        Recently, According to the development of the culture and consciousness level of the people are improved, the demand of qualitative improvement in the residential environment is increasing. The noise generated in the building is composed largely of living noise and traffic noise from the outside. Among living noises, hygienic equipment noise is the highest rate. This is because an increase in the frequency of using of the drainage system and an increase in the height of the building cause an excessive water pressure to be applied to the lower layer. In addition, noise and vibration generated by piping, faucets, and drainage equipment are transmitted to adjacent households through the building structure. The purpose of this study is to investigate the causes and locations of noise, vibration in piping, equipment, pumps of sanitary facilities to provide a comfortable living environment for residents.

        Since modern people spend 80~90% of their lives indoors, the indoor environment has a great influence on the human. Air quality plays a very important role not only in the heat but also in the indoor environment. Therefore, the total heat exchanger that improves the indoor air quality as well as the heat recovery is an indispensable device indoors. Over time, the importance of heat exchangers will become even higher and the frequency will also increase. Therefore, this study aims to provide basic data for selection of a suitable total heat exchanger at the design stage by examining the characteristics of the heat exchanger and analyzing the economics of the total heat exchanger.

        Recently modern people spend more than 80 percent of our day indoors, so the importance of indoor air quality is increasing day by day. Tobacco smoke, one of the things that has a bad effect on air quality, is one of the lingering. Among the harmful substances in cigarette smoke, radon, formaldehyde, carbon monoxide, carbon dioxide and fine dust are the main factors that adversely affect the quality of our air. Measurement of air quality through moisture content to solve this problem shows that moisture does not affect air quality reduction, given that substances such as fine dust, carbon dioxide, and formaldehyde increase during humidification.

        Modern people, by adult standards, live about 81 percent of their daily lives indoors, such as eating and sleeping, and more than 90 percent of their daily lives, especially housewives and the elderly. In this trend, indoor environmental pollution is a major factor affecting human health. Among the various pollutants and harmful substances affecting the indoor environment, radon is a major concern in Korea recently. Most of them flow indoors from soil or building materials, and the indoor space is relatively high in single houses, which are directly in contact with the soil. In this study, the concentration of radon based on the presence of natural ventilation in an aged detached house was measured and compared to that of a radon recommended level. As a result, the level of radon before ventilation exceeded the recommended level, but only 30 minutes of natural ventilation allowed the level of radon to fall sharply.

        Technology change to keep pace with the rapidly changing social paradigm in modern society. Building mechanical systems to implement these changes realistically are becoming more specialized and detailed. Especially, piping systems that require the transport of fluids and gases to their destination should be designed and arranged in such a way that their mission is not obstructed. In order to complement the important pipe system, it is significant to select a pipe material. This study analyzed the transition process by dividing the pipes used in apartments by work and year.

        Today, carbon steel pipes use as water supply pipes increase water pollution due to corrosion and frequent replacement. Therefore, stainless steel pipes with excellent corrosion resistance are generally used. However, existed research data did not provide a simple way to calculate the age evaluation of stainless steel pipes. Consequently, the closing rate, erosion rate and residual life for stainless steel pipes(KS D 3576 (304) #20, #40) are calculate using the evaluation items of existing pipes age assessors. At this time each evaluation item is to be represented in a 2D-Contour Tool. Ultimately, for the research results to be applied clearly, pipe samples should be taken from buildings, simplified estimation data based on Tool and result data based on pipe samples should be compared and applied. In addition, pipes diameter(KS D 3576 (304) #40) excluded form the study should be improved in the future.

        통합성과관리를 위한 평가결과활용방안에 관한 연구

          In Korea, the performance management system has been introduced in the late 1990s. However, due to the lack of the agreement on the concept of performance management, the absence of performance management system and culture in the public sector and the insufficient power and status of the government performance management agency, the performance management system has not been yet firmly established. Therefore, the Participatory Administration is currently preparing the establishment of the integrated performance management system that strengthens the public sector performance management and focuses on the management by evaluation. Under these circumstances, this study attempts to reestablish the concept of performance management that has been used rather confusingly and to discuss about the performance management and the methods of performance evaluation and to suggest specific ways of performance management under the integrated performance management system.   Performance management within the framework of the integrated performance management system is defined to be a series of activities that plan, review, assess and feedback for the purpose of improving the performance of the public sector. Accordingly, all the organization including central agencies should set up a systematic and consistent hierarchy of goals and objectives. The results of evaluation using self evaluation indicators will be reflected on personnel management and budget allocation on the individual as well as organizational level. Since individual and organizational evaluations are conducted based on the principle of relative assessment, the result of divisional and individual evaluation within the department may serve as the objective data for differentiated reward in terms of personnel management and budget allocation. Once the integrated performance management system is implemented, transparency and accountability of government work will be increased and the way the public employees work will change greatly in accordance with an explicit incentive system based upon performance.

        통합국정평가제도의 필요성과 구축방안

        In Korean government. various evaluation systems are being managed by many departments and agencies causing a lot of problems. Therefore. it is demanded to establish the Integrated Public Service Evaluation System(IPSES) that organically connects and integrates many evaluation systems operated disjointedly and increases synergy effects by linking to the other government management innovations. The basic directions for establishing IPSES include the guarantee of autonomy, the assurance of accountability, the enhancement of transparency. and the maximization of performance and strengthening of competitiveness. The basic principles of IPSES are the decentralization of control by the central government. the strengthening of evaluation capacity. the disclosure of the results of self evaluation, and the principle of rewards on performance. In order to realize the IPSES in practice, "The Basic Government Evaluation Act" needs to be enacted that integrates and coordinates many government evaluation systems that are disjointed. the existing control-oriented evaluation methods should be changed to self-evaluation method. and the integrated performance management system based on performance management plan and review mechanism needs to be established. In addition. it is necessary to reinvent the overall government evaluation infrastructure including the government evaluation committee that is mandated to plan and coordinate government-wide evaluation. the general evaluation council that confirms and reviews the results of self-evaluation. and the self-evaluation committees that directly evaluate policies and programs in each department.
