Planning theory is a diffusive subject, and that no one selection of intellectual traditions or theories can satisfy everyone. Having recognized a widening gap between planning theories and planning practices, communicative and justice planning styles are analyzed in this paper to explore the alternative theories as a new direction for resolving these gaps in planning styles. One of the major objectives of this article is to enable planners to achieve a deeper understanding of the communicative and justice planning. In this context, the effort has been made to establish both theoretical and practical ground that provide not only a structure of intellectual inquiry but also means for applying theories to urban regeneration cases. Having explored two different theories, both theories have a great potential for both addressing critical issues inherent in urban development process and improving the problems associated with urban renewal policies. The results of this paper also reveal that two theories have positive assets to place the planning in urban regeneration contexts that influence planner’s roles, conflict resolution, planning styles and professional identities.
고속도로 O/D자료를 이용한 Entropy 극대화모형의 통행저항계수(β)추정에 관한 연구

This article presents a model and a procedure for determining impedance factors in Entropy maximization Models. The average travel time is explicitly taken into account in calibrating impedance factors. The impedance factor, which is crucial for predicting trip-distribution matrix, is not yet appropriately calibrated on highway network in Korea. Thus impedance factors are calibrated using O/D data collected by Korea Highway corporation (1995-1997). The parameters turn out to be the values between 0.0127 and 0.0210, meaning that trip distribution procedures become stabilized with these values. The results show that Entropy maximization Models are successfully applied to Korea Highway Network to derive impedance factors in trip distribution Models.

Renewed interest in urban express rail in Korea has led to a close examination of the magnitude of travel time reduction associated with developing such systems. Introduction of express rail may be perceived as a time saving incentive for trip makers in urban area. No effort has been made to predict time saving benefits accuring from implementation of urban express rail. Emprical analysis was carried out in this study on subway line #3 in seoul in an effort to assess the the amount of travel time reduction. The operating and waiting time were included in evaluating overall time differences between existing and express rail systems. The results of the analysis reveals that as much as 8,356hours per days can be saved by introducting express rail systems.
