Not only the half of the population lives in the capital region but also the large-scaled housing site development increasing, Kyeong-gi-do receives a pain with heavy traffic congestion. Paris(France), London(GB), Tokyo(Japan) have a similar situation with the capital region, have high share rate(above 70%) of metropolitan railroad and high-speed wide-area railroad that can arrive to central from outer area. So, it can understand they have a better transportation situation. If it plans the high-speed wide-area railroad in ‘X’ feature excluding the existing railroad, it can arrive inside about 30 minutes and a result, it makes the demand of the car transfer to railroad. And the construction of wide-area railroad transfer station have to consider not only existing railroad but also bus, KTF, Airport etc. In addition, it must plans to minimize transfer required time with existing railroad station, if like that the service area of high-speed wide-area railroad will be extended.

The establishment and statement of instructional goals is the starting point of education insofar as the application of curriculum is performed together with the reform of instructional organization. Teachers should give lessons on the basis of the right awareness of the function of instructional goals. In particular, teachers of social studies must have high awareness of instructional goals. This study investigated the awareness of instructional goals of elementary school teachers in Kyonggi and Inchon areas by using questionnaires. It is organized and stated in 4 sections. Section 1 described the method of the research: (1) 595 teachers were selected by Stratified Random Sampling, (2) they were given 20 questionnaire items which were developed in 4 areas (establishment of attainment goals, selection of contents, establishment of instructional direction, and presentation of evaluation criteria). Section 2 presented the theoretical background and a hypothesis that there is no difference of teachers' awareness in different sexes and careers. Section 3 interpreted the results of the analysis of the responses to the questionnaire items and the result of the hypothesis testing. Section 4 presented some suggestions to improve teachers' awareness of the function of instructional goals.

<ABSTRACT> The accomplishment of the teaching objectives of social studies education should be examined by the evaluation through instructional process as well as the achievement test The evaluaction through instructional process can be done when teachers' awareness of the process is high. Section I presented the research method. 429 elementary school teachers in Kyonggi Province and Inchon City were selected through Stratified Random Sampling, and 20 cluestionnaire items were made in three areas of instructional process evaluation: lesson planning, loaming activities, and use of the results of assessment. Section 3 presented the theoretical bacliground and hypothesis that there is no difference of teachers'awareness in different sexes and careers. Section 3 inteipeted the results of the analysis of the responses to the cluestionnaire items and the result of the hypothesis testing. Section 4 presented some suggestions to improve teachers'awareness of the evaluation through instructional process.
