Purpose: We provide a condition-based maintenance policy where a surrogate variable is used for monitoring system performance. We constructed a risk function by taking into account the risk and losses accompanied with erroneous decisions. Methods: Assuming a unique degradation process for the performance variable and its specific relationship with the surrogate variable, the maintenance policy is determined. A risk function is developed on the basis of producer’s and consumer’s risks accompanied with each decision. With a strategic safety factor considered, the optimal threshold value for the surrogate variable is determined based on the risk function. Results: The condition-based maintenance is analyzed from the point of risk. With an assumed safety consideration, the optimal threshold value of the surrogate variable is provided for taking a maintenance action. The optimal solution cannot be obtained in a closed form. An illustrative numerical example and solution is provided with a source code of R program. Conclusion: The study can be applied to situation where a sensor signal is issued if the system performance begins to degrade gradually and reaches eventually its functional failure. The study can be extended to the case where two or more performance variables are connected to a same surrogate variable. Also estimation of the distribution parameters and risk coefficients should be further studied.
An Expected Loss Model for FMEA under Periodic Monitoring of Failure Causes

In FMEA, occurrence and detectability are not related to only failure modes itself but also their causes. It is assumed that any failure occurs after at least one cause corresponding to failure occurs in advance. Occurrence of the failure mode is described by occurrence time of its cause and elapsed time to the actual failure. Under the periodic monitoring plan, the monitoring interval is another factor to determine the detectability and occurrence of each failure mode. When a failure cause occurs, the failure does not occur if the cause is identified and remedied before it actually occurs. Under this situation, we construct an economic model for prioritizing failure modes. The loss function is based on the unfulfilled mission period. We also provide an optimal monitoring plan with an illustrative example.

We suggest a model for such situation, where the small projects are driven as sub-projects of the strategic project pursuing total optimality. A champion is recommended to be the leader of a strategic project for effective control and coordination of sub-projects. Each sub-project follows the disciplined Six Sigma approach for improvement, and is evaluated by its contribution to the champion project. The champion project is performed by supervising and controlling the sub-projects as an integrated whole. The achievements of a champion project are evaluated by meaningful business metrics. Even when projects are identified by a bottom up process, a cluster of highly correlated projects may be more effectively executed by integrating them into a champion project. An example of a Korean company taking a similar approach is also provided.

Purpose: This paper reviews the papers on statistical quality control issues which are published in Journal of the Korean Society for Quality Management (KSQM) since 1965. The literature review is purposed to survey a variety of statistical quality control issues. Methods: By grouping all of statistical quality control issues into 3 categories:; quality inspections, control charts, and process capability analysis. Results: Grouping all of papers on statistical quality control published in journal of the KSQM for 50 years into 3 categories, we provide a chronological roadmap for individual categories, and summarize the contents and contributions of surveyed papers. Conclusion: The review paper is expected to provide future direction to improve statistical quality control theories and applications in manufacturing and service industries.
