바탕으로 관련 시장의 규모 역시 빠르게 증대되고 있다. 이에 따라 기업에서는 새로운 시장을 선점하기 위한 기술개발과 더불어 한국의 최대 경제 교류국가인 중국과 기술교류를 활발히 이어가고 있다. 그러나 초연결이 가장 중요한 제4차 산업혁명 시대에 기술교류의 활성화가가지는 중요성과 시급성에도 불구하고 실제 한국과 중국 사이의 협력이 어떠한 규모로 어떻게 이루어지고 있으며, 교류에 중심적인 역할을 하는 주체에 대한 실증 연구가 아직 이루어지지 않고 있다. 따라서 본 연구의 목적은 제4차 산업혁명과 관련하여 한중 기술교류의 현황과 활성화 효과를 분석하고, 향후 관련 기술 분야의 한중 간 협력 활성화 방안을 제안하는 것이다. 분석결과 제4차 산업혁명 관련 기술교류 네트워크에서의 기업 간 중심성의 경우 삼성전자, 텐센트, LG전자, 애플, 테슬라 등이 중요한 역할을 하고 있었다. 또한 기업-환경 관점에서의 중심성을 각 국가별 측정한 결과 한국은 삼성전자, LG유플러스, SK텔레콤 순으로 중심성이 높게 나타났으며, 중국은 텐센트와 알리바바, 샤오미의 순으로 중심성에서 높이 나타났다.

한중 4차산업혁명 기술교류 및 효과에 대한 실증연구: 기업 소셜 네트워크 분석 중심으로

중국의 4차 산업혁명 첨단기술 개발 및 사업화 속도가 빠르게 진행되며 효과적인 한중 기업 간 기술교류가 한국의 중장기 산업발전에 더욱 중요해지고 있다. 하지만 아직까지 한중 기업 간 기술교류가 어떻게 진행되는지와 그 효과에 대한 실증 연구가 부족하다. 이에 본 연구는 4차 산업혁명 관련 한중 기술교류 현황 및 효과에 대해 2018년부터 2020년 3월까지 뉴스에 소개된 한중 기업 기술교류 및 협력 기사의 텍스트 마이닝 데이터 기반으로 소셜 네트워크 분석을 진행하고 네트워크 중심성의 성과영향 회귀분석을 진행했다. 분석 결과 국내 전자 대기업들이 대부분 중심성 지표에서 높은 중심성을 보이며 중국 기업 및 기관들과 네트워킹을 활발히 진행하고 있다. 국내 통신사들이 매개 중심성과 부분그래프에서 높은 중심성을 국내 인터넷 서비스 업체와 방송 컨텐츠 업체들이 높은 고유벡터 중심성을 나타냈다. 또한 한국기업보다 중국기업이 높은 매개 중심성을 제조기업보다 서비스기업이 높은 근접 중심성을 보였다. 이러한 네트워크 중심성은 회귀분석결과 기업성과에 긍정적인 영향을 미쳤다. 본 연구는 4차 산업혁명 분야에 집중하여 한중간 협력 현황을 분석한 최초 연구라는 의미가 있으며, 학술적으로 글로벌 기업 협력에 있어 소셜 네트워크 분석 기반 실증 연구 방향을 제시하고 실무적으로 기업이나 정부의 한중 기술 협력 방향 설정에 있어 네트워크 분석 기반 가이드라인을 제시하였다. China’s rapid development and commercialization of high-tech technologies in the fourth industrial revolution has led to effective technology exchanges between Korean and Chinese firms becoming more important to Korea’s mid-term and long-term industrial development However, there is still a lack of empirical research on how technology exchanges between Korean and Chinese firms proceed and their effectiveness. In response, this study conducted a social network analysis based on text mining data of Korea-China business technology exchange and cooperation articles introduced in the news from 2018 to March 2020 on the current status and effects of Korea-China technology exchanges related to the fourth industrial revolution, and conducted a regression analysis how network centrality effect on the firm performance. According to the results, most of the Korean major electronic firms are actively networking with Chinese firms and institutions, showing high centrality in the centrality index. Korean telecommunication firms showed high betweenness centrality and subgraph centrality, and Korean Internet service providers and broadcasting contents firms showed high eigenvector centrality. In addition, Chinese firms showed higher betweenness centrality than Korean firms, and Chinese service firms showed higher closeness centrality than manufacturing firms. As a result of regression analysis, this network centrality had a positive effect on firm performance. To the best of our knowledge, this is the first to analyze the impact of the technical cooperation between Korean and Chinese firms under the fourth industrial revolution context. This study has theoretical implications that suggested the direction of social network analysis-based empirical research in global firm cooperation. Also, this study has practical implications that the guidelines for network analysis in setting the direction of technical cooperation between Korea and China by firms or governments.

지혜 경영 : 지식의 윤리적 측면에 대한 연구 On Ethical Aspects of Knowledge

Ethical value is one of the crucial properties of knowledge. By far, however, conventional concept of knowledge lacks the ethical aspect. This has leaded the business knowledge management system to consider only how to maximize the profit, which may result in long term business fail. This paper aims to add the biblical ethics to the knowledge management. To do so, we analyzed how the people discern the usability and desirability are perceived differently, which advocate that the ethical aspect of knowledge valuation is worthwhile consider separately. To distinguish the general definition of knowledge, ethical aspect added knowledge is called "wisdom" in this paper. We also briefly described how wisdom is identified in the Bible. Then we operationally defined wisdom; wisdom is value-oriented, indirect, intuitive, implicated, dominating and metaphorical knowledge.
