일반화된 성향점수 접근법을 활용한 영농자녀 수증농지 증여세 감면제도의 정책효과 분석

Since the population inflow to rural areas has been decreasing, farming successions are facing a serious difficulty. In response to this, the Korean government has implemented a gift tax reduction for farmers as a counter-measure. However, there has been not much research on the policy effects on gift tax reduction on farmland. In this study, we analyzed the effects of the gift tax reduction policy using a generalized propensity score approach. The generalized propensity score approach has the advantage of being able to consider the level of treatment, unlike a standard propensity score matching. We found that this policy has the positive effects on increasing the inflow of farmers, reducing the average age of farmers, and reducing the Gini coefficient for farmland in each region (which reflects an increase in equity of farmland). Specifically, from 2016 to 2019, we found that the increasing effect of 10.3 households by each region, the decreasing effect of 0.12 years old of farmers, and the reducing effect of the Gini coefficient of 0.05 in each region.

『페스트』는 세계를 불안과 공포의 도가니로 몰아넣은 코비드-19와 함께 갑자기 국제적인 베스트셀러가 되었다. 『페스트』의 서사 내용과 근년의 우리 현실은 유사하기 그지없다. 격리 수용, 도시 봉쇄, 이동 제한, 백신 부족, 신약 개발, 사재기, 암시장 등 기본적인 테마가 거의 동일하게 나타난다. 사실 『페스트』는 출간 당시에도 대중적으로 큰 성공을 거둔 소설이다. 카뮈가 『페스트』를 쓴 이유는 나치즘의 폭압과 레지스탕스의 투쟁이라는 역사를 우의적으로 기록해두기 위해서였다. 일반적으로 페스트를 무엇의 알레고리로 보느냐에 따라 『페스트』를 읽는 방법은 세 가지로 요약된다. 즉 의학적 전염병, 역사적 나치즘, 형이상학적 악이 그것이다. 본 연구는 순수하게 전염병의 관점에서 『페스트』를 탐구할 텐데, 특히 시간의 변화에 따라 페스트 관련 집단의 행동이 어떻게 달라지는지를 살펴보는 데 근본 목적이 있다. 페스트에 직면하여 전문가, 행정 당국, 주요 개인, 시민 집단이 보이는 행동을 시기별로 종합하는 연구는 향후 발생할지도 모를 또 다른 팬데믹 사태에 유효한 교훈과 지혜를 제공할 수도 있지 않을까‘ 플로베르에 의하면, ‘도덕적인 소설un roman moral’은 없고 ‘소설의 도덕une morale du roman’이 있을 뿐이다. 『페스트』의 도덕은 어린아이의 죽음을 방관하지 않는 참여, 인간의 고통을 줄이려는 연대를 가리킨다. 카뮈의 명제를 반복하자. “나는 반항한다, 그러므로 우리는 존재한다.” La Peste est redevenu un « best- seller » depuis la pandémie de Covid-19 en 2019. Le contenu narratif de La Peste et la réalité récente du monde ont d'importantes similarités quarantaine, restriction des déplacements, séparation des personnes, pénurie de vaccins, accaparement, marché noir, etc. Camus a écrit ce roman pour enregistrer allégoriquement dans la mémoire historique la tyrannie du nazisme et la lutte de la Résistance. Mais il existe aussi des lecteurs qui y interprètent la peste comme un mal de nature métaphysique. Nous lirons La Peste uniquement sous l'angle d'une épidémie. Cet article vise à examiner comment les actions des différents personnages changent selon la progression de la peste : les médecins, les autorités administratives, quelques protagonistes et les citoyens. Camus souligne que L'Etranger évoque une révolte individuelle et La Peste une révolte collective. S'il n'y a pas de « roman moral » mais « une morale du roman », comme le disait Flaubert, la morale de La Peste n'est-elle pas l'engagement et la solidarité pour réduire la souffrance des hommes ? Répétons la thèse de Camus : «Je me révolte, donc nous sommes.»
