        한국어 교재 개발에서 문화 다양성 반영 사례 연구

        본 논문은 한국어 교재 개발 사례 연구로, 교재 개발 과정에서 문화 다양성을 어떻게 반영했는지를 살펴보는데 목적이 있다. 국립국어원 주관으로 <사회통합프로그램(KIIP) 한국어와 한국문화> 교재 개발 사업이 진행되어2020년 12월에 총 13권의 교재를 출간하였다. 그 과정에서 다문화 전문가들이 문화 다양성을 감수하는 과정을 거쳤으며, 감수 의견을 반영하여 교재 수정 작업이 진행되었다. 문화 다양성의 세부 기준은 ‘다양성, 고정관념과 편견, 집단 간 상호작용’이며, 교재의 모든 텍스트와 이미지 자료를 대상으로 감수를 진행하였다. ‘다양성’은 특정 문화를 표준으로 제시하거나 소수 문화 집단이 배제되지 않았는지를 살펴보는 것이다. ‘고정관념과 편견’은 특정 집단에 대한 왜곡된 기술이나 인식이 드러나지 않았는지를 살펴보는 것이며, ‘집단 간 상호작용’은 다양한 집단 구성원 간의 다양한 의사소통 상황이 제시되는지를 살펴보는 것이다. 본 논문은 문화 다양성 감수에서 지적받은 내용이 무엇인지, 그 내용을 반영하여 교재를 어떻게 수정했는지를 구체적으로 살펴보았다. 이러한 사례 연구는 한국어교재 개발자들에게 문화 다양성을 반영하기 위한 구체적인 방법과 자료를 제공해 주는 역할을 할 것이다. 또한한국어 교육 전문가의 문화 다양성 인식을 제고하여 관련 연구를 진행하는 데도 도움을 줄 것으로 기대된다. This is a case study on the development of Korean language textbooks. The study examineshow cultural diversity was reflected in developing language textbooks. A project to develop suchtextbooks, titled Korea Immigration and Integration Program (KIIP) Textbook: Korean Languageand Culture was conducted under the supervision of the National Institute of Korean Language,and a total of 13 textbooks were published in December 2020. As part of the developmentprocess, these textbooks were reviewed for cultural diversity by a group of multicultural experts,and revisions were made to reflect their opinions. The detailed criteria for cultural diversityconsisted of “diversity,” “stereotypes and prejudice,” and “interaction between groups,” based onwhich all text and image materials were reviewed. In “diversity,” whether the textbooks presenta particular culture as a standard or exclude a cultural minority group was examined. In “stereotypesand prejudice,” this study investigated whether the textbooks reveal misleading descriptions ordistorted perceptions of a specific group. In “interaction between groups,” whether the textbooksprovide various communication situations among members from different groups was examined. This study examined what was highlighted in the review process on the cultural diversity of thetextbooks and how they were revised to reflect the review in detail. This case study providesKorean language textbook developers with specific ways and resources to incorporate culturaldiversity into textbooks. This study is also expected to raise awareness of cultural diversity tohelp Korean language education experts in related studies.

        한국문화 자료집 편찬을 위한 문화항목 선정

        This paper is a research to develop a Korean culture sourcebook that targets Korean language learners in and out of Korea, overseas Koreans, and multi-cultural families. The purpose of the paper is to select cultural categories to be composed inside the Korean culture sourcebook. The contents and composition style of the Korean culture sourcebook can vary depending on who the target is and how it is going to be used. This research aims to make foreigners in and out of Korean who is interested in Korea experience and feel the Korean culture. Thus there is a need for the cultural categories of the sourcebook to be about overall Korean culture, alongside with fitting the interests of various foreign learners In order to select cultural categories for the Korean culture sourcebook, this paper composed its primary content categories by carefully examining already published Korean culture sourcebooks. Secondly, a needs analysis was done with Foreigners about which of the following categories interest them: Korean culture in general, lifestyle of modern Korea, contemporary arts in Korea, traditional lifestyle of Korea, and traditional arts of Korea. Based on the results of the survey, the amount of weight and specification of each cultural category was selected.

        ‘통일교육지원법’ 정책변동에 관한 연구 : 킹던(Kingdon)의 다중흐름모형을 중심으로

        본 연구는 해방이후 통일교육이 법이라는 형식없이 오랫동안 실시되어 왔음에도 불구하고 정부가 왜 1999년에 ‘통일교육지원법’을 제정하고자 하였는지에 대한 의문에서 출발하였다. 정책의 의제설정과 정책결정과정을 분석하는 킹던(John W. Kingdon)의 다중흐름모형을 중심으로 통일교육지원법의 제정과정을 분석하고자 한다. 분석결과, 이론적·정책적 함의는 다음과 같다. 첫째, 통일교육지원법 제정이 관심을 끄는 이슈가 아니다 보니 제정이 필요하다는 문제 의식과 대안에 대한 논의는 활발하였지만 정치적 관심은 높지 않았다. 둘째, 다중흐름모형에 의하면 정부 안팎의 참여자로 구성되는 정책공동체 내의 어떠한 참여자도 정책선도가가 될 수 있지만 ‘통일교육지원법’의 제정과정에서 주도적인 역할을 보인 정책선도가는 공식적 참여자인 통일부였다. 셋째, ‘통일교육지원법’의 입법은 참여자들을 설득하고자 하는 통일부의 정치적인 노력과 김대중 정부의 출범이라는 정치적 환경의 조성이 주요했다고 볼 수 있다. The study discusses how the enactment of legislation on unification education support act as a “political problems” is influenced by the death of Kim Il Sung, the Korean Federation of Student Councils Action, public passive attitudes regarding unification, and the actual state of unification education as a mere formality. The research ascertains how the policy-led Unification establishes the act. The analytical results explain about the combination by Korean Unification in the three streams using Kingdon's Multiple Streams Framework: 1) The Korean Federation of Student Councils Action, the public indifference about the unification and the mere formal unification education situation in the agenda setting. 2) Effective and methodical unification education operating system in policy. 3) The regime change in Politics. The theoretical and political implications are singled out. First, in Kingdon’s multiple streams framework, the policy was set in chaos state illogically the unification education support act also is established in irradiation way under informal stream. Second, any participant in and out of the government can lead the policy, however, significantly, Korean Unification takes the lead in progress of legislation of Unification Education support act. Third, the political effort by Korean Unification persuading the participants and Kim Dae-jung government among the political environment development cause the legislative proceedings particularly.

        한국어 쓰기 교육을 위한 장르 분류 연구

        The aim of this study is to examine the genre classification in current writing curriculum for Korean-as-a-foreign-language, and to propose a new genre classification method with text type studies taken into consideration. Since the 1980s, socio-cultural context started to be emphasized in foreign language writing courses. Thus the genre-based writing education has been taken into practice so that the learners get to have a better understanding of the characteristics and structures commonly used texts within the culture. However, Korean-as-a-foreign-language instructors focused on theme-based approach to writing education, which mainly explains each writing steps rather than the big picture. When designing the curriculum, consideration of genre specification was rarely done. This study looks into the concept of “genre” in a genre-based approach. Furthermore, it examines the text type analysis from Text Linguistics and also the genre classification from the perspectives of Korean Education. Based on these examinations, this study proposes genre classification actually applicable to writing courses. This study will be an initiative in the construction of genre-based writing curricula, and be the basis of genre decision and course design for each proficiency level.

        음식윤리 접근에 의한 식생활교육 효과 증진

        This study was performed to improve the effectiveness of dietary education using a food ethics approach. Dietary education is a way of practicing food ethics based on Korean culture. The core values of dietary education and the keywords related to food ethics can be combined into environment·life, health·wisdom, and consideration·happiness. Sustainable dietary life comprises the value system of dietary education based on core values. To reach the ultimate goal of food ethics-sustaining the survival of the human race, the coexistence of humans and nature, the coexistence of humans and humans, and the fulfillment of food requirements are needed. These needs yield certain core principles, including respect for life, environmental preservation, justice, the priority of consumers, dynamic equilibrium, and the priority of safety. The extended ethical matrix with six core principles and three interest groups can be used for an ethical analysis either qualitative or quantitative. It is believed that if food ethics are introduced into dietary education programs, the effectiveness of education can be improved.

        형태초점 의사소통 접근 방법을 활용한 연결어미 '-느라고' 수업 효과 연구

        The purpose of this study is to examine the effects of focus-on-form approach on learning connective ending '-느라고' of Korean language learners. Input enhancement and consciousness raising tasks were applied and compared as an effective way of this grammar instruction among various techniques of focus-on-form approach. The participants in the study are intermediate-level Korean language learners. They were divided into two groups, and teaching activities were provided undertaken based on two different methods. According to the results, significant differences were not found between the two methods, but the upper-level students had higher achievements than the lower-level students. Although no significant difference was found between the input enhancement and consciousness raising tasks, it was found that the focus-on-form approach can be recommended as a way to teach grammar effectively, especially it is effective for upper-level learners.

        사고 지도를 활용한 한국어 요약문 쓰기 수업 효과 연구

        The purpose of the paper is to investigate and suggest how 'thinking maps' can be used as an effective teaching method in Korean summary writing. 'Thinking Maps' is an effective learning method that can assist the learners of Korean when writing academically for University. The explanatory text is an example of majored publications, which is the main type of material used within class. Reports and Exams are frequently used as major evaluation materials in Universities, and these tasks require the ability of reading and understanding explanatory texts and to summarise it in one's own words. Summary writing is an important skill that is required for learners at University. However a systematic teaching method has not yet been put in place to accommodate for this skill. 'Thinking maps' is a visual tool that assists learners to arrange and structure one's thoughts, whilst it also allows to check if a clear understanding on the explanatory texts has been achieved. Consequently, 'thinking maps' is an effective tool for learners when writing academic Korean summaries, for it supports systematic learning and student centred learning.

        우리나라 지방재정의 경기대응에 대한 분석

        본 연구는 지방자치단체 재정정책의 경기조절수단으로 지니는 의의를 분석하고 이를 통해 지방자치단체의 재정정책을 평가하였다. 지방자치단체의 재정정책 기조를 평가하기 위해 지역별 IMF의 재정충격지수를 도출하였다. 재정정책이 경기변동과 지역 경제성장에 미치는 효과를 분석하기 위해 지역별로 재정충격 지수를 계산하고 지역별 재정충격지수와 생산갭, 지역별 재정충격지수와 경제성장률 간의 관계를 분석하였다. 실증분석결과 지방자치단체의 재정정책은 해당 지역의 경제성장에 긍정적인 영향을 미치는 것으로 나타났으며 재정정책은 시차를 가지고 해당 지역의 경기변동의 진폭을 완화하는 방향으로 수행된 것으로 분석되었다. 이러한 분석결과는 지방재정의 독립성 제고의 필요성, 그리고 지방 자치단체의 재정정책 유효성 제고를 위한 노력이 지속적으로 필요하다는 사실을 시사하는 것으로 볼 수 있다. This paper examines the relationship between regional fiscal policy and its impact on regional business cycle fluctuations in Korea from 2001 to 2015 based on regional fiscal income and spending. We focus on the effect of regional fiscal spending and investigate whether fiscal policy at regional level played a significant role in mitigating business cycle fluctuations. Specifically we investigate the relationship between fiscal policy and growth rate and the relationship between fiscal policy and GDP gap at regional level. The empirical results show that regional fiscal policy indeed contributes to smooth the business cycle fluctuations during the period and it also has positive impact on regional GDP growth.

        네트워크 경제를 고려한 거시경제 실증모형의 한국경제에 대한 함의

        본 연구는 거시적인 충격과 개별산업의 충격에 의한 요인이 각각 한국 산업생산 지수의 변동성을 어느 정도 설명하는지를 분석하고, 한국의 산업간 투입산출 네트워크에 대해 살펴본다. 또한 이를 토대로 개별 산업차원의 금융제약이 산업간 네트워크를 통해 개별산업의 산출과 경제전체의 GDP에 어떤 영향을 미치는지 이론적, 실증적으로 분석한다. 분석 결과, 한국의 경기변동을 설명하는 데 있어 개별산업충격과 산업간 투입산출 네트워크의 중요성이 높으며, 중간재 산업의 금융제약이 산업간 투입산출 네트워크를 통해 전방산업의 산출과 GDP에 유의한 영향을 주는 것으로 나타났다. This paper theoretically and empirically analyzes the importance of idiosyncratic shocks and the input-output network structure, in the presence of industry-specific financial constraints, in accounting for Korean business cycles. We show that the roles of idiosyncratic shocks and industry network are important in explaining aggregate volatility in Korea. We also demonstrate that financial constraints in intermediate input sectors have significant impacts on aggregate output.
