In this paper, we have proposed a methodology which can test and evaluate on system level in development phase of command guided missile system. Test and evaluation play a significant role in the development of weapon system, providing the means for determining to what extent the weapon system satisfies its requirements, whether it functions normally in the operational environment. In case of command guided missile having seeker, the missile communications link provides data to allow the missile to fly an efficient trajectory toward target. Therefore, it is very important to test and evaluate for data link between missile and radar on whole system aspect. we introduce the concept and devices for system level test and evaluation of command guided missile system.
미국 국방부 LRIP 개념의 국내 정밀유도무기체계 개발 적용 방안 연구

2차 세계 대전 이후 냉전 시대에 접어들면서 무기체계의 양산은 양적인 측면뿐만 아니라 질적인 측면에서의 검증이 요구되기 시작했으며, 그 해답으로 LRIP가 제시되었다. LRIP의 목적은 생산 시설의 적합성 검증과 초도운용시험평가를 위한 최소한의 물량을 확보하는 것이다. 국내 무기체계 개발 과정은 미국 국방부의 획득단계인 LRIP를 체계개발 단계에서 간소화하여 수행함으로써 무기체계 개발 및 전력화 일정 단축 및 개발 비용을 낮출 수 있는 장점을 가지고 있는 반면, 초도 양산품에 대한 신뢰성이 저하될 수 있는 단점을 가지고 있다. 양산 이후 주요한 운용 효율성이나 적합성 문제가 발견되는 위험성을 줄이고자 LRIP는 가능한 한 양산단계 이전인 운용시험평가단계에서의 적용이 바람직하다. 본 논문에서는 미국 국방부 무기체계 획득 절차, 국내 무기체계 획득 절차, 국내 LRIP의 기대효과 등을 분석하여 국내 정밀유도무기체계 개발에 적합하고 효율적인 LRIP 적용 방안을 제시하고자 한다. With the end of World War II and the beginning of the Cold War, the main issue in global defense eventually became not only the quantity of arms, but also their quality. To ensure the quality of defense acquisitions, the items needed to be tested before their mass production. LRIP (Low-Rate Initial Production) was the answer to the significant problems in the process. LRIP is an acquisition process implemented in the United States Department of Defense. It is the first effort in the Production and Deployment phase of the defense acquisition. It was intended to result in the completion of manufacturing development to ensure adequate and efficient manufacturing capability and to produce the minimum quantity needed to provide production or production-representative articles for the Initial Operational Test and Evaluation (OT&E). The domestic weapons system was developed by simplifying LRIP. We were able to shorten the development and force integration period and reduce the development cost. However, this defense acquisition process could lead to the deterioration of the reliability of the initial production. To reduce the risk of finding major operational effectiveness and suitability problems after the start of production, LRIP is recommended as much as possible in the OT&E before the start of production [5]. From an analysis of the United States Department of Defense examples with regard to the development procedure for domestic weapons systems and the expected effectiveness of the domestic LRIP, a methodology was proposed for the effective application of the LRIP concept to the domestic development procedure for the PGM system.

This paper analyze technical review entry criteria and review process based on system property, and review checklist to conform technical review is also showed. The execution of review is determined according to the preparation of review item and identification for risk element. Risk level should be mitigated before technical review by appropriate plan. This paper described the entering condition of technical review for developmental phase, and tailoring consideration for technical review condition. Described technical review entry criteria, review process, and tailoring consideration is applied to development of test equipment for ground ant-air missile system. Applied system specific technical review process, tailored entry condition for test equipment for ground ant-air missile system and review check list is showed and the effectiveness of described system specific technical review process is presented.
탄도미사일 하층 방어 수행을 위한 발사대 배치 효과도 분석

For a lower tier defense, the distance between a launcher and an engagement control station is quite important to estimate the proper defense area and to effectively arrange missile launchers. In this paper, we have analyzed an effectiveness of anti-ballistic missile launcher arrangement for the lower tier defense against the ballistic missile. The operation concept, specific configuration and aerodynamic characteristics of the ballistic missile such as SCUD-B/C, Nodong are considered in order to develop a realistic engagement simulation. The diverse engagement results through numerical simulations are provided to conduct the effectiveness analysis of anti-ballistic missiles.
