1990년대 경제난 이후 북한 지방경제 변화 연구 - 평안남도 순천시 사례

본 연구는 북한에서 1990년대 심각했던 경제난에 지방도시가 어떻게 자생력을 구축하고 지방경제를 활성화했는지 순천도시 사례를 통해 분석했다. 중앙집권적 계획경제체제에 따라 기업자재와 주민식량을 공급받아 운영되던 순천지방경제는 극심한 경제난으로 인해 혼란의 시기를 맞게 된다. 이에 순천도시의 유력 기업들은 시장 원리를 적극 수용하고 스스로 경제주체로 나서게 되면서 지방과 기업, 주민소득을 상승시켰다. 순천시지방경제가 경제난을 계기로 한층 더 발달하게 된 객관적 요인으로는 ▲순천시의 지하자원과 ▲근거리에 있는 소비시장으로서 평양수도의 존재 ▲철도와 도로 등 교통발달이 꼽힌다. 계획경제에 얽매이지 않고 스스로 필요한 재화와 현금을 획득하고 있는 순천시지방경제의 공식적 및 비공식적 재정수입은 국가경제의 회생에 힘을 실어주고 있다. This study analyzed how local cities in North Korea built self-sustaining power and revitalized the local economy during the severe economic difficulties of the 1990s, by looking at the case of Suncheon City. The Suncheon local economy, which operated by receiving corporate materials and residents" food under the centralized planned economic system, faced a period of turmoil due to severe economic difficulties. As a result, Suncheon City"s major companies actively accepted market principles and became economic players themselves, driving up local, corporate and residential income. The objective factors that led to further development of Suncheon"s local economy in the wake of the economic crisis were as follows: 1.) the underground resources of Suncheon City, 2.) the existence of Pyeongyang (the countrys’ capital) as a nearby consumer market, and 3.) the development of transportation such as railways and roads. The official and informal financial income of Suncheon City"s local economy, which was not tied to the planned economy and relied on the acquiring necessary goods and cash by its own means, supported the revival of the national economy.

본 연구는 후기 식민주의 페미니즘 이론에 기반해 북한 여성 및 인권 연구를 위한 방법론 전반을 10년 이상의 시간 동안 저자들이 각각 북한에서, 또 남한 사회에서 연구자와 인권 운동가, 또 북한이탈주민이라는 참여 관찰자적 위치로 경험한 내용과 인터뷰를 통해 얻은 자료들을 통해 고찰하였다. 특정 계층의 사람들을 대변한다고 주장하는 여러 주체들을 통해서도 목소리를 낼 수 없는, 거대담론의 대안적 개념보다 더 하위에 있는 개념인 서발턴(Subaltern), 정상성과 비정상성을 나누는 제국주의적 시각, 푸코(Foucault)의 권력/지식 개념을 통해 어떻게 북한 인권과 여성 연구에서 여러 목소리가 소외되었는지를 살펴본다. 북한 인권 담론과 그 안의 각기 다른 세 영역(북한 인권 보고서, 북한 인권 운동, 북한 인권 연구)을 구분하고 그 안에 일어나는 북한 인권의 정치화를 살펴보며 그 안에서 표현되지 못하는 목소리들에 대해서 고찰해보고 기존의 시장과 여성 연구에서 어떠한 부분들이 더 정교하게 구체화 되어야 할지를 고찰한다. 이후에는 기존 연구들의 동향과 제기된 방법론의 문제인식에 기반해 향후 북한 여성 및 인권 연구가 가야 할 방법론 방향성과 윤리문제들을 모색해본다. Based on post-colonial feminist and black feminist theories, this study discusses the methodological issues in studying women and human rights in North Korea. It starts by using the example of the Indian custom of “sati” to explain the sociological concept of “subaltern” and proceeds to address the question of whether the voices of North Koreans can be represented in existing discourses around North Korean human rights and studies on North Korean women. To answer this question, various concepts are explored, such as Foucault’s discussion of power and knowledge and the dichotomy between normal and abnormal under the colonialist approach. After exploring these concepts, the study explores several distinct areas of politicization in the North Korean human rights area. While this study emphasizes the importance of hearing the voices of a wider diversity of North Korean women and the subjects of North Korean studies, it attempts to develop diversified categories of North Korean women. The authors’ main approach is participant observation based on their own experience over the last decade as a North Korean human rights activist/researcher and a North Korean migrant who has experienced the markets in the Democratic People’s Republic of Korea. Based on interviews and observations, this study concludes by considering how to implement methods based on the ethical issues explored in this study and highlights the significance of solidarity in conducting studies on women and human rights in North Korea.
