The study delves on tendency of publicness that appear in city hall complexes built in recent years. For the purpose, publicness defined in terms of building program, morphology of building form and exterior space, and sustainability were applied to the case study. Social concerns on city hall projects appeared in the newspaper and professional concerns in architectural magazine were analyzed for 5 years(2005-2010). The social concerns included the excessive building area and extravagant form, excessive energy consumption, financial bankruptcy, private sector oriented site development etc. and were adapted by the central government to rationalize control local government and public building projects. Professional concerns by the architects were adhered to spatial and abstract contents, and competition juries stayed mute and speechless. At the last, an indepth study on Seoul city hall construction project involved on the upper mentioned public issues. To fulfill the public issues of city hall project next following is necessary: building programs should contain real essential needs: building forms should abstain from superficial fashion neglecting soundness and constancy; exterior space should be maximized to perform balanced role with building; concept of sustainablility should be carried not only by technological devices but also with cultural consistency keeping the possibility of enlargement within the existing site.

The study starts with a definition on the rural area and evolution and development of the built environment, then introduces the value-role that invented in the architectural programming information analysis as a tool to analyze morphology of the villages and houses. It intends to analyze current situation of rural architecture through post construction evaluation since 30 years of the inhabitation that started with the New Community Movement(1972~1980). For the purpose, the types of villages were discussed in terms of locality and function, and of the houses in terms of regulation. A case study on 4 types of villages including 13 localities were conducted in 2009, and among them 7 localities were compared with 1980s situation. The cases were analyzed via 4 values, ie., context, function, form and economy and pulled out issues that dominate over the proper evolution and development of the villages and houses. The findings were 1) location and function were critical element to differentiate, 2) the change were induced in mixture of natural evolution and value oriented development by the people and the government, 3) the rural change were extremely unexpectable with appropriation of rural context and adaptation to urban model. Finally, we suggests value and role oriented suggestion to support proper evolution and development of rural architecture, ie., 1) public level context, 2) user and investor level function and economy, 3) professional level form and technology.
