釜山 廣域都市圈 整備 ·開發計劃의 機能活性化에 관한 研究

This thesis was written for the purpose of studying of a comparative study on the planning and development in the Pusan-metropolitan area. The purpose of this study is to investigate the functional classification of the Pusan's Super Marine Technopolis 21 and the MACHI ZUKURI practiced in Japan, which increased the development and expansion of local industry, improved the maintenance of social infrastructures and living environment for the inhabitants. Owing to this regional activation strategy in Japan, I suggest that the future application to urban and local development and renewal projects in Korea. In order to meet such goals, I proposed that the effective function of the planning and development in Pusan metropolis should be take up the uppermost policies and strategies which must be established. I suggest that these uppermost policies and strategies must be established ; that is ①a strategy for a etiviting Agenda SMART 21 ② Triport that is, airport, seaport, teleport ③ Traffic jam improvement program ④ Tollgate, Tunnel, Urban High way's free tollgate ⑤ The pattern of infrastructure facilities and services ⑥ the competitive international port ⑦ Amenity and Pusan central park, et cetera.

The aim of this study is to investigate the actual conditions and to seek the directions of the urban renewal of Pusan City. Today many cities are confronted with urban problems, one of which is disorder in the spatial construction of a city. Especially, Pusan City has serious aspects, for it has been developed rapidly without a longterm comprehensive city planning. The spatial construction of a city should be in harmony with urban functions. The urban renewal is one of the ways to solve urban problems and the deliberate efforts to change the urban spatial environment so as to attain a higher level of civilization. The urban renewal in the generic sense can be considered a process whereby the physical face and form of a city changes naturally according to economic decisions, and political or administrative actions. The urban renewal program also attempts to change the development pattern of a city. So, urban renewal allows planners to take a comprehensive approach to the substitution of new social capital for old. The object of urban renewal is to maintain the fine sight of a city, to clear slums and to promote urban functions. The urban renewal projects are executed by a selective combination of rehabilitation, conservation, redevelopment and improvement. The urban renewal is divided into two ways, one is the downtown renewal and the other is the housing improvement renewal. The downtown renewal method is mainly to increase the functions of CBD (central business district). The housing improvement renewal is to reconstruct villages where we may live comfortably. The master plan of urban renewal should be established to cope with the challenges which may happen the future.

An administrative reform can be defined as an effort to apply new ideas to administrative system with a conscious view to improving the system for positive goals of national development. For the discussion about administrative reform, firstly we must explore fundamental philosophy of administrative reform, secondly we must grope for the direction of administrative reform. Therefore we design the strategy for the successful administrative reform. And also the evaluation of the administrative reform should be carried out according to the conception of the appropriate process concerning with administrative reform : The contents of this thesis are as follows. Chapter 1 : Introduction of the problems Chapter 2 : Administrative reform and the philosophy of Administration. This chapter handles explicit definition of administrative reform and discuss the change of administrative environment, role, limit, and the philosophy of administrative reform. Chapter 3 : Grope for the macro direction of administrative reform. For this, three parts which consist of the society, administrator and bureaucracy are analyzed. Chapter 4 : Micro managemental strategy of the administrative reform. Chapter 5 : Framework of evaluation for the administrative reform. Chapter 6 : Conclusion

Organization theory can be divided into the two as the following. First, one perspective of analysis is placed on the individual within organization. It includes studies such as model of man, motivation theory, management style and leadership theory. Second, the other focus of analysis is placed on the organization itself. It deals with the study of organization structure, role theory and organization development theory. A study on organizational behavior and management program also should be systematically investigated by this two perspectives. However it is difficult that this macro approach integrates variant theories with a framwork. But we must make right diagonosis of organizational reality. We should search motive of individual by motivation theory which is based on above theories. Modern organization theory have a essential subject that is a linkage between organization development theory and other studies for management program. In this content, our analysis puts problems which are the main cause of the thesis and introduces the aim of this study. And I identify the general theory of motivation as global theory of individual within the organization. I also want to integrate motivation theory and leadership theory. For this, I deal management style as interviening variable. So also, I deal the general theory of leadership. Particulary, I emphasisize contingent approach on the leadership study. On the other hand, I explain the theories of organization itself. These include general theory of organization structure, role theory and organization development theory. I analyze a macro framework which integrates among motivation theory and leadership theory and organization theory. And I present future direction for the study on organizational behavior and management program.
