메탄과 에탄의 흡착평형에 대한 활성탄의 기공 크기 분포의 영향

The adsorption equilibria of methane and ethane in a slit pore model of activated carbon were studied by using Monte Carlo method. In potential caculation. the fluid-fluid interactions are described using the "12-6" Lennard-Jones potential function. and fluid-pore surface interactions are described using the "10-4-3" potential function proposed by Steele. It showed that the pore size distributions effected isotherms from the simulation results in pure component adsorption of methane and ethane at 1∼30 bar pressure. Also adsorbed moleculars could identified occuping location and density from density profiles and snapshots.

본고는 위에서, 육당의 ‘해에게서 소년에게’를 바다의 ‘모성ㆍ탄생’ 상징성을 조국의 소생과 독립이라는 현실적 소망에 결부시키며 그 무의식성을 다른 예시들과 함께 살펴 보았다. 이러한 공로의 도식성에 대한 반발적 견해는, 아마도 시대상의 서열적 순위의 이 작품의 상징내용이 그 시대상에 우연한 일치를 보인 것이라고, 즉 ‘바다’의 상징성과 이 시와의 위에서 살핀 바의 관련성의 개입을 지극히 부의적인 것으로 물리쳐 버릴 지도 모르겠다. 그러나, 그러한 우연성의 제기는 그 스스로가 이미 훌륭한 답변을 대변하는 행위다. 그 이유는 간단하다. 그것은 현실적 우연이란 무의식적 필연에 의하고 있기 때문이다. 그리고 우리는 이 무의식적 필연성을 일반적으로 ‘숙명’이라고 부른다, 육당이 신시의 첫 작품으로 ‘바다’를 소재 삼은 행위는 우연일망정, 그 우연을 유발시킨 선택권의 조성은 바로 인간의 모든 의식을 지배하는 무의식에 의했음을 강조해 볼 때, ‘해에게서 소년에게’는 반조국 한국인, 피압박 민족으로서의 예술적인 자각이 필연적ㆍ숙명적으로 부각시켜야만 했던 민족 전체의 염원의 대변이라고 할 수 있겠다. 이러한 점에서 이 시대상의 사건적 의미는 그 상징적 내용을 주시함으로써 하나의 떳떳한 ‘사건’으로 기록될 수 있는 것이며, 우리는 사실상 아직도 이러한 ‘사건’의 미결 속에서 숙명적인 향모성을 살아가고 있는 것으로 보여 진다. 여기에서 제 2의 ‘해에게서 소년에게’의 탄생의 절실한 필연성을 역사는 단순히 현실의 우연으로 처리하지는 않을 것이다.

A number of amendments to the 「Act On Registration Of Credit Business And Protection Of Finance Users(Credit Business Act as follows)」 and the 「Interest Limitation Act」 are pending in the Korean National Assembly. Most of them focus on lowering the maximum interest rate. The main basis for the revision of the Credit Business Act, and the Interest Limitation Act is the legislative case of major foreign countries. The level of interest rate cap in the United States of America, Germany, France, Japan, Taiwan, and Singapore were presented. All of them were exemplified as countries with stricter regulations on the interest rate ceiling than Korea. This study examine the interest rate cap regulations in these countries. First, It will be examined whether the contents introduced in the amendment are correct. Next, it will be examined whether the legislation of major countries can be substantially compared with that of Korea. Finally, It would be presented the conditions necessary for the proper comparative legislation of an open society. 물가와 금리가 동시에 오르는 전환기에 연 20%로 고정된 법정 최고이자율은 취약 차주(借主)의어려움을 가중한다. 이에 금융위원회는 2022년 말에 ‘시장연동형 금리 도입’을 통해 최고이자율을탄력적으로 조정하는 방안을 검토한다고 밝혔다. 그러나 시장연동형 최고이자율 규제체계는 비탄력고정형 최고이자율 규제체계를 가진 대부업법 및 이자제한법과 상충한다. 법률 개정이 필요한 사안으로 국회 동의가 필요하다. 현재 우리나라 국회에는 대부업법 및 이자제한법 개정안이 다수 계류 중이다. 대부분 고정형 최고이자율 인하를 골자로 한다. 주요 근거는 해외 주요 국가의 입법사례다. 미국과 독일, 프랑스, 일본과 대만, 싱가포르 다섯 나라의 최고이자율 수준이 제시됐다. 모두 우리나라보다 엄격한 최고이자율 규제를 시행 중인 나라로 예시됐다. 본 연구는 이들 나라의 최고이자율 규제를 살펴보았다. 종래 미국과 일본을 중심으로 최고이자율규제에 관한 외국의 입법례를 검토하는 선행연구가 다수 있다. 하지만 외국의 이자제한법상 최고이자율을 우리 대부업법이나 이자제한법의 최고이자율과 평면적 비교에 그쳐 시비 소지가 적지 않다. 이에 본 연구는 먼저 법률 개정안에서 소개한 해외 입법 내용이 맞는지 검토한다. 그다음 주요국의법제가 우리나라 것과 실질 비교가 가능한지 검토하겠다. 끝으로 개방사회의 올바른 비교 입법을위해 필요한 조건을 제시하고 글을 맺으려 한다.

미국의 단기소액대부에 대한 규제와 한계 ― 페이데이 론에 대한 규제를 중심으로 ―

Payday loans are secured by access to the borrower's checking account, most commonly through a post-dated check or an automated clearinghouse(ACH) authorization. Marketed to low- and moderate-income consumers as a quick and easy solution to an unexpected expense, these loans are generally due in about two weeks on the borrowers next payday. The combination of little-to-no regard for the borrower’s ability to repay the loan, unrealistic payment schedule, high fees and interest, and the opportunity to roll over the loan instead of repaying it can create a cycle of debt for financially overburdened Consumers and their families. This paper attempt to analyze the efficacy of the State's effort against the abusive business conduct of the moneylender in small loan transaction by examining the small loan act of the states, which interest caps(averaging 36 percent) apply to all small loan. In conclusion, this paper argues the necessity of improvement over the regulation of over-indebtedness of small loan consumer in Korea and suggest that interest rate ceiling for moneylender should reduce into the interest cap for the private individual under the ‘Law of Interest Rate’, because the contradiction of dual rate ceiling system under ‘the Law of Interest and Money Lender Business Law’ is not helpful to provide protection for especially low-income families, as it would be more useful.

어느 시대를 막론하고 전쟁은 결핵의 만연을 초래했다. 6$\cdot$25도 예외는 아니었다. 3년여에 걸친 전쟁은 수백만의 사상자를 냈으며 파괴와 피난생활과 궁핍은 바로 결핵의 온상이 되었다. 학교교사까지 병원으로 전용했어도 결핵환자는 넘쳤다. 그러나 한편으로는 UN군참전과 지원으로 구미의 선진의학을 급속도로 도입하는 계기가 되었으며 결핵의 예방과 치료관리 등 결핵병학의 발전도 촉진하는 계기가 되었다.

국립마산요양소에서 가망이 없다고 입원을 거절당하고 사랑하는 아내와 동생마저 결핵으로 잃은 그는 기적적으로 살아나 사설요양원 설립에 전재산과 몸을 던졌다. 그러나 무지한 주민들의 폭력 앞에 준공 직전 그의 신념과 선의는 무참히 좌절되고 말았다.
