공공임업투자분석(公共林業投資分析)에 있어서 사회적 비용-편익분석법을 사용할 경우 적정 할인율의 선택은 매우 중요하다. 본 연구에서는 공공경제학 부문에서 토론 되고 있는 사회적(社會的) 할인율(割引率)이 소개되며 그의 한가지 척도로서 사회적(社會的) 시간선호율(時間選好率)이 우리나라에 대하여 추정되어졌다. 사용된 모델은 소비에 대한 사회적(社會的) 한계효용탄력성(限界效用彈力性) 계수(係數)와 실질 소비성장율(消費成長率)등 두가지 변수에 기초를 두고 있다. 적용 결과 우리나라의 사회적(社會的) 시간선호율(時間選好率)은 6.2%이며 소비에 대한 사회적(社會的) 한계효용(限界效用) 탄력성계수(彈力性係數)는 -1.38로 나타났다. 이러한 결과들은 합리적인 자원배분정책을 수립하는데 유용한 기초자료로 이용 될 수 있을 것이다. When the social cost-benefit analysis is applied for analyzing the public forestry investment, the choice of discount rate to be used in analysis is critical. In this paper, the social discount rate discussed in the public economics was introduced and the social time preference rate as a measure of that was estimated for Korea. The component parameters of the model used are : the elasticity of social marginal utility of consumption and the growth rate of real consumption. The results for the social time preference rate and the elasticity of social marginal utility of consumption are 6.2% and -1.38, respectively, which are plausible and thus can be used as a useful basis in establishing rational resource allocation policies.
타액내 Testosterone 측정을 위한 효소면역 측정법과 응용

A few enzymeimmunoassay (EIA) for steroid hormincs cspecially testosterone (T) have been reported but was nt suitable for al biological samples. The present study was designed to develop a rapid, sensitive EIA and to apply this technique for study the physiological changes of T in biological samples. Saliva samples were collected on 06:00-19:00 hour during one menstrual cycle from 18 normally menstruating women a and on 10:00-12:00 hour from 20 normal men. The present study shows an established T-EIA, using horse radish peroxidase (HRP), which was covalently bonded to testosterone-3-carboxy methyl (T-3-CMO). One batch of T-antisera was also covalently linked to microcrystalline cellulose particles by an mixed anhydride method in order to facilitate separation of bound and free steroid. The esta-blished EIA was validated in terms of sensitivity, accuracy, specificity, precisions etc., comparing with conventional radioimmunoassay, which has also been established in the present study. The sensitivity of the established EIA was less than 25pg/tube. The correlation coefficients between the expexted Tvalues and observed T-values meas-ured by FIA or RIA were r-0.985 and 1-0.941 respectively. The cross reactivity of an tiserum in EIA was a little higher than that of RIA, especilly by 5 alpha-DHT. The intra-and inter-assay precision of the present FIA were extremely similar to those of RIA. The present study also demonstrates that the normal T-values in salive of Ko-rean male and femal samples are 265.65+15.80pmol/l and 109.7412. Olpmol/l respe ctively, The present EIA seems to be established and suitable for use in the endocrinological studies. The advantages of this EIA system also might make the present T-EIA an ideal procedure for use in a routine steroid laboratory especially in underdeveloping poor country.

The urban forest area was increased significantly from 428thousands ha in 1993 to 2,434thousands ha in 1998 as the result of integration of urban cities and rural areas which started from 1995. The administration of rural forest areas was incorporated into city administration, bringing an increase in urban forest. However, the forest within urban planning area was diminished and isolated. The isolation deteriorated the quality of urban forest ecosystem. In addition, the urban forest is not managed appropriately because various laws and organization are involved. The organizations suffered from insufficient budget also. Therefore this study identifies management problems and functional roles of the urban forest, and suggests future policy recommendations to maintain a better and systematic management of urban forest.
