범죄예방 환경디자인을 통한 지하철 역사 공간의 범죄유발요인 연구

최근 지하철은 시민들에게 가장 친숙하고 중요한 대중교통 수단으로 이용되어지고 있는 반면, 이용객이증가함에 따라 발생하는 각종 지하철 범죄 및 사회문제가 끊임없이 제기되고 있다. 본 연구는 이러한 지하철 역사 공간의 현실적인 문제점들을 인식하여 공간 환경 영역에서의 범죄유발요인을 분석하여 범죄행위 저감 및 예방을 위한 방안을 모색하기 위한 의도로 시작되었으며, 이에 연구의 목적은 범죄예방 환경디자인에 기반한 실증적 사례 분석을 통해 지하철 역사 공간의 범죄유발요인 특성을 도출하는데 있다. 연구의 방법은 일차적으로 선행연구를 바탕으로 범죄예방 환경디자인 관점에서 범죄유발요인과 관련한 핵심요인을 지하철 역사의 공간영역과 연계하여 체크리스트를 도출하였으며, 이차적으로 도출된 체크리스트를 중심으로 지하철 역사 공간의 현장조사를 진행하였다. 마지막으로 사례 공간에서 평가된 범죄유발요인을 공간영역과 조사항목, 그리고 범죄예방 환경디자인 관점에서 분석 및 해석하고, 범죄를 예방할 수 있는 개선방향을 제시하였다. 연구의 공간적 범위는 서울역과 신도림역의 지하철 역사와 승강장을 중심으로 설정하였으며, 현장조사의 시간적 범위는 월, 수, 일요일을 오전-오후-저녁-심야 시간대로 설정하여 총 12회에 걸쳐 평가를 진행하였다. 연구의 분석 결과, 방치된 사각지대, 폐쇄형의 공간구조, 평균 이하의 낮은 조도, CCTV와 비상벨과 같은 방범시설의 부적절한 수량 및 배치, 안전구역의 지정 및 디자인에 대한 고려 부족, 시인성 및 가독성 낮은 안내 사인, 무분별하고 선정적인 과대 상업광고물, 환경 시설물의 취약한 유지관리가 지하철 역사 공간의 주요 범죄유발요인 특성으로 파악되었다. 여기서, 지하철 범죄유발요인을 지하철 이용자의 관점에서 보면 무질서한 공간구조와 시설배치, 혼란을 가중시키는 안내사인과 같은 환경 및 시설 요인들은 결국 지하철 역사 공간에서의 이동방해를 유발하는 요소가 되어, 단시간에 수많은 시민들이 이용하는 상황과 맞물려 범죄를 유발하는 기회적 요인이 됨을 알 수 있었다. 그리고, 지하철 관리자의 관점에서는 부족한 관리 인력과 예산, 노선별로 상이한 운영관리주체, 안전 시설 설치와 관리 등을 위한 규정 미비 등이 안전한 지하철 운영의 어려움을 가중시키고 있는 것으로 사료되었다. 이에, 지하철 역사공간의 범죄유발요인을 감소시키기 위해 시급히 개선할 사항으로 노선별 관리운영주체가 공통으로 유지관리할 수 있는 지하철 역사 공간의 안전 및 범죄예방 매뉴얼 개발 및 활용을 제언하며, 이를 통해 시민들이 안전하고 쾌적하게 이용할 수 있는 지하철 공간환경조성 방안을 모색하고자 하는데 연구의 궁극적인 의의가 있다. The subway has become one of the most importantmeans of public transportation in many large cities.However, we have also seen increasing number of crimeand social problems around using subway. Therefore,this study aims to identify crime-causing factors insubway station by analyzing illustrative case studiesbased on environmental design that can help preventcrime. This research conducted from the perspective ofcrime prevention design and the checklist was drawnup by associating crime-causing factors, mainly relatedwith spaces and places in subway station. Then, theon-site survey was carried out at Seoul Station andSindorim Station using the second one. Crime-causingfactors derived from the on-site survey were analyzedfrom the perspective of crime prevention throughenvironmental design, the spatial range, and thechecklist items and then improvement proposals weresuggested. This on-site survey took place in andaround Seoul and Sindorim Station, including platform.Also, it was conducted total 12 times which are consistof the following 3 days: Monday, Wednesday, andSunday and the following 3 times: morning, afternoon,and evening for each day.As a result of the analysis, the following pointswere identified as crime-causing factors in subwaystations: blind zones that are not covered bysurveillance cameras or which are beyond people’s fieldof vision or sphere of attention; closed spatialstructures; lower-than-average luminous intensity; aninsufficient number of anti-crime surveillance camerasor emergency alarms; insufficient consideration of thedesignation of safe zones and their relevant design;information signs with low visibility or readability;oversized, suggestive ads; and improper operation andmaintenance of environmental facilities. It was foundthat disorder of spatial structure and facilities’ locationand unclear signage system disturb passengers totravel, increase congestion and finally, can become ancrime-causing opportunity factors. Therefore, it mightbe better to consider providing a common manual usedby each line’s managing organization for safety ofsubway station and crime prevention in order todecrease crime rate. The ultimate purpose of this studyis to promote the creation of a safe and pleasantenvironment in subway stations by suggesting thedevelopment of a manual for crime prevention.
