건설부문 공공조달을 위한 입찰업무 전자처리에 대한 기초적 연구

과거의 입찰방식은 행정의 투명성과 공정성에 대하여 많은 문제점을 가지고 있고, 조달업체들에게도 많은 비용을 소모시킨다. 이의 해결책으로 일부 공공기관에서 전자입찰을 위한 시스템을 구축하였거나 구축 중에 있다. 그러나 이러한 시스템이 여러가지 측면에서 많은 문제점을 안고 있다. 따라서 본 논문의 목적은 문헌조사, 사례분석 및 프로세스 맵핑 기법을 활용하여 현행의 입찰업무를 분석하고, 이 결과와 구축된 시스템과 비교하여, 향후 구축될 시스템의 개선 방안을 제시하는 것이다. 본 논문의 연구결과 일반적인 입찰업무에 대하여 핵심프로세스를 식별하였으며 국내 건설분야 공공조달에 적용되고 있는 계약자선정방식을 분류하였다. 이러한 분석결과는 입찰업무의 시스템 구축의 기준으로 활용될 수 있다. 또한 향후 관련 시스템의 구축시 고려되어야 할 사항으로 통합추진체계의 구성, 정보공유를 위한 데이터 베이스구축, 국가차원의 표준화 마련 등의 방안을 제시하였다. Traditional bidding process and activities in public construction area has many problems in terms of the clearness and fairness of administration. And, it causes many cost consumption to suppliers. As part of the efforts to solve these problems, some public institutions developed the electronic bidding systems. But these systems have still problems in diverse aspects. Therefore, the purpose of this study is to analyze current bidding systems through literature survey, case study and process mapping methodology, to compare the result of the analysis with the developed electronic bidding systems and to suggest the improvement for the coming bidding systems. As results of this study, key processes and classified contract types about public construction bidding were identified. These can be applied by means of guidelines when public institutions are planning new electronic bidding systems. The composition of unified driving organization, the database development for information share and the standardization of national level for the new electronic bidding systems were also suggested.
제2고조파발생을 이용한 LiNbO₃의 중요 광굴절상수측정

반전대칭이 없는 광굴절결정에 있어 위상접합이 만족되지 않은 상태에서 발생된 제2고조파의 세기가 외부전기장에 의존한다는 사실을 이용하여 광굴절결정의 광굴절율 변형상에 관한 중요상수를 측정할 수 있는 방법을 개발하였다. 마커무늬의 전기장의존도에 관한 근사식을 구하였고, 이를 이용하여 제2고조파의 세기변화로부터 공간저하장의 크기를 측정할 수 있었다. 실험적으로 congruent LiNbO₃에 빛을 두가지 다른 세기로 비추어 유도되는 공간전하장의 시간의존성을 조사하였고, 측정결과를 근사식과 비교분석하여 LiNbO₃의 광기전력상수, 암전도상수 및 광전도상수를 결정할 수 있었다. We report a simple method for determining photovoltaic constant and conductivities of any photorefractive crytals which have no inversion symmetry by utilizing the electric field dependence of non-phase-matched second harmonic generation. New theoretical expression for the electric field dependence of Maker fringes is derived and space charge field can be determined using this from the observed change of intensity of second harmonic wave. The photovoltaic constant, dark conductivity and photoconductivity are easily deduced from an analysis of the measured relaxation behavior of space-charge field at two different light intensities. We demonstrate this method for LiNbO₃ at 514.5 ㎚.

This paper deals with the noise measurement and evaluation method of a reciprocating air-compressor and its noise reduction. Lead-wrapping techniques are employed to identify the contribution of principal noise sources which are generally known as motor, belts, suction/discharge valves, moving piston, and flow-induced noise which are caused by edges or discontinuities along the flow path e.g. expansions, contractions, junctions and bends. As a result, it can be found that main noise sources of the air-compressor can be categorized by the suction/discharge noise, valve noise, and compressed-air tank noise. Based on the investigations, mufflers are designed to reduce both the suction/discharge noise and the compressed-air tank noise. Instead of the conventional valve plate, engineering plastics are used as a new one for the reduction of valve impact noise. In addition, attempts are made to reduce the valve noise propagation to the cylinder head and the compressor tank by using the insulation casings in the cylinder head. As a result of the countermeasure plans, it can be achieved that the noise reduction of the air-compress is up to 10 dB.
번호판 인식을 통한 자동 주차관리 시스템의 개선된 UI 설계

최근 영상 기술과 ICT 기술의 발전으로 인해 다양한 형태의 영상처리 서비스가 가능하게 되고, 이러한 기 술을 활용하는 응용 서비스가 다양화 되고 있다. 자동차 번호판 인식은 주차관리 등 차량의 정보를 인지하는 곳에 사 용되는데 기존의 시스템들은 주차권 발급이나 불필요한 장비 부착 등 경제적인 단점을 갖고 있다. 이러한 문제점을 개선하기 위하여 본 논문에서는 OpenCV를 근간으로 한 emguCV를 이용하여 차량의 고유번호인 자동차 번호판 인식 을 통한 자동 주차관리 시스템을 설계 및 구현하였다. 그리고 사용자 프로그램 개발에 가장 최신 기술인 WPF를 이 용하여 각 주차 차량의 상세정보와 주차 시간 및 남은 주차 공간 정보 등 전체 주차관리 사항을 화면이동 없이 관리 할 수 있도록 개선된 UI를 설계하였다. 본 논문에서 사용된 emguCV는 Intel 기반의 환경에서 최적화된 성능을 나타 내었다. 따라서 본 논문에서는 0.5초 이내의 번호판 인식 처리 시간과 90% 이상의 인식률이라는 결과를 얻었다. 또한 관리자가 전체 시스템을 간편하고 직관적으로 관리할 수 있게 UI가 개선되었음을 보였다. Recently, due to advances in both imaging technology and ICT, various types of image processing services became available and the application services of these two technologies are diversifying. Recognition of vehicle license plates is used in places where vehicle information is needed such as in parking management. However, existing systems have economic disadvantages like issuing parking tickets and attaching unnecessary equipment. In order to solve these problems, we designed and implemented automatic parking management system through recognition of vehicle license plates by using emguCV that is based on OpenCV. Additionally, we designed improved UI to handle the entire parking management situation which include information such as details of each parking vehicle, parking time and remaining parking spaces without screen movement. This improved UI is implemented with the use of WPF which is the latest technology in user program development. The emguCV used in this paper showed the most optimized performance in Intel based environment. With it, we obtained the result of within 0.5 seconds of recognition processing time and over 90% of recognition rate. Through improved UI, the manager could both simply and intuitively manage the entire system.
Bed-type과 Stand-type 상용 전신계수기(Whole Body Counter)의 성능 비교

Whole-Body counters have been used to evaluate the internal contamination of gamma emitting radionuclides. Among the whole-body counters used in domestic nuclear facilities, Fastscan made by CANBERRA contains 2 NaI(Tl) detectors and is generally used to monitor the primary internal exposure. It has the advantage of achieving MDA even with short time measurements. Accuscan is a bed type, and has good energy resolution because it is composed of HPGe detector. Since the Accuscan with better energy resolution than Fastscan has better able to identify radionuclides, it is used to monitor secondary internal exposure. Some nuclear facilities have only Fastscan. We analyzed statistically whether Fastscan is enough to ensure accuracy and precision comparing with Accuscan. To do this, we prepared a CRM created by the Korea Research Institute of Standards and Science. We also obtained the data of 6 Fastscans and 5 Accuscans in domestic nuclear facilities. As a result of the study, although Fastscan compared with Accuscan is not as accurate as the Accuscan, the precision is statistically same. However, accuracy of Fastscan is in compliance with international standards except low energy range. In terms of accuracy and precision except radionuclides emitting low energy, it is possible to measure radioactivity inside workers even in nuclear facilities where only Fastscan is used.
교통사고 유형별 발생 유무별 영향요인 판별 및 분류모형 구축에 관한 연구

Damages such as casualty and social cost are continuously increasing due to traffic accidents. Accurate analysis on traffic accident-concerned problems should be preceded to secure reduction of traffic accidents. Discriminant and Classification Model of Influence Factors based on Typology(death, serious injury, minor injury, injury) and whether or not traffic accidents happen is constructed using Quantification theory Ⅱ and Logistic Regression Analysis. Based on this, institutional improvements are deducted as follows. First, valid Discriminant and Classification Model of Influence Factors based on Typology and whether or not traffic accidents happen is constructed by Quantification theory Ⅱ and Logistic Regression Analysis. Second, as a result of Discriminant Model by Quantification theory Ⅱ, correlation ratio of death, serious injury, minor injury and injury is 0.99954. This Discriminant Model compatibly explains dividing factors of external variables. Third, as a result of construction of Classification Model by Logistic Regression Analysis, -2LL is 2.5~12.3% more valid after Model construction than before Model construction. The significance level of Model and Improvement is also significant. Forth, reduction measures which should be enforced in priority and in complement are suggested.

퍼지 논리 제어기(FLC : Fuzzy Logic Controller)를 사용할 때, 가장 중요한 것은 소속 함수의 범위를 정하는 것과 규칙의 형태를 결정하는 것이다. 소속 함수의 범위나 규칙의 형태는 자금까지 전문가가 임의로 정하는 방법을 사용하였다. 그러나 기존의 방법을 사용하면, 전문가의 주관적인 규칙과 소속 함수가 생성될 수 있고, 소속함수의 경우 최적의 범위를 정확히 예측하기 어려운 단점이 있다. 본 논문에서는 이런 단점을 보완하기 위해, 유전자 알고리즘을 사용함으로써 최적의 소속 함수와 규칙의 형태를 구하려 하였다. 제시하는 방법의 타당성을 검증하기 위해 자동차 주행 제어 문제에 적용시켜 보았다. The important problem in designing a Fuzzy Logic Controller(FLC) is generation of fuzzy control rules and it is usually the case that they are given by human experts of the problem domain. However, it is difficult to find an well-trained expert to any given problem. In this paper, I describes an application of genetic algorithm, a well-known global search algorithm to automatic generation of fuzzy control rules for FLC design. Fuzzy rules are automatically generated by evolving initially given fuzzy rules and membership functions associated fuzzy linguistic terms. Using genetic algorithm efficient fuzzy rules can be generated without any prior knowledge about the domain problem. In addition expert knowledge can be easily incorporated into rule generation for performance enhancement. We experimented genetic algorithm with a non-trivial vehicle controling problem. Our experimental results showed that genetic algorithm is efficient for designing any complex control system and the resulting system is robust.
