남경국민정부시기 북경 경찰은 북평시정부에 ‘公安局’으로 직속되어 도시 치안을 전문적으로 담당하는 부서가 되었다. 이로써 북경 경찰은 직권과 위상이 축소되는 대신 업무의 전문화를 도모하게 되었다. 본고는 당시 공안국의 핵심적인 의제였던 전문화를 실현하는 데에 전제조건이 되는 권한 조정의 과정과 결과를 성과와 한계라는 시각에서 살펴봄으로써 그 전문화의 실상을 규명해보았다. 우선 Ⅱ장에서는 시정부 체제에서 공안국 권한의 변천 과정을 다른 부서들과의 관계 속에서 설명하였다. 다음으로 Ⅲ장에서는 이전 경사경찰청과 비교하여 공안국의 조직체계가 어떻게 지속되고 변화되었는가를 살펴보았다. 마지막 Ⅳ장에서는 권한 조정이 이행된 결과를 성과와 한계라는 관점에서 규명하였다. 공안국은 경사경찰청이 행사하였던 상당한 권한을 시정부의 다른 부서들에 이전하였다. 권한의 조정 과정은 평탄하지만은 않았다. 특히 권한 조정의 과정에서 가장 핵심적인 현안 중의 하나였던 공안국 경비를 재정국에 통합시키는 일은 난항을 겪었다. 결국 이 현안은 공안국의 강한 반발로 말미암아 형식적으로 재정국의 요구를 수용하는 차원에서 막을 내렸다. 비록 권한은 이전되었지만, 공안국은 단속을 통해 여전히 개별 업무에 연관되어 있었고 또 개입할 수 있었다. 신생 부서들은 대부분 아직 독립적으로 업무를 처리할 수 있는 인적ㆍ물적 토대가 갖춰지지 않은 상태였다. 따라서 공안국의 지원없이는 자신의 업무를 제대로 처리하기 어려웠다. 이러한 상황에서 공안국은 여전히 도시행정 전반에 직간접적으로 연계되었다. In the era of the Nanjing Nationalist Government, the Peking Police became a department directly under the Northern Peking Municipal Government as the “Public Security Bureau” and specialized in urban policing. This led to a reduction in the authority and status of the Peking Police, but also to the upgrading and specialization of its work. This study examines the process of authority adjustment, which was a prerequisite for the realization of specialization, which was a key agenda of the Public Security Bureau at the time, from the perspective of its achievements and limitations. Chapter II first describes the process of authority adjustment of the Public Security Bureau in the municipal system in relation to other departments. Next, Chapter III examines how the organizational structure of the Public Security Bureau was sustained and changed compared to its predecessor, the Peking Police Department. Finally, Chapter IV analyzes the results of the implementation of the authority adjustment in terms of achievements and limitations. The Public Security Bureau has transferred significant powers that were previously exercised by the Peking Police Department to other departments of the municipal government. The process of authority adjustment was not a smooth one. One of the key issues in this process was the integration of the Public Security Bureau’s expenses into the Finance Bureau. However, due to strong opposition from the Public Security Bureau, this issue ended in a formal acceptance of the demands of the Finance Bureau. Although the authority was transferred, the Public Security Bureau was still involved in and could intervene in individual affairs through crackdown. Most of the new departments did not yet have the human and material foundations to operate independently, so they were unable to properly manage their own affairs without the support of the Public Security Bureau. In this situation, the Public Security Bureau was still directly or indirectly linked to the entire city administration.

淸末 淸朝의 鴨綠江·豆滿江 邊境行政과 韓人 管理 - 安東과 北間島 지역의 비교를 중심으로 -

본고는 청말 압록강·두만강 경계지역에서 한인의 관리를 둘러싸고 전개되었던 청조의 변경행정과 한인 관리의 양상을 비교 고찰하고 있다. 청조의 변경행정과 한인 관리의 구체적인 양상을 검토하고 이를 지역별로 비교하여 살펴봄으로써 본고는 20세기 전후 청조의 압록강·두만강 경계지역 변경행정의 전환과 한인 관리의 양상을 통시적·종합적으로 재구성하는 데에 그 목적이 있다. 20세기 전후 압록강·두만강 경계지역 변경행정을 분석하는 데에 있어 특히 주의해야 할 점은 청조의 정책이 지역별로 단일하게 시행되지 않았다는 사실이다. 따라서 본고는 압록강·두만강 경계지역을 安東 지역-輯安·臨江·백두산일대 지역-북간도 지역 3개 구역으로 구분하고, 이 중 안동 지역과 북간도 지역 두 지역을 상호 비교하고 있다. 20세기 전후 조선과 청의 내지로부터 이민자가 크게 증가하면서 압록강·두만강 대안지역의 성격은 크게 바뀌었다. 안동과 북간도 지역의 변경행정은 이민실변과 영토화라는 동일한 흐름에 영향을 받으면서도 역사·지리적 요소, 한인과 청인의 인구 구성, 토지를 중심으로 한 경제력의 배치 등의 지역적인 요인에 의해 서로 다른 양상을 나타내었다. The purpose of this study was to pursue historical development in border demarcation through establishing the administrative authority in Qing Dynasty from the perspective of process of forming the border as for the boundary between Korea and Qing Dynasty, and was to examine regional characteristics through comparing this by region. Thus, it analyzed significance of territorialization, which had been progressed by the Chinese government before and after the 20th century. What will need to be paid attention in analyzing administration in the boundary between Korea and Qing before and after the 20th century is a fact that the policy of Qing Dynasty had not been enforced singly by region. Accordingly, this study established a few districts, and compared deviation in each region. 3 large areas in the boundary between Amnok river and Duman river are as follows. Those include Andong-Jian, Linjiang, Baekdu Mountain surrounding area-North Gando. Among them, the Andong area and the North Gando area are being compared. As the immigrants got growing largely from Joseon and inland of Qing before and after the 20th century, the character in the opposite bank of Amnok river and Duman river was changed greatly. The local administration in this region was greatly functioned by the influence of Yiminshibian(移民實邊) and territorialization, which were implemented by the central government. At the same time, the very complex process was produced while being mutually combined or separated a situation such as distribution of economic power centering on the historical and geographical elements in each region, the population structure in Korean residents and Chinese residents, and the land.

淸末奉天警察作爲管理城市的行政機構,在維護地方統治方面得到了決定性的地位. 但是, 對於奉天警察在城市管理方面執行的功能和角色, 幾乎沒有具體的硏究事例. 因此, 本文從城市管理方面考察在俄日戰爭結束後有效實行的奉天警察制度. 在奉天,奉天警察制度是在俄日戰爭之後正式實施的. 歷任東三省總督試圖將新設的警察組織變成壹個强大而眞誠的組織. 巡警總局負責各種城市管理工作, 不僅擔當治安管理, 還幹涉了有關城市管理的幾乎所有業務. 奉天警察爲有效掌握管轄區而努力. 從而, 警察對管轄區的認識提高到前所未有的水平. 以這樣的力量爲基礎, 奉天警察能勾制定系統管理街道的基本方針, 開始重點管理. 奉天警察是管理城市社會各個領域的重要機構. 本文將奉天警察的諸多城市管理功能分爲治安管理、戶口管理、衛生管理、消防管理、設施管理、救濟管理等6個方面, 而進行考察.
