This Paper focuses on proposing spectrum policy for liberalization which has emerged as new paradigm. So we analyzed Korean existing spectrum policy and compared it with trends of spectrum policy of leading country like U.K. and U.S. As a result, we propose to introduce Interference Rights which allow interference to be controlled by market like marketable pollution permits. We expect that if we set Interference Rights for liberalization, technical and service conditions related to spectrum licenses will be mitigated by managing interference directly.

This study analyzes ‘The ASP?based e?business Project for SMEs’ of Korea, which the Ministry of Information and Communications (MIC) launched with the aim of resolving the digital divide in business sectors. The MIC initiated and supervised the project, and telecommunications carriers participated in its implementation. In cooperation with ASPs, the carriers built up an ASP platform to offer services to small enterprises. The first stage of the project was launched in September 2001 and was conducted until April 2005. We shall analyze the achievements and trial and errors of this project from the perspective of policy and business. Any future tasks that will help to make this project successful will also be discussed.

Recent policy issues of the IT are focusing on producing the system that can actively respond to market's function and requirement with introduction of the new regulatory system. It is also lined with the spectrum property rights system in wireless sector. In the view of such above, this paper aimed to clarify what discussion is necessary for the future to introduce of the spectrum property rights system. Above all, it focused on the transaction cost cut which the spectrum property rights system assumed. And it also verified that the various aspects of spectrum resources presents the increasement of the transaction costs; uniqueness of spectrum goods, complicated rights, high cost of monitoring, delay of exchange and unreasonable behavior. Through the analysis of transaction costs, this paper explained that interference and absence of negotiation are the main obstacles against the spectrum property rights system. Therefore, this study found and claimed that it is necessary to be discussed in view of the interference management at the location of receiver and the introduction of registry, to deal with these increasement of the transaction costs, which would be substantial in the introduction of the spectrum property rights system. It is thought that these discussions will contribute to the introduction of the property rights system.

IT기술의 발전으로 e비즈니스가 확대됨에 따라 외부 기업과의 협업이 강조되고 있다. 일반적으로 협업에 대한 연구는 비즈니스적, 기술적 표준을 어떻게 설정하는가에 대한 방법론을 중심으로 다루어지고 있다. 하지만 현실적으로 시장 환경에서 협업은 기업의 힘에 의해 결정된다. 이러한 시각에서 본 연구는 기업이 힘의 균형을 이루고 있을 때, 효과적으로 동등한 수준의 협업을 이끌어 낼 수 있는 방안을 살펴보고 이를 적용한 사례를 소개하고자 한다. Collaboration among companies is being emphasized, as e-business is expanding its domain. Generally the collaboration is discussed on the basis of business and technology. In reality, however, collaboration is determined by competitive power of corporation. From this point of view, this study examines a type of collaboration which is effective when the parties concerned have equal footings.
Web2.0기반 이러닝 협동학습 시스템 구축과 집단지성 발현에 대한 실증연구

This study focuses on reviewing the process of expression of collective intelligence and the construction of Web2.0-based Collaborative e-Learning system. The Web2.0 paradigm is represented by user-centric, knowledge is created by users and is oriented towards collective intelligence. As this flow, collaborative learning is being magnified for self-directed learning. Conceptually, Web2.0-based collaborative e-Learning is that learners are using the Web to participate in their own learning themselves, make new knowledge through the sharing of knowledge between learners. As a result, we introduce the concept to e-Learning system which developed our own, we seek for the expression of collective intelligence and educational utilization.
