        만다라트(Mandal-Art) 기법을 이용한 웹기반 농업용수 정보시스템 평가지표 개발

        The importance of information system evaluation has increased according to ICT development and this evaluation is required for objective verification. The aim of this study is to develop evaluation indicators for web-based information system and verify the availability of these evaluation indicators through applying to agricultural water integrated information system. This study finds and provides eight evaluation items and 64 indicators for a web-based information system using $3{\times}3$ Mandal-Art matrix that is a tool for creating creative ideas. These evaluation items are design, contents, navigation, stability, community, convenience, usefulness, and accuracy. Total 64 evaluation indicators were presented by deriving eight evaluation items for each using $9{\times}9$ Mandal-Art matrix. When evaluating information system using evaluation indicators, it can be identified the vulnerable items in the information system. Also, the comprehensive results of the information system could be understood when appearing a single score after weighting. In addition, it can also help to prepare a questionnaire for evaluation systematically.

        농업분야 탄소인지예산제도 도입을 위한 국가연구개발사업의 탄소저감 기여도 평가 방안

        Carbon neutrality is emerging as a new paradigm for the international society by transiting from climate change to climate risk. This study proposes evaluation methods for the carbon reduction contribution of climate-related national R&D projects in order to introduce a green budget system in the agricultural sector. We considered the domestic and foreign green budget systems and classified national R&D projects into positive, negative, and neutral from the perspective of carbon reduction. The results of this study propose three methods to estimate the monetary costs and carbon benefits by adopting the framework for the economic evaluation of national R&D projects conducted by the Rural Development Administration. These methods support to evaluate the potential contribution to carbon reduction of national R&D projects in the agricultural sector. Finally, the proposed methods were tested and verified for the efficiency and validity of evaluating carbon reduction contribution. These evaluation methods of the carbon reduction contribution can be used as a basic methodology for the pre-budget calculations of national R&D projects and the contribution for the greenhouse gas reduction budget.

        실제 도로거리를 이용한 농촌지역 생활권의 의료시설 접근성 평가 -평창군을 중심으로-

        Since most medical facilities and medical personnel are concentrated in urban areas in South Korea, an imbalance of access to medical facilities causes a gap in medical resource availability between urban and rural areas. Accessibility to medical facilities is a means of assessment that evaluates a measure of inequality in utilization of medical resources. The evaluation of accessibility uses Euclidean distance, in general; however, this method has its limits in that Euclidean distance cannot reflect actual distance. This study aims to estimate real road distance from village halls to medical facilities in rural areas using Open Application Programming Interface (Open API) of an internet portal site. Using real road distance, we evaluated medical accessibility and compared it with Euclidean distance. The accessibility to primary medical institutions was valued relatively well, but secondary and tertiary medical institutions were vulnerable in Pyeonchang-gun. Comparing Euclidean distance with real road distance from village halls to medical facilities, real road distance appeared to be approximately 1.4 times that of Euclidean distance. This calculation is similar to the circuity factor of Gangwon-do in Korea that estimated to fix the limits of Euclidean distance and assumed real road distance.

      • 농산물 운송의 한계비용 최소를 위한 광역교통 유휴공간 기반의 스마트로지스틱스 시스템 개발

        농산물의 경우 상품의 가격에 비해 무게가 무겁고 부피가 크기 때문에 운송비의 비중이 상대적으로 높다. 이에 본 연구에서는 농산물 운송의 한계비용을 최소화할 수 있도록 광역교통망의 유휴공간을 기반으로 한 스마트로지스틱스 시스템을 개발하고자 한다. 정기적으로 이동하는 열차나 고속버스의 경우 승객의 탑승 공간과 화물적재 공간이 분리되어 있으며, 화물 공간의 경우 현재 운송서비스로 제공하고 있음에도 불구하고 비용이 비싸고 적재 가능 여부의 확인이나 도착 등에 대한 실시간 정보 제공이 미흡하여 활용에 한계가 존재한다. 이에 이러한 버려지는 공간의 화물 운송 활용증가로 얻게 되는 경제적·환경적 효과를 평가하고 이를 바탕으로 향후 효과적인 활용방안을 개발하고자 한다. 이 시스템은 다음과 같은 기대효과가 있다. 먼저, 고속/시외버스의 유휴 적재공간을 실시간으로 파악하여 농산물 직거래를 위한 소포장 운송을 위한 유휴 적재공간의 활용성을 극대화할 수 있는 시스템을 개발하여 잠재적 유휴자원을 부가가치가 창출되는 자원으로써 변화시킬 수 있다. 또한, 광역교통망을 이용하여 물류단계를 단순화할 수 있기 때문에 운송비를 절감할 수 있을 뿐만 아니라 농산물의 출하 패턴을 시기별로 파악하여 최적의 배송비를 소비자와 생산자의 입장에서 유연하게 산정할 수 있다. 마지막으로 안전하고 신선한 먹거리에 대한 소비자의 니즈가 늘어나면서 직거래 기반의 농산물산지 배송 규모가 점차 커짐에 따라 직거래를 통해 농산물의 운송을 위한 시간과 거리를 줄임으로써 농산물의 신선도와 안전성을 보장할 수 있다.

      • 전과정평가(Life Cycle Assessment, LCA) 기법을 이용한 친환경농산물 인증제도에 따른 작물재배의 환경영향 평가 -쌀 재배를 중심으로-

        The concerns of climate change have forced to strengthen the regulation, standards, and certification related to greenhouse emission. These systems need a comprehensive assessment for safety and environmental impacts and should be conducted for all processes of the agricultural sector. Moreover, the assessment should include not only raw materials such as seeds, fertilizer, and pesticides but also energy, agricultural materials, and the infrastructure. In this study, we evaluate the lifecycle of environmental impacts of farming systems for a major food crop, “rice” and calculate under Environmentally-Friendly Agricultural Product Certifications in South Korea. These certifications consist of low pesticide, non pesticide, and organic systems. In addition, we compare the outputs of various environmental impacts in the U.S. and Europe. The lifecycle inventory (LCI) for all countries include the U.S. LCI database of the National Renewable Energy Laboratory (NREL), Ecoinvent of Europe, and documents from the Korean Foundation of Agriculture Technical Commercialization and Transfer (FACT) and the Korean the Rural Development Administration (RDA). The results show the followings: (1) low pesticide system, non pesticide system and organic system can reduce 14%, 30%, and 83% of total environmental implications comparing to conventional rice farming system, and (2) the comparison between Korean rice farming and the U.S. and Europe indicated that the environmental implications of global warming potential of U.S. rice farming systems is higher than Korean and European rice farming systems, about 180% and 507% respectively.

      • 농촌 인구감소를 고려한 통학 환경과 형평성 기반의 휴리스틱 지리공간 최적화 모델링

        The lack of educational resources through consolidation and closure of small schools has led to a deteriorating educational environment but could also accelerate the collapse of rural communities beyond depriving the communities of educational opportunities. This study explores accessibility changes in the educational environment when primary schools are consolidated or closed in rural areas. We developed a model that supports the decision to prioritize school closures based on fairness using a heuristic p-median algorithm. The results show that the coverage area of school districts and the school-to-home distance are significantly different in urban and rural areas. The coverage area for rural schools is about 14.3 times greater than that of urban school districts (an average of 3.6 km<sup>2</sup> in urban areas and 52.0 km<sup>2</sup> in rural areas). In addition, the average commuting distance in urban areas is only 4.3 km compared to 10.4 km in rural areas. With an optimally simulated scenario using a p-median algorithm, the optimal area for urban schools is slightly expanded from an average of 3.6 km<sup>2</sup> to 4.1 km<sup>2</sup> but is slightly reduced for rural area schools from an average of 52.0 km<sup>2</sup> to 51.3 km<sup>2</sup>. Based on our algorithm, the average commuting distance in rural areas was 4.8 km when all schools were in operation, but closing 16 schools has increased the commuting distance 2.2 times to 10.4 km, on average. Further, using the heuristic p-median algorithm, after closing 16 schools following the educational fairness priority, commuting distance in the city would increase about 1.4 km from the initial 4.0 km distance to 5.4 km, while the commuting distance in rural areas would increase only about 900 m from 4.8 km to 5.7 km. We confirmed that the overall urban and rural commuting environment would be an effective way to make the closure of schools similar if they are prioritized using the heuristic p-median algorithm.

        전기자동차 보급을 위한 농촌지역의 주유소 기반 급속 충전인프라 구축 방안 분석

        As environmental concerns including climate change drive the strong regulations for car exhaust emissions, electric vehicles attract the public eye. The purpose of this study is to identify rural areas vulnerable for charging infrastructures based on the spatial distributions of the current gas stations and provide the target dissemination rates for promoting electric cars. In addition, we develop various scenarios for finding optimal way to expand the charging infrastructures through the administrative districts data including 11,677 gas stations, the number of whole national gas stations. Gas stations for charging infrastructures are randomly selected using the Monte Carlo Simulation (MCS) method. Evaluation criteria for vulnerability assessment include five considering the characteristic of rural areas. The optimal penetration rate is determined to 21% in rural areas considering dissemination efficiency. To reduce the vulnerability, the charging systems should be strategically installed in rural areas considering geographical characteristics and regional EV demands.

        「방송사 보도국장 임면」의 단체교섭 대상에 관한 고찰

        This study analyzes the matters subject to collective bargaining in a broadcasting company. For this, ‘The collective agreement on the appointment of news director of YTN was examined and whether personnel arrangement could be valid subjects of collective bargaining was determined. “Collective bargaining” refers to the negotiation between an employer and his/her employees as a group over maintenance or improvement of working conditions and the enhancement of the social and economic status of the employee. Although there are no explicit law provisions on these matters, generally the matter subject to collective bargaining include: those related to working conditions; those collective in nature, and those which may be reasonably dealt with by the employer. In this regard, in principle, the exclusive rights of the employer, that is, the prerogatives concerning management and personnel arrangement, are not included in the matters subject to collective bargaining. However, in case an  employer’s exercise of his/her managerial prerogative affects or has high probability of affects and is closely associated with the working conditions of the employees, that prerogative may be the subject of negotiation provided it is within the setting of collective bargaining. Accordingly, an employer may refuse to sit in on a collective negotiation requested by the employees if the negotiation is intended for a matter not included in the list of negotiable subjects regulated by applicable laws. On the subject of the matters subject to collective bargaining, there is the following argument. If a matter is included in the employer’s prerogatives concerning business management and, at the same time, is closely related to working conditions of his/her employees, it is controversial whether this matter could be a matter subject to collective bargaining or not. If all subjects; which are related to working condition are interpreted as matters to be subject to collective bargaining without exception, it would cause conflict between the employee’s rights and the rights of the company management. In order to solve the complication, the establishment of definite standards about collective bargaining would be the foremost task to be completed. In the course of doing so, subjects on management and personnel arrangement would be the most worthy objects of discussion. In the regard, this study is focused on studying the subjects on management and personnel arrangement and the collective bargaining. First, it examines the character and the function of associated organization of trade unions for journalism and looks into the influence it has upon the collective bargaining. Second, this study advances the existed thesis on rights of management and further examines the  possible solution of the conflict between the employee’s right and the right of management. In particular, it determines whether‘The collective agreement on the appointment of news director could be involved the matters subject to collective bargaining or not and determines whether the subject of the appointment has propriety. Third, this study introduces the theory of ‘editorial right’ and the institutional structure for the protection of fairness and independence of a broadcasting company, the‘Fair Broadcasting Committee’, futhermore, examines how this functions in a broadcasting company. Accordingly, as a result of the studies above, we can know the character of the matters subject to collective bargaining in a broadcasting company, and how they are distinguished from company of other fields.

      • 실제 도로거리를 이용한 농촌지역 생활권의 의료시설 접근성 평가

        우리나라의 의료시설은 민간 주도로 공급이 이루어져 약 90%이상의 의료기관과 의료 인력이 도시에 집중되어 있다. 이러한 의료시설 공급의 불균형 현상으로 인해 농촌 주민에게 보편적인 의료서비스를 제공하지 못하고 있으며, 귀농 귀촌 희망자들의 이주 저해요인으로 열악한 의료와 복지여건이 주요한 항목으로 조사되었다. 마을에 보건소를 건립하여 운영하고 있지만, 낮은 의료품질, 부족한 보건인력과 같은 운영상의 문제와 보건소(34%)보다 병원을 찾는 노인의 비율(56.9%)이 더 높은 이용 상의 문제가 있다. 이러한 문제는 주민으로 하여금 의료혜택의 지표를 병원을 이용할 수 있는 편의성으로 인식하도록 하였으며, 결과적으로 의료의 질은 거주지로부터 상급의료시설까지의 접근성과 밀접하게 관련되어 있다. 이에 본 연구에서는 농촌지역의 활성화와 인구 유입을 위한 농촌지역 생활권의 의료시설 접근성을 평가하고자 한다. 마을 중심으로부터 의료기관까지의 직선거리, 지역별 우회율(Circuity Factor)을 반영한 거리, 실제 도로거리 및 시간거리를 비교하고 실제거리를 바탕으로 1차, 2차, 3차 의료기관까지의 접근성을 산정하고 더 나아가 지역의 인구밀도, 지가와의 의료시설 접근성과의 관계를 분석하여 지역의 활성화 영향을 분석해보고자 한다.
