      • Descriptive hydrography of shelikof Strait, Gulf of Alaska, during the Spring Spawning Time of Walleye Pollock, Theragra chalcogramma, in the Early 1980's

        To delineate water properties and current patterns in the spawning area of walleye pollock, hydrographic cast and current meter data collected in Strait, Gulf of alaska, were analysed, three water masses are identified in Shelikof Strait. A small amount of cold and dilute water ($<{\;}3^{\circ}C{\;}and{\;}<{\;}31.5\textperthousand$) originates from the lower Cook Inlet and flows southwestward close to the Alaska Peninsula coast. One branch of alaska coastal Current which enters the strait from the northeast comprises the main body of the upper and middle layers of the strait, and flows toward the southwest. Estimation of geostrophic baroclinic currents reveals that comparatively fast flow exists in the surface over the deepest portion of the strait, and most water exits through the southwestern entrance between Semidi and chirikof Is. On the other hand, a relatively slow-moving warm and saline ($>{\;}5^{circ}C{\;}and{\;}>{\;}32\textperthousand$) of the southwestern entrance flows northeasterly, and occupies the bottom layer in Shelikof Strait.

      • Estimates of Larval Mortality Based on one cohort Present During Two consecutive Surveys in the Sea

        Estimates of larval mortality for many marine fishes are based on field collections from several consecutive ichthyoplankton surveys, assuming that the surveys have covered the entire areas of larval habitats. The oceanic environment, however, is so dynamic and complicated that planktonic forms cannot stay within a confined area for a prolonged period. This note is prepared as a more detailed explanation of the estimates of fish larval mortality in the oceanic dispersing system, as a supplement of Kim and Bang (1990).

      • 기후변화에 대비한 환경연구의 방향

        Due to the recent increase in greenhouse gases in atmosphere, world climate is rapidly changing and in turn, the earth ecosystem responds upon the climate changes. Comparing the ecosystem in the past, the present shapes of ecosystem is the result of the serious modification. Fishery resources in marine ecosystem, which usually occupy the upper trophic level, are also inevitable from such changes, because they always react to the natural environmental conditions. The northwestern Pacific is the most productive ocean in the world producing about 30% of world catch. From time to time, however, it has been notified that abundance, distribution and species composition of major fish species were altered by climate events. Furthermore, primary productivity of the ocean is not stable under the changing environments, so that carrying capacity of the ocean varies from one climate regime to another. Major climate events such as global warming, atmospheric circulation pattern, climate regime shift in the North Pacific, and El Nino event in the Pacific tropical waters were introduced in relation to fisheries aspects. The current status and future projection of fishery production was investigated, especially in the North Pacific including Korean waters. This new paradigm, ecosystem response to environmental variability, has become the main theme in marine ecology and fishery science, and the GLOBEC-type researches might provide a solution far cause-effect mechanism as well as prediction capability. Ecosystem management principles for multi-species should be adopted for better understanding and management of ecosystem.

        GLOBEC 프로그램의 목적, 운영체계 및 최근의 동향에 대하여

        Goals, research direction, and operational structure of the Global Ocean Ecosystem Dynamics (GLOBEC), which is co-sponsored by the Scientific Committee on Oceanic Research (SCOR) and the Intergovemmental Oceanographic Commission (IOC), are described. Following the Joint Global Ocean Flux Study (JGOFS) activities on the lower trophic level in ecosystem during 1980s-90s, scientists have considered the responses of the mid and higher trophic levels to the environmental or climate change. The scientific steering committee of the GLOBEC published the implementation plan in 1999, and the IGBP will support the GLOBEC as one of its core projects for 10 years. The GLOBEC programme has four major components: the research foci, framework activities, regional programmes, and integrating activity. The core of GLOBEC research is the four research foci: retrospective analyses, process studies, predictive and modelling capabilities, and feedbacks. Currently, four regional programmes have been undergoing in the world ocean: Southern Ocean GLOBEC (SO-GLOBEC), Small Pelagic Fishes and Climate Changes (SPACC), Cod and Climate Change (CCC), and Climate Change and Carrying Capacity (CCCC). Also, national GLOBEC programmes were already established in 9 nations. 기후변동에 따른 해양생태계의 변화를 예측하기 위한 국제 연구 프로그램인 Global Ocean Ecosystem Dynamics (GLOBEC)은 해양의 탄소순환을 집중적으로 연구한 Joint Global Ocean Flux Study(JGOFS)의 후속조치로서, 이 논문에서는 GLOBEC 프로그램의 목적, 방향, 실천계획, 체제를 정리하였다. 해양과학위원회(SCOR)와 정부간해양위원회(IOC)의 후원을 동시에 받고 있는 대형과학프로그램인 GLOBEC은 기후변화에 따른 생태계의 중위 및 상위포식자의 반응에 대한 연구이며, GLOBEC 과학집행위원회는 연구를 수행하기 위한 실천계획을 1999년에 수립하였다. GLOBEC 프로그램은 국제생지권프로그램(IGBP)의 핵심과제로 지정되어 향후 10년 동안 지속될 것이며, 구체적으로 4개의 연구 초점, 체제구축활동, 지역프로그램, 종합화 등으로 구성되어 있다. 가장 중요한 연구활동인 4개의 연구초점은 다음과 같다: 과거자료분석(Retrospective analyses), 과정 연구(Process studies), 예측과 모델링(Predictive and modelling capability), 되먹임(Feedbacks). 현재, 남극해 GLOBEC(SO-GLOBEC), 소형표층어류와 기후변화(SPACC), 대구와 기후변화(CCC), 기후변화와 환경수용력(CCCC)의 4개 국제적 지역프로그램이 있으며, 이들은 모두 우리나라 해양 및 수산연구와 밀접한 관련이 있다. 미국, 일본 등의 9개국은 국가프로그램을 운영하고 있으며, 이 수효는 점차 증가할 전망이다.

        Policy Environment and Directions for North Korean Human Rights

        The subject of North Korean human rights is not simply a domestic issue in North Korea, but also a policy issue to which the global community must proactively and enthusiastically seek answers. Since the late 1990s, the process of publicizing the issue has changed in the policy environment. Although the conflicting fundamental opinions within South Korea have not been resolved, they have been addressed to some extent. In addition, the issue offers an agenda that has unique characteristic,since it is intricately interconnected at the domestic, North-South, and international level. The human rights activists’ characteristics reflect such complex links. This study provides strategies for the North Korean human rights issue commencing in the year 2013 based on the analysis of the policy environment. Considering the policy environment,future policies on North Korean human rights must be promoted in three manners. First, the policies should be endorsed in such a way that South Korea’s domestic conflicts over the issue are minimized. Second, a policy infrastructure must establish so that domestic, inter-Korean, and international capabilities are rallied against the North Korean human rights. Third, we must manage with the challenges and policy environments efficiently in order to implement specific and practical strategies to improve the human rights conditions in North Korea.
